NEXT ON THE FLOOR SB 24 - "Hospital Medicaid Financing Program Act"; enact - BILL SUMMARY: SB 24, designated the "Hospital Medicaid Financing Program Act", authorizes the Department of Community Health (DCH) to establish, assess and discontinue provider payments on hospitals. Those payments may not be higher than what is necessary to match federal Medicaid funds and not higher than what is set by the General Appropriations Act. Terms of payments will be set by the DCH Board with their rule making authority. These payments may only be deposited into the Indigent Care Trust Fund, which doesn't lapse at the end of the year. These payments may only be used to match federal Medicaid funds. These payments cease if the department reduces Medicaid rates to hospitals, reduces rates during CMO rate setting, or changes ANY payment methodology, administrative rule or payment policy that would directly affect hospitals that were in effect at the close of Fiscal Year 2012. The General Assembly retains the authority to override the board's provider assessment. Provider payments count toward the hospital's indigent or charity care requirements for DSH payments. The provisions of SB 24 are automatically repealed on June 30, 2017, unless reauthorized by the General Assembly.
