The private sector will benefit from a public sector move when the Army's armor training school moves to Fort Benning from Fort Knox. The impact in total dollars could reach into the billions. As a result of base closings and realignments the move should be complete in about five years. The combination of the infantry training and armor training facilities will make Fort Benning one of the most vital bases in the military. The economic impact that will come from the sheer numbers is quite impressive. About 33,000 new residents are expected in the Columbus area which breaks down to 5,400 more soldiers, 5,500 civilian employees, 8,000 spouses, and 14,000 children. This influx will create some 11,000 jobs over the next five years. On the other side of the state there are some developments in Richmond County that have people talking. Coastal Xethanol, LLC has purchased the former Pfizer facility in Augusta and renovation plans are under way. By late 2007 the renovation should be complete and the new plant will produce 50 million gallons of corn-based ethanol a year and provide employment for as many as 100 people. A longer term project will bring even more new jobs to Augusta as Automatic Data Processing, Inc., better known as ADP, has announced a $30 million project that is expected to create over 1,000 jobs over a five year period in Richmond County. Training would initially begin early in 2007 at a temporary facility for ADP who bills itself as a business solutions center, assisting clients with services such as human resources, 401K retirement plans, tax and compliance plans, and payroll. A company in the European construction materials market will locate its first U.S. facility in south Georgia. Cook County is welcoming Xella International and a $20 million dollar investment. The Adel plant will be operational in the spring of 2007 and provide 100 new jobs. The North American Headquarters for Xella will be located in Atlanta. The company produces autoclave aerated concrete construction materials. The German company is a subsidiary of the Haniel Company and has been family owned for 250 years. A heavy equipment manufacturer in Chatham County will add 250 jobs with an expansion of its facility in Pooler. JCB, Inc. is a subsidiary of JCB Group that is ranked fourth in the world in the production of construction equipment. The company is pushing to increase its share of the North American market since the U.S. accounts for 40 percent of the world market in heavy equipment. Currently they have four percent of the U.S. market. They are the world's largest producer of backhoe loaders. They plan to manufacture two new products, a high mobility engineer excavator and a rough terrain forklift. Sedgewick Claims Management Services, the nation's largest independent provider of third- party claim administration services, is opening a disability claims service center in DeKalb County. The 100 new supervisory and professional positions will bring the company's workforce total in the Atlantaarea to 400. The selection of DeKalb County is due to the number of Fortune 500 companies that are based in Atlanta served by Sedgewick CMS and the large concentration of highly qualified claims and clinical professionals located in the area. The new facility will be located near I-285 and Georgia Highway 400. As part of its long term expansion plans to improve service in metro areas, FedEx Ground has opened a state-of-the-art facility near the Cobb County Airport. The 247,000 square foot automated terminal is located in Kennesaw across from the airport on a 75-acre site. It is three times the size of their old terminal and will employ twice as many people, which translates into 300 new jobs for the Cobb County area. Personnel from the old terminal in Marietta have been transferred to Kennesaw as well. The company is prepared to handle a continued increase in business and is ready for additional expansion that may mean as many as 400 more positions by 2010. 