AUDITS: During the reporting month there were 25 full service audits conducted. There were 17 on-site audits conducted for agencies obtaining "inquiry only" from the CJIS network; 16 criminal justice E-Audits; 5 non-criminal justice audits. The total number of audits conducted during FY2013: 615. 3. TRAINING: GCIC personnel provided 644 hours of training to 3,191 criminal justice agency employees during the month. 4. AFIS REPLACEMENT Project Description: GCIC has replaced the Georgia Bureau of Investigation's 22 year old Automated Fingerprint Identification System (AFIS). The AFIS replacement enhanced fingerprint identification services to permit identification of criminals more rapidly through the use of state of the art alternative search methods and information sharing. Phase II of the project focuses on the Image Archive system expansion. The expansion allows divisions within GBI to store documents and easily retrieve when needed. Monthly Update: A Statement of Work (SOW) for the Image Archive was signed by NEC and GCIC. During this reporting period the following occurred: Equipment received for archive system delivery Two static IP addresses received from AT&T Reviewed microfilm external drive of converted images for accuracy Invoiced for 30% for SOW Installation and configuration of additional storage 5. SEX OFFENDER REGISTRY RE-DESIGN PROJECT Project Description: In October 2012, GBI implemented a new sex offender management application, Sex Offender Registry Tool (SORT). SORT is a more modernized system that uses the latest web technologies to provide local law enforcement access to centralized up-todate information of sex offenders in their jurisdictions. Local agency staff has direct access to offender data with limited administrative authority to manage users. The remaining phases of the project are the implementation of the Public Sex Offender Registry using the current (SORT) database and the integration of the SORT with the Department of Corrections' SCRIBE system. 12 Monthly Update: The Application Development Support unit and the Sex Offender unit continue to monitor SORT transactions. Updates to XML web services which facilitate the exchange of information and the integration of the National Crime Information Center (NCIC) database, the Computerized Criminal History (CCH) database, the National Law Enforcement Telecommunication System (Nlets) and the Law Enforcement Message Switch (LEMS) were implemented in the SORT test environment and tested for acceptance prior to uploading to production. Deployment of these updates to the SORT production environment is scheduled for April 2013. The SOR team is reviewing the current SOR website to aid in the customization and development of the SORT Public website screens and data fields. The current website is managed by GTA and updated via file transfers. The SORT Public website will be managed by GBI personnel and updated real-time. The public website URL has been developed and is being tested for public access. Implementation of standardized reports which can be accessed by local law enforcement personnel will be deployed in April 2013. 6. SERVER CONSOLIDATION PROJECT Project Description: The Georgia Technology Authority (GTA) will be consolidating production, test and developmental servers to the NADC. Consolidation and virtualization will enable the state to reduce the number of servers being supported. The team will identify which servers can be consolidated and the timeframe to complete the move. Monthly Update: We are now on a once a month schedule for the SCON Business Council meetings. The last meeting was held on March 20, 2013. The next scheduled Business Council meeting will be April 17, 2013. Accomplishments This Reporting Period Oracle 11g installation is in progress. JBOSS installation is in progress GBI continues progress in installing applications 10 applications installed LEMS test environment application installed Planned Accomplishments Tasks in Progress Finish Application Installs Begin UAT on the 10 applications that are installed Project Issues / Risks and Mitigation Reopened Risk 09 Oracle installation delay Status DB team assigned additional resource to assist in Oracle installation. Issues with Mitigation Plan: T01 Protective Order Registry, tracking item for impacts. Optimistic that this is a low impact issue. 13 Risks: The legacy server cannot be patched due to firmware/hardware issues. Patching the OS and applying Service Packs to the new hardware at the NADC should not be an issue; however, it is unknown how these patches will impact the application Protective Order Registry. AFIS network is an isolated network at GBI HQ and requires a different solution to facilitate communication. This issue is related to issue #T02 regarding 1-to-1 NAT issue. The solution for issue #T02 resolved the majority of the server communication requirements except for these AFIS servers. The SunOne Middleware product currently installed on the legacy servers is out of support and cannot be installed. All attempts to reinstall by copying files from the legacy servers have failed. A replacement middleware solution is required. ADVANCED AUTHENTICATION Project Description - The CJIS Security Policy is published by the FBI in partnership with the CJIS Advisory Policy Board (APB). The CJIS Security Policy integrates presidential directives, federal laws, FBI directives and the criminal justice community's APB decisions along with guidance from the National Institute of Standards and Technology (NIST) and the National Crime Prevention and Privacy Compact Council (Compact Council). The goal of the Security Policy is to provide a unified set of standards and best practices to ensure that criminal justice information (CJI) is kept secure and only accessed by authorized personnel in the performance of their duties and that appropriate controls are in place to protect CJI, from creation through dissemination; whether at rest or in transit. In order to meet the obligations outlined in the FBI CJIS Security Policy 5.0 (CJISD-ITS-DOC-08140-5.0), GBI will 14 implement an advanced authentication solution that will integrate seamlessly with the States' existing SSL VPN solution. GBI is working with RSA the Security Division of EMC to implement the RSA Adaptive Authentication (On-Premise) application. This solution offers a comprehensive multi-factor layered protection for all users. This risked-based authentication (RBA) technology will conduct a risk assessment to positively assure the user's identity and to detect fraudulent activity. Monthly Update: IBM assigned a project manager to the Advanced Authentication project. Procurement of servers by IBM is in progress and an AT&T Engineer is engaged. IBM is working on the Project Plan with Milestones and a meeting between IBM and GBI has been scheduled. 8. CRIMINAL HISTORY/IDENTIFICATION SERVICES a.
