The Workforce Investment Board was created by executive order dated April 8, 1999, June 24, 1999, and July 6, 1999, and members were first appointed to the Board by executive order dated December 15, 1999; 
NOW THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY
