Fort McPherson has been closed pursuant to the federal government's Defense Base Closure and Realignment Act of 1990; and 
The closing of Fort McPherson has provided a redevelopment opportunity for the Cities of East Point and Atlanta, Fulton County, and for the State of Georgia; and 
The McPherson Planning Local Redevelopment Authority has adopted a Redevelopment Plan and Homeless Assistance Submission for Fort McPherson; and 
In order to receive portions of Fort McPherson as an Economic Development Conveyance, as defined in 32 CFR 174.9(a), and to fulfill other obligations under federal base closure law, an Implementation Local Redevelopment Authority must be established. The McPherson Implementing Local Redevelopment Authority Act, HB 817, was signed into law on May 14, 2008, establishing the implementing authority; and 
The McPherson Implementing Local Redevelopment Authority was reauthorized by HB 1129, signed April 26, 2016; and 
In accordance with Section 31 of the McPherson Implementing Local Redevelopment Authority Act, an Executive Order finding that a need for the authority exists must be issued. 
NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN MEAS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY 
That the McPherson Implementation Local Redevelopment Authority continue the undertakings as prescribed by the McPherson Local Implementation Redevelopment Authority Act.
