The Governor has a duty to appoint officers and fill vacancies unless otherwise prescribed by the Constitution and laws of Georgia under O.C.G.A.  45-12-50; and 
The members of the Council shall be appointed by the Governor pursuant to 29 USCS  796d; and 
Executive Order 12.16,16.13 improperly stated the ending date for the term of office of the Honorable Yaser Abdallah, as a member of the Statewide Independent Living Council. 
NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY 
That the Honorable Yaser Abdallah of Dekalb County, Georgia, is appointed as a member of the Statewide Independent Living Council, for a term of office ending on December 15, 2019, to succeed the Honorable Justin Malone, whose term expired April 30, 2016.
