During the first quarter, local and state law enforcement agencies used the program to store and dispose of hazardous waste on eight occasions. These activities resulted in hazardous materials contained within nineteen (19) USDOT compliant containers with a total volume of ninety three point seven (93.7) gallons. The total weight of the hazardous waste was one hundred seventeen point three (117.3) pounds. The 3-day ACS training course was presented at the Georgia Public Safety Training Center on July 26 28, 2016. Twenty (20) students successfully completed the course. FY2017 2nd Quarter (October 1-December 31, 2016) During the second quarter, local and state agencies used the program on fourteen (14) occasions. These activities resulted in hazardous materials contained within fifty one (51) USDOT compliant containers with a total volume of six hundred thirty three (633) gallons. The total weight of the hazardous waste was three hundred forty three (265) pounds. Other Relevant Information In the past 18 months, virtually all of the Georgia ACS containers have been reached the threshold to be emptied by a DEA Hazardous Waste Disposal Contractor at least once. The system of facilitating this process through the Georgia Clandestine Lab Coordinator at DEA in Atlanta worked well. The process involves DEA authorizing contractor payment and the local ACS Site coordinators working with individual contractors to transfer custody of the hazardous waste with related documentation. Under the contract agreement with DEA, the Site Coordinators are provided with new, replacement USDOT approved containers to replenish local supplies. A 3-day ACS course is scheduled for February 14 through 16, 2016. This session will be held at the Henry County Sheriff's Office in McDonough, Georgia. Basic Clandestine Lab Safety (40-hour) training opportunities continue to be a problem for Georgia personnel. The number of seats provided in courses presented at the DEA Academy in Quantico, Virginia are insufficient to keep up with demand. Disposition Recovery Project Completed Research Counties Monthly 1,369 1 Project to Date 61,413 1 These are the number of dispositions added for serious and violent felony arrests for the project to date. 16 PLANS AND PROGRAM DEVELOPMENT AFIS ENHANCEMENTS Project Description - System enhancements for the Automated Fingerprint Identification System (AFIS) which include Accounts Receivable, T-Net fee changes, AFIS -SORT interface, system reports, creation of new IntegraID Document Management folders. Monthly Update - The accounts receivable (A/R) modification and fee changes to T-Net were completed and installed; however, the A/R portion will not be operational until the current system is upgraded or replaced. APPLICATION DEVELOPMENT - Protective Order Registry Project Description - In an effort to provide better information sharing, the Georgia Protective Order Registry (POR) is being updated to improve record data quality and expanding database capabilities by replacing the existing application and infrastructure. Monthly Update - The project team is continuing to test the POR system and conduct user acceptance testing. CHILD FATALITY SYSTEM REVIEW PROJECT Project Description - The Child Fatality Review (CFR) unit requested an enhancement to their current process to capture Medical Examiners (ME) data for child related deaths in the State of Georgia and have asked for additional reporting capabilities. Monthly Update - Changes to the Coroner's form were confirmed and approved. Due to limited resources, the project release has been extended and the programmer and project manager will meet to determine the new date. COMPUTERIZED CRIMINAL HISTORY (CCH) ENHANCEMENTS Project Description - The Computerized Criminal History (CCH) system will undergo system enhancements to meet the new State of Georgia legislative changes concerning the First Offender Act (FOA). Additional updates such as system modifications and reports will be implemented for internal users. Monthly Update - The CCH vendor continues programming for the system enhancements. CRIMINAL JUSTICE EXCHANGE PROJECT Project Description - The Georgia Bureau of Investigation will programmatically own an initiative of the Governor's Office entitled Criminal Justice Exchange Project (CJEP). CJEP will incorporate the electronic exchanges of information between state and local criminal justice agencies in Georgia. Each exchange automates a manual, paper-based criminal justice business process and will follow a criminal case lifecycle from booking through disposition and supervision. The goals of the project are to create seamless connections between systems, establish a single, consistent architecture adopted to guide all aspects of program implementation and to 17 establish a governance structure that views criminal justice as a statewide community. The exchanges will involve the coordination of multiple agencies and vendor applications. Monthly Update - A Statement of Need (SON) was issued for the procurement of a vendor that will manage the Project Management Office (PMO). CUSTOMER RELATIONSHIP MANAGEMENT (CRM) APPLICATION PROJECT Project Description - The CRM Application Project will provide a single source of historical interaction with GCIC external customers. The application will give GCIC end users the ability to search, track and report customer interactions throughout GCIC's business units. Monthly Update - The SOW was finalized and the final draft was sent to the GBI attorney for review. CUSTOMER SUPPORT-TRAINING Project Description - The Customer Support Training group provides training in the area of GCIC programs, GCIC applications, GCIC/FBI compliance and other supported law enforcement training to both criminal and non-criminal justice agencies, municipal, magistrate and probate courts across the State of Georgia. The group extends the option to receive classroom training or training within an e-Learning environment. Monthly Update - The training team completed 52 customer visits and delivered 12 classroom training sessions in the areas