The processing and packaging of materials resulted in 12 hazardous waste containers with a total volume of 210 gallons. The total weight of the hazardous waste was 122 pounds. It should be noted that these figures do not include data for ACS Storage Sites managed by the following agencies: Gilmer County Sheriff's Office, Ware County Sheriff's Office, Richmond County Sheriff's Office and Chatham/Savannah County Narcotics Team. Information from these agencies was not received prior to the deadline for compiling this report. This was likely due to administrative operations disruption related to COVID-19 response. All 9 Georgia ACS facilities were operational, and no facility "clean-outs" were necessary during the 3rd Quarter. Cancelled - the Annual Georgia ACS Program Certification Course (Session #139) scheduled for April 7-9, 2020 at GPSTC was cancelled by the DEA in response to COVID-19. DEA National ACS Program updates include the following: Regarding COVID-19 impact - DEA is operational and still processing orders. Environmental Protection Specialists are teleworking and are available to respond to cell phone calls and emails. In 2019 DEA released an updated version of the Minimum Requirement for Service Agreement (MSRA) form and our DEA-602 Receipt for Services form. These forms are used during a contractor lead clandestine laboratory cleanup. These new forms require some greater detail from the contractor about the cleanup and the amounts of materials used during the cleanup. The amount of review required by law enforcement is about the same as it was previously, most of the additional information DEA is requiring the contractors to provide is for SFEO's purposes when reviewing the purchase order. At this time and until further notice all DEA training is suspended. POCS for each State on the 2020 ACS training schedule (posted for reference) will be contacted prior to their training date to determine the course of action. At this time, DEA is continuing to plan and schedule for the two multistate trainings to be held at DEA's training facility in Quantico, VA (ACS 142 & ACS 137). DEA is still accepting students from all states for these trainings. The 2019 DEA Red Book was published in November and is available for distribution to state and local law enforcement. The Red Book now contains sections on hazards such as fentanyl, which were not covered by previous versions. It also contains an updated section on adulteration of controlled substances. DEA has issued new contracts to provide hazardous waste removal services to ACS containers. The new contracts will not affect the service that received, however, the company that provides the clean out service to each state may change. DEA will notify each state if the contracting company has changed. Monthly Update - The developer continues coding for the application. The CFR staff has not had a chance to login and test demo site. The cell size for Comments has been changed to the maximum size 255 characters for ID Database. The Application Developer indicated that weekly or bi-weekly meetings would need to be held as the end of the project approaches. CUSTOMER RELATIONSHIP MANAGEMENT (CRM) Project Description - The CRM Application Project will provide a single source of historical interaction with GCIC external customers. The application will give GCIC end users the ability to search, track and report customer interactions throughout GCIC's business units. Monthly Update - The training unit is in the process of creating generalized training and instructions for GCIC unit test groups to be completed in April/May. CUSTOMER SUPPORT & TRAINING Project Description - The Customer Support Training group provides training in GCIC programs, GCIC applications, GCIC/FBI compliance to criminal justice agencies across the State of Georgia. The group extends the option to receive classroom training or training within an e-Learning environment. Monthly Update - Training Staff handled 149 phone calls, 969 emails, processed 68 crystal reports and managed LMS user account additions. Since mid-March, the training unit has transitioned from face-to-face classroom training to an online environment. Multiple webinars and one-on-one trainings are being completed to meet State of Georgia training needs. 15 16 DEPARTMENT OF DRIVERS SERVICES (DDS) DRIVES PROJECT Project Description - The Georgia Driver Record and Integrated Vehicle Enterprise System (DRIVES) is a system upgrade to update and enhance the title and vehicle registration functions of the Department of Revenue. The system utilizes modern technology to streamline existing processes and enable more online services. The implementation date of phase 2 is January 2021. Monthly Update - Currently testing transactions and making modifications when changes are needed. The switch vendor has set up the response message for Georgia users and another message for out-of-state transactions. GEORGIA APPLICANT PROCESSING SERVICE (GAPS) PROJECT Project Description - The Georgia Crime Information Center Information Services is seeking to obtain the services of a qualified and experienced vendor to provide an applicant fingerprinting solution that will electronically capture and submit applicant fingerprints to the Automated Fingerprint Identification System (AFIS). In addition, the selected vendor shall handle receiving fingerprint search results and disseminate the results to the requestor. Monthly Update - System outages have been resolved and end-to-end testing is in progress. GEORGIA LAW ENFORCEMENT MESSAGE SWITCH (GLEMS) Project Description - The message switch provides a means of communication between federal, state and local law enforcement agencies throughout the state of Georgia, the United States and other countries and to take advantage of new features and advances in technology, GCIC is looking to upgrade or replace this system. Monthly Update - The project team received vendor questions and provided responses. The bid originally had a closure date of April 3, however; due to COVID-19 issue the team has decided to extend the date through May. HUMAN RESOURCE (HR) TIMESHEET PROJECT Project Description - Enhancement of the application used by non-sworn units of the GBI for tracking time. Monthly Update - The programmer is completing development for requirements for the approval of timesheets and changing the default display for direct report listings to collapsed for all levels. NATIONAL INCIDENT-BASED REPORTING SYSTEM (NIBRS) PROJECT Project Description - The National Incident Based Reporting System (NIBRS) collects data on each single incident and arrest for each offense coming to the attention of law enforcement for which specific facts about each crime is collected. GBI is in the process of replacing the current UCR summary-based system with an application that will collect incident-based data. 17 Monthly Update - The vendor identified data differences in the offense counts between 2017 and 2018 Publication Reports and is in the process correcting calculations. RAP BACK PROJECT Project Description - The Rap Back project will provide the ability to receive ongoing status notifications of criminal history activity reported on individuals holding positions of trust. Georgia's Rap Back System will include the retention of applicant fingerprints, the implementation of an FBI Rap Back Subscription on such prints, and the creation of a validation process for authorized entities to manage such subscriptions. Monthly Update - Two of the 3 vendors are on target for completing the required work, however; the GAPS vendor confirmed a completion date of third quarter and will submit a plan for GBI's review. Completed changes will be deployed and once GAPS is ready to accept rap back responses, functionality testing will be completed. 18
