November 2017 Monthly Update Governor Deal Announces Innovation Fund Accelerator, Implementation Grant, and Scaling Grant Award Winners On November 13, Gov. Deal announced the six award winners who will participate in the Innovation Fund Accelerator, a competitive grant opportunity that provides funding to local educational agencies, regional educational service agencies, traditional public schools, and charter schools to develop innovative programs that address challenging and complex educational issues. Additionally, on November 29, Gov. Deal announced three award winners for Innovation Fund Implementation Grants and Scaling Grants. Accelerator award winners will receive a $10,000 grant to support activities directly related to Innovation Fund Accelerator participation. Upon successful completion of the Innovation Fund Accelerator, participants can apply for an additional grant of up to $45,000 to pilot the innovative programs they developed. Implementation Grants will provide each winner up to $700,000 over two and a half years to pilot an innovative education program aligned with one of the Innovation Fund priority areas. Scaling Grants will provide each winner up to $700,000 over two and a half years to scale a successful existing program to serve more students, teachers, or leaders. Programs supported by the Innovation Fund must align with one of the four following priority areas: applied learning with a focus on science, technology, engineering, arts and mathematics (STEAM) education, development and replication of blended and personalized learning school models, birth-to-age-eight language and literacy development, and teacher and leader development for high-need schools. GOSA Announces 2017 School Awards, Updated School Grades Website, and List of Turnaround Eligible Schools After the release of the 2017 College and Career Ready Performance Index (CCRPI), Governor Deal, along with GOSA, announced that 226 Georgia public schools in 54 districts will receive Highest Performing or Greatest Gains school awards, an increase of 8 schools from last year. The 2017 Greatest Gains award winners consist of 139 schools across 50 districts and the 2017 Highest Performing award winners consist of 142 schools across 24 districts. In addition, GOSA released the 2016-2017 update to the School Grades website, which provides interactive school performance reports for all public elementary, middle, and high schools in Georgia. GOSA will continue to update the dashboard with additional information in the coming weeks as data become available. GOSA also released the list of "turnaround eligible schools," which has 104 schools from 27 districts. "Turnaround eligible schools" have a three-year average CCRPI score that is in the bottom five percent of the state. GOSA Releases Report on Dual Enrollment and Postsecondary Outcomes In November 2017, GOSA released a longitudinal analysis of postsecondary outcomes for Georgia's dual enrollment students from 2008 to 2016. Dual enrollment provides opportunities for Georgia high school students to take postsecondary courses and earn concurrent credit toward both a high school diploma and a college degree. While other states have examined the postsecondary outcomes of dual enrollment students, Georgia has not done so. Over the last decade, the recession, as well as changes in laws and policies regarding dual enrollment availability and funding, have affected student participation. Over the last five years, participation has increased sharply. Using linked data from the GA-AWARDS data system, housed at GOSA, this report shows dual enrollment trends from 2008 to 2016 in the following areas: Participation Course completion Course-taking High school graduation Postsecondary enrollment, and Postsecondary credentials.
