Local sponsors of the Athens forum were the Northeast Regional Development Center, the AthensClarke County Planning Department and the Athens-Clarke Heritage Foundation. Local sponsors of the Tifton forum were the South Georgia Regional Development Center and the City of Tifton Main Street program. W. Ray Luce, HPD's Division Director, provided information about our programs, our current state plan and the preservation planning process. Jennifer Martin Lewis, Georgia's Certified Local Government Coordinator, served as facilitator for the forums. Participants provided valuable comments on a variety of historic preservation issues, including the preservation of rural resources and landscapes, the importance of local historic district designations, the need to provide more incentives for economic development in historic downtowns and the importance of educating Georgians and visitors to the state about historic preservation and what it can do for communities. Participants were also encouraged to complete the historic preservation planning questionnaire. The questionnaire will be available on our webpage www.gashpo.org through the end of November, 2005 so don't miss your chance to comment. Information from the public forums and questionnaire responses will help guide our planning as we prepare and implement the 2006-2011 Georgia State Historic Preservation Plan. A Confederate Chronicle, traces the life of Thomas L. Wragg, a young man from a wealthy family with connections in both Charleston, SC and Savannah, who joined the Confederate Army, Eighth Georgia under Francis Bartow, and then the Navy, Savannah Squadron. Assigned to the CSS Georgia, Wragg kept a notebook of his studies of ordnance and gunnery, which indicate the existence of a Confederate naval "school" before that on the CSS Patrick Henry. In June 1863 Wragg was reassigned to the CSS Atlanta, was captured on its maiden voyage, and sent with the other officers to prison in Boston Harbor.
