Wednesday, March 28, 2007 The thirty-first day of the 2007 legislative session was called to order by Lieutenant Governor Casey Cagle. Senator Don Balfour of the 9th stated that the journal had been read and was found to be correct. Senate Bills 319 and 320 were read for the first time and assigned to committee. The clerk of the Secretary then read the reports of standing committees and second readers. Lt. Gov. Cagle paused to recognize students from Gainesville College, who were seated in the Senate gallery. Following the afternoon roll call, Sen. Judson Hill of the 32nd took the rostrum to lead the Senate in the Pledge of Allegiance. Sen. Hill of the 32nd then introduced the Chaplain of the Day, Reverend Wally Smith of Johnson Ferry Baptist Church in Marietta, who led the Senate in the daily devotional. Sen. Emanuel Jones of the 10th took the well on a Point of Personal Privilege to discuss his experiences participating in the Leadership Georgia program this year. He also offered some of his observations on Day 30 of the legislative session. Sen. Greg Goggans of the 7th took the well on a Point of Personal Privilege to discuss Medicaid waivers. Sen. John Wiles of the 37th took the well on a Point of Personal Privilege to update Senators on the deadlines for local bills in the State and Local Governmental Operations Committee. The Secretary read SR 532, which commends the American Red Cross and proclaims March 2007 as American Red Cross Month. Sen. Shafer took the rostrum to commend Georgia Red Cross officials for their work throughout the state. The Consent Calendar for Privileged Resolutions, consisting of SR 521-545, was unanimously adopted. Sen. Johnny Grant of the 25th moved to withdraw House Bill 313 from the State Institutions and Properties Committee and commit the bill to the Public Safety and Homeland Security Committee. The motion to withdraw and commit was approved by a vote of 21 to 0. The Senate Local Consent Calendar, consisting of SB 301, 303, 308-311 and 364 and HB 364, 409, 459, 477, 496, 506, 508, 643, 644, 645, 657 and 679, passed by a vote of 48 to 0. The Secretary read HB 81, which changes provisions relating to saltwater fishing and pier fishing licenses, fees and maintenance of records. Amendment 1 and 1a were also read. Sen. Jeff Chapman of the 3rd took the well to explain the bill. Sen. Chapman offered his support for Amendments 1 and 1a by Sen. John Douglas of the 17th. He yielded to questions from Majority Leader Tommie Williams of the 19th and Sen. Seth Harp of the 29th. Sen. Douglas took the well to explain Amendments 1 and 1a. Amendment 1 creates a lifetime hunting and fishing license for veterans who have served at least 90 days of military service with an honorable discharge. He yielded to questions from Sens. Harp, Preston Smith of the 52nd and John Bulloch of the 11th. Amendment 1a was adopted by a vote of 37 to 0. Amendment 1 was adopted as amended by a vote of 39 to 0. Pursuant to Senate Rules, all action on HB 81 was suspended. The Secretary read SR 234, which honors Miss Amanda Kozak as the second runnerup in the Miss America pageant and her crowning as Miss Georgia 2006. Sens. Tim Golden of the 8th and Ross Tolleson of the 20th took the rostrum to introduce Miss Kozak to the Senate. The Secretary read HB 96, which allows letters of credit issued by a Federal Home Loan Bank to be accepted to secure state funds on deposit in state depositories. Sen. Cecil Staton of the 18th took the rostrum to introduce the Doctor of the Day, Dr. Darl Rantz of Macon. HB 106 was read. The legislation provides that certain retirement benefit options under the Peace Officers' Annuity and Benefit Fund shall be calculated on the interest rate and mortality basis approved from time to time by the Peace Officers' Board. Sen. Bill Heath of the 31st took the well to present the House Bill. HB 106 passed by a vote of 50 to 0. The Secretary read SR 373, which commends Dr. Willie "Bill" Golden upon his retirement. Sen. Jack Hill of the 4th took the rostrum to welcome Dr. Golden to the Senate. Sen. Don Thomas of the 54th also spoke in honor of Dr. Golden. The Secretary read HB 213, which repeals a special pay plan for deferred payment of special compensation to reduce the federal tax burden for state employees. Sen. Heath again took the well to present the bill. He yielded to questions from Sen. Steve Thompson of the 33rd. HB 213 passed by a vote of 50 to 1. The Secretary read HB 317, which changes the definition of motor contract carrier or motor common carrier in Georgia code. Sen. Jeff Mullis of the 53rd took the well to present the bill. HB 317 passed by a vote of 51 to 0.