of: CCH, Record Restriction, TAC Certification, Probate Court Judges Training, Validations and Record Entry. A total of 155 individuals received training. The GBI online Learning Management System contains several videos and online classroom training available to agencies and vendors of law enforcement agencies. The following training videos were completed for the month: Child Sex Trafficking: A Training Series for Frontline Officers (29 completions), eLearning DPH THC Oil Registry (31 completions), Focus on Criminal Justice and the Elderly (40 completions), Privacy, Civil Rights, and Civil Liberties (28 completions), Suspicious Activity Reporting (37 completions), The Coming Storm (39 completions), The Syrian Conflict (32 completions), Security Awareness Training (3825 completions), CJIS Network Operator Certification (1031 completions), and CJIS Network Operator Re-Certification Exam (757 completions). CUSTOMER SUPPORT - TRAINING PLAN Project Description - The Customer Support Training group is in the process of developing a comprehensive training plan to include enhancements within both the classroom and online training environment. Monthly Update - Meet the Trainer flyers were created for agency distribution. The CJIS Network Operator Certification and re-certification exams were completed. The trainers are developing class content to cover information that was removed from the original Security and Integrity course. 18 GCIC TRAINING SYMPOSIUM Project Description - The GCIC Training Symposium is designed to offer continuing education with the goal of providing vital knowledge regarding GCIC and federal law enforcement programs to both the criminal justice and non-criminal communities. Monthly Update - The team continues to gather information to develop a 501c3 organization for handling registration fees. HUMAN RESOURCES (HR) TIMESHEET PROJECT Project Description Enhancement of the application used by non-sworn units of the GBI for tracking time. Monthly Update - The project requirements gathering for Phase 2 are complete. Changes to update the weekly timesheet printout and configurations (holiday - worked/earned/taken) were expedited for completion by the end of December. The changes were completed and released for testing. INFORMATION SERVICES CRIMINAL HISTORY APPLICATION REDESIGN PROJECT Project Description - A redesign of the web application used by Information Services staff to log and track activities performed on criminal history information as well as services performed for the public. Monthly Update - The programmer continues to work on the coding to meet the scheduled completion date of September 2017. CCH application log search and edit screens were reviewed. LAW ENFORCEMENT MESSAGE SWITCH (LEMS) Project Description - The message switch provides a means of communication between federal, state and local law enforcement agencies throughout the state of Georgia, the United States and other countries and in order to take advantage of new features and advances in technology, GCIC is looking to upgrade or replace this system. Monthly Update - The project team reviewed previous system requirements and are currently developing new requirements. LEARNING MANAGEMENT SYSTEM (LMS) PROJECT Project Description - GCIC plans to replace the existing learning management system (LMS) by obtaining a new web-based LMS software application. The online learning management system will allow interactive exercises to aid in knowledge retention and administration of training information. The LMS training system will manage all learning components, security, enrollment and course structure for course certification. Monthly Update - No new activity to report. 19 NATIONAL INCIDENT - BASED REPORTING SYSTEM (NIBRS) PROJECT Project Description - The National Incident Based Reporting System (NIBRS) collects data on each single incident and arrest for each offense coming to the attention of law enforcement for which specific facts about each crime is collected. GBI is in the process of replacing the current UCR summary-based system with an application that will collect incident-based data. Monthly Update - The RFP selection process was completed. A vendor was selected and a contract signed. SEX OFFENDER REGISTRY TOOL (SORT) ENHANCEMENT PROJECT Project Description - System enhancements for the SORT application. Phase 1 will consist of modifications to the application used by Sheriff's Offices, the public website, NCIC web services and SORT Reports. Phase 2 will focus on the web service between SORT and AFIS for the upload of SORT documentation. Monthly Update - Testing of Phase 1 requirements continues. Application Programming Interface (API) changes were approved by GTA and tested by the GCIC IT Network Supervisor. A request was submitted to open ports for retrieval of the Correct Address update data files from the Secured File Transfer Protocol (SFTP) server. Additional programming changes were also requested to address the removal of leading and trailing spaces from an offender's name in SORT before sending to NCIC. SHAREPOINT CONFIGURATION PROJECT Project Description - The SharePoint tool will be used as an internal web portal for organizing and sharing information as an employee collaborative tool for internal communication. The portal will also include an Intranet application for each of the three GBI divisions that would allow content management, document repository and information sharing of announcements, news and department information. Monthly Update - A SharePoint (SP) demo was presented to GCIC managers. The managers will review the content and collaborate on the overall layout for each respective section. WEB SITES REDESIGN PROJECT Project Description - Redesign of the internal and external Georgia Crime Information Center (GCIC) web sites. Monthly Update - The tasks for the Statement of Work (SOW) landing page from GTA GeorgiaGov Interactive group are under development. Tasks listed on the SOW are awaiting review and approval from the CFO and CIO. Development continues on the GCIC website content. 20
