WHEREAS: Two of the members appointed by the Governor shall be appointed for initial terms of two years and one of the members shall be appointed for an initial term of four years, and such terms shall be effective July 1, 1998; 
 
NOW, 1HEREFORE, PURSUANT TO Tiffi AUllIORITY VES1ED IN ME AS GOVERNOR OF GEORGIA, IT IS HEREBY
