Atlanta, Georgia 30303-1751 (404)656-3032 April 22, 1998 FOR IMMEDIATE RELEASE HOYNES NAMED LMI ASSISTANT COMMISSIONER AT GEORGIA DEPARTMENT OF LABOR ATLANTA -- State Labor Commissioner Marti Fullerton has named Spencer Hoynes of Rockdale County the assistant commissioner of labor market information (LMI), the statistical arm of the Georgia Department of Labor. Along with the U.S. Department of Labor's Bureau of Labor Statistics (BLS), LMI compiles and publishes information on labor market conditions throughout Georgia. "I'm pleased that Spencer has accepted the responsibilities of an assistant labor commissioner, because he is one of the most knowledgeable people in the nation in the area of labor market information," Fullerton said. "He has 28 years of experience working for the department, with most of those years in labor market information, and during that time he has done an outstanding job for the people of Georgia." A native of Savannah, Hoynes, 52, holds a bachelor of business administration degree in management and marketing from Armstrong State College in that coastal city. Following graduation in 1970, he joined the labor department's Savannah office as an employment interviewer. Two years later, he was promoted to a labor market analyst post for that area, and in 1975 was named a state labor market analyst in Atlanta at Labor Information Systems (LIS), the forerunner of LMI. He served as chief statistical analyst and assistant director of LIS, prior to being named director in 1993. He held that position until his recent appointment. Hoynes is a member of the Georgia Chapter of the International Association of Personnel in Employment Security (IAPES), a professional organization of the nation's labor department employees. He is also a member of the labor market information committee of the Interstate Conference of Employment Security Agencies (ICESA), a national organization of labor department administrators. Hoynes is married to the former Sheila Garvin of Statesboro. The couple has lived in the Conyers area for the past 22 years.
