AUDITS: During the reporting month there were 17 full service audits conducted. There were 10 on-site audits conducted for agencies obtaining "inquiry only" from the CJIS network; 6 criminal justice E-Audits; 8 non-criminal justice audits; and 20 fingerprint/disposition audits. The total number of audits conducted during FY2012: 435. 3. TRAINING: GCIC personnel provided 195 hours of training to 379 criminal justice agency employees during the month. 4. AFIS REPLACEMENT Project Description: GCIC is replacing the Georgia Bureau of Investigation's 22 year old Automated Fingerprint Identification System (AFIS). The AFIS replacement enhances fingerprint identification services to permit identification of criminals more rapidly through the use of state of the art alternative search methods and information sharing. Monthly Update: Weekly AFIS Replacement Project Manager and Monthly Executive status meetings are held to assure that the project remains on track. Positive feedback was provided by the tenprint staff after the WebEx review of tenprint and latent function screens. The workstation hardware and servers were delivered. There is a delay in the installation of the T3 line and a conference call with IBM/ATT regarding the delay was held on December 28, 2011 at 11:00 a.m. The call resulted in changing the install date from January 3, 2012 to January 16, 2012 due to firewall issues. Per AT&T this request has been escalated and the 16th is the earliest date for activation. The noted installation date change has the potential to delay the AFIS training and system implementation. 5. SEX OFFENDER REGISTRY RE-DESIGN PROJECT Project Description: Georgia's Sex Offender Registry (SOR) was created in 1996 and the purpose of the SOR is to provide law enforcement with an efficient and effective method of monitoring sex offenders. In 2010, the Georgia Department of Audits and Accounts Performance Audit Operations conducted an audit on the Georgia SOR and their findings indicated that the SOR is an outdated and inflexible computer system; the registry does not fully meet the needs of law enforcement monitoring and investigating sex offenders and that the public website should provide more complete and accurate information. The information contained in the audit validated issues GBI had noted for some time regarding the need to improve and modernize the SOR. 11 To remedy the current database limitations, the Georgia Bureau of Investigation (GBI) seeks to modernize and replace the SOR using web technologies, which will allow GBI to accommodate requests from sheriffs and other customers. Moving to web technologies will ensure greater flexibility for the State to incorporate future updates or enhancements as dictated by state or federal legislation, operational needs, or public demands. Increased capabilities would also allow the sex offender database to link to other databases to help improve record accuracy or offender tracking, such as address verification or developing a link with the Department of Corrections for information on re-incarceration of offenders. Offender images would be stored in a format allowing sharing with the Federal Bureau of Investigation's (FBI) National Crime Information Center (NCIC) Convicted Sex Offender File for use by all criminal justice agencies throughout the United States. Access to the public registry would be real time instead of 24 hours old as with the current process of providing a daily update for public web presentation. Monthly Update: The seven production servers purchased for the SOR redesign project were installed and configurations completed. Administrative access to the servers for the GCIC Application Support group continues to be an issue. It has been determined that some of the IP addresses used by the group are static and not included in the firewall rules for connectivity through the GTA Firepass tunnel. Measures to resolve access issues are scheduled for completion after the holiday break. The projected completion of the firewall changes is January 6, 2012. The SOR unit continues to work resolving the issue of matching charge codes entered on the registry with the corresponding NCIC code. GBI completed contract negotiations with Jim McNeal to customize the SORT application to the state of Georgia's SOR specifications. McNeal will be paid through a sub-award grant from Institute for Intergovernmental Research (IIR) through the Bureau of Justice federal grant funds. The sub-award grant contract was reviewed and signed by all parties. 6. SERVER CONSOLIDATION PROJECT Project Description: The Georgia Technology Authority (GTA) will be consolidating production, test and developmental servers to the NADC. Consolidation and virtualization will enable the state to reduce the number of servers being supported. The team will identify which servers can be consolidated and the timeframe to complete the move. Monthly Update: IBM and AT&T finalized the master server inventory list, identifying 55 servers to be consolidated. GBI met with vendors Courtview and Unisys to solicit their assistance in the migration of the CCH and LEMS servers. This partnership with Courtview and Unisys will resolve existing resource issues allowing the SCON project to move forward in January. Project meetings are scheduled to resume on January 18, 2012. Additionally, the SCON team met with DOR, DDS, DJJ, and OPB on December 9th to discuss lessons learned from their past migrations. This meeting provided valuable insight to the tasks that are ahead of us in 2012. 7. WEBSITE RE-DESIGN PROJECT Project Description: The GBI website will be re-designed to better enable the public to find relevant, accurate, up-to-date information. In addition, each division will have a focal point 12 identified to update their websites to improve efficiency. The new website will be consistent with the State of Georgia's website design using Drupal. Monthly Update: The new Drupal templates will not be available until January 2012, but the team continues to: Improve readability to meet the e-government's recommendation of content being at a 5th grade reading level. Add pictures to complement existing text. Delete any old/expired content. Identify content that links to external sites and add an alert to notify the public that they are leaving the GBI website. 8.
