THE STATE OF GEORGIA 
EXECUTIVE ORDER 
BY THE GOVERNOR: 
 
Whereas: The Georgia Board of Education has been served with a Request for Production of Documents to Non-Party in the action Avis King v. Georgia Department of Education; and 
 
Whereas: The Attorney General, because of conflict, has declined representation of the Georgia Board of Education in this action; and 
 
Whereas: Mr. Vincent Toreno has agreed to represent the Georgia Board of Education in this action at a rate mutually agreed upon by the Office of the Governor and Mr. Toreno. 
 
NOW, THEREFORE, PURSUANT TO O.C*G.A.  45-IO-7O AND THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY 
 
Ordered: 
 
That Mr. Vincent Toreno is hereby appointed as Special Counsel and Conflict Counsel to assume control and responsibility for the representation of the Georgia Board of Education in all matters related to the above referenced litigation.