18 Georgia Unemployment Insurance Claims by County County February Average Initial Weekly Average Claims Benefit Duration County February Average Initial Weekly Average Claims Benefit Duration Georgia 29,738 ....... $256 ...... 11.0 Appling 70 ....... $216 ...... 10.0 Atkinson 80 ....... $218 ........ 6.7 Bacon 65 ....... $236 ........ 7.7 Baker 13 ....... $208 ........ 8.9 Baldwin 64 ....... $204 ........ 9.8 Banks 51 ....... $237 ........ 7.5 Barrow 178 ....... $225 ...... 13.3 Bartow 518 ....... $236 ........ 9.4 Ben Hill 88 ....... $179 ........ 7.5 Berrien 41 ....... $217 ........ 9.6 Bibb 440 ....... $185 ...... 15.1 Bleckley 38 ....... $187 ...... 10.6 Brantley 37 ....... $237 ...... 11.1 Brooks 65 ....... $185 ........ 8.9 Bryan 54 ....... $225 ...... 11.6 Bulloch 104 ....... $207 ........ 8.6 Burke 128 ....... $200 ........ 9.8 Butts 44 ....... $226 ........ 8.5 Calhoun 64 ....... $180 ........ 8.1 Camden 75 ....... $221 ...... 12.8 Candler 21 ....... $217 ........ 8.5 Carroll 334 ....... $209 ........ 9.9 Catoosa 252 ....... $237 ........ 6.7 Charlton 17 ....... $180 ........ 8.0 Chatham 499 ....... $212 ...... 13.4 Chattahoochee 9 ....... $162 ...... 13.3 Chattooga 67 ....... $214 ...... 11.5 Cherokee 455 ....... $261 ...... 12.0 Clarke 235 ....... $198 ...... 11.9 Clay 25 ....... $188 ........ 8.0 Clayton 898 ....... $229 ...... 14.3 Clinch 47 ....... $147 ........ 8.9 Cobb 1,333 ....... $252 ...... 14.6 Coffee 315 ....... $206 ........ 6.7 Colquitt 251 ....... $180 ........ 7.7 Columbia 170 ....... $227 ...... 13.7 Cook 56 ....... $216 ........ 8.3 Coweta 240 ....... $226 ...... 12.4 Crawford 25 ....... $248 ...... 13.5 Crisp 122 ....... $177 ...... 12.1 Dade 20 ....... $226 ........ 4.9 Dawson 33 ....... $261 ...... 12.8 Decatur 173 ....... $200 ........ 9.7 DeKalb 1,939 ....... $234 ...... 14.6 Dodge 86 ....... $185 ........ 9.3 Dooly 75 ....... $161 ...... 11.7 Dougherty 314 ....... $186 ...... 11.2 Douglas 291 ....... $245 ...... 14.2 Early 73 ....... $168 ...... 11.5 Echols 5 ....... $196 ........ 9.3 Effingham 79 ....... $227 ...... 10.8 Elbert Emanuel Evans Fannin Fayette Floyd Forsyth Franklin Fulton Gilmer Glascock Glynn Gordon Grady Greene Gwinnett Habersham Hall Hancock Haralson Harris Hart Heard Henry Houston Irwin Jackson Jasper Jeff Davis Jefferson Jenkins Johnson Jones Lamar Lanier Laurens Lee Liberty Lincoln Long Lowndes Lumpkin Macon Madison Marion McDuffie McIntosh Meriwether Miller Mitchell Monroe Montgomery Morgan Murray 167 ....... $206 ........ 7.5 54 ....... $209 ........ 8.2 41 ....... $212 ........ 8.5 116 ....... $221 ........ 7.5 128 ....... $242 ...... 13.9 923 ....... $230 ........ 8.1 155 ....... $276 ...... 13.7 105 ....... $219 ........ 9.3 2,193 ....... $227 ...... 14.5 114 ....... $215 ........ 5.5 7 ....... $210 ........ 8.0 189 ....... $206 ...... 12.9 618 ....... $239 ........ 6.6 107 ....... $165 ........ 7.7 55 ....... $189 ...... 12.1 1,518 ....... $256 ...... 14.4 145 ....... $224 ........ 6.6 521 ....... $233 ...... 10.3 19 ....... $214 ...... 10.4 83 ....... $220 ........ 9.2 57 ....... $233 ...... 11.1 179 ....... $228 ........ 9.3 52 ....... $211 ........ 9.8 412 ....... $241 ...... 13.5 258 ....... $214 ...... 14.1 38 ....... $188 ........ 7.3 138 ....... $230 ...... 10.7 34 ....... $232 ........ 8.7 59 ....... $225 ...... 10.9 102 ....... $198 ........ 7.4 59 ....... $213 ........ 6.7 59 ....... $145 ........ 7.1 57 ....... $214 ...... 14.0 60 ....... $215 ...... 10.6 11 ....... $198 ........ 9.7 232 ....... $180 ........ 8.6 63 ....... $229 ...... 11.4 127 ....... $213 ...... 13.2 29 ....... $202 ...... 10.0 25 ....... $205 ...... 12.9 266 ....... $185 ........ 9.9 231 ....... $242 ........ 7.0 51 ....... $181 ...... 13.2 99 ....... $207 ........ 9.2 18 ....... $218 ........ 8.4 134 ....... $186 ........ 9.9 26 ....... $203 ...... 12.8 96 ....... $208 ...... 12.2 53 ....... $202 ........ 8.9 67 ....... $163 ...... 10.6 60 ....... $241 ...... 11.0 48 ....... $213 ........ 8.6 40 ....... $236 ...... 13.7 454 ....... $247 ........ 5.6 Initial claims include intrastate initial and additional claims, as well as agent state initial and additional claims for regular UI only.
