&A G-i::oo (!1 c;J 9 19qi /s~l '7 THE STA TE OF GEORGIA EXECUTIVE ORDER BY THE GOVERNOR: WHEREAS: Sustained economic growth in Georgia will be largely dependent on the development and availability of an educated and skilled workforce that enables Georgia businesses to compete effectively in a growing global economy; and WHEREAS: There is a need for a strategy to direct the state's efforts to build a quality workforce, address worker shortages in key growth industries, and meet workforce requirements across a broad spectrum of Georgia businesses; and WHEREAS: Companies, governments, and individuals need to embrace continuous learning, State, regional and local strategic planning can help various entities provide a delivery system for lifelong learning that is flexible, highly responsive and customerdriven; and WHEREAS: The Workforce Development Taskforce, created by executive order in September of 1997, recommended the creation of a new body at the state level to cultivate and advance workforce development policy from an economic development perspective, and to plan and coordinate workforce development strategies needed for the continued competitiveness of the state and an improved quality of life for its citizens; and WHEREAS: This objective can be accomplished through the auspices of a Workforce Policy and Planning Council that enlists the views of and responds to the needs of business and the public and optimizes the use of state financial and human resources by encouraging collaboration among state agencies; NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN 'ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY ORDERED: That the Georgia Workforce Policy and Planning Council be created and composed of the following standing members: The Commissioner of Community Affairs; The Commissioner of Human Resources; The Commissioner of Industry, Trade, and Tourism; The Commissioner of Labor; The Director of the Office of Planning and Budget; The State Superintendent of Schools; The Commissioner of Technical and Adult Education; The Chancellor of the University System of Georgia; The President of the Georgia Chamber; The Chair of the Governor's Employment and Training Council; The Chair of the Georgia Council on Adult Literacy; and The following named persons shall represent the private sector and shall be appointed by the Governor for terms of office ending May 30, 2000, at the conclusion of which they may be reappointed or replaced by newly appointed members: Martha Lee Doyle David C. Atlanta Atlanta Atlanta Athens Lithonia IT IS FURTHER ORDERED: That the following named persons shall represent the private sector and shall be appointed by the Governor for terms of office ending May 30, 1999, at the conclusion of which they may be reappointed or replaced by newly appointed members: Joyce Barlowe Randy Dilliot Don Pope Deborah Lane Arnold Tenenbaum Englewood Horne Healthcare Rabun County Chamber of Commerce The Boeing Company Blue Cross and Blue Shield of Georgia Chatham Steel Corporation Albany Clayton Macon Columbus Savannah IT IS FURTHER ORDERED: That the following named persons shall be organized labor representatives appointed by the Governor for terms of office ending May 30, 2000, at the conclusion of which they may be reappointed or replaced by newly appointed members: Herbert Mabry Charles Key Georgia AFL-CIO Atlanta/North Georgia Atlanta Atlanta IT IS FURTHER ORDERED: That the chair of the council shall be a private sector member, and that David C. Garrett III is appointed chair of the council for a two-year term at the conclusion of which he may be reappointed or replaced by a new chair; (2) That 12 members of the council shall constitute a quorum; and that the council shall adopt rules of order to guide its proceedings; (3) That new members to the council shall be appointed by the Governor from a broad spectrum of industry, with good geographic representation from the state; (4) That voting rights on the council shall be restricted to members only; and (5) That each member of the council who is not otherwise a state officer or employee is authorized to receive an expense allowance and reimbursement from funds of the council in the same manner as provided for in Code Section 45-7-21, provided that such funds are available. Should funds not be available for this purpose, the same members shall serve without compensation. Each member of the council who is otherwise a state officer or employee shall be reimbursed by the agency of which he or she is an officer or employee for expenses actually incurred in the performance of his or her duties as a member of the council. Except as otherwise provided in this section, members of the council shall receive no compensation for their services. IT IS FURTHER ORDERED: That there is created the Georgia Workforce Policy and Planning Council which shall undertake strategic planning and make policy recommendations regarding workforce development, and where responsibilities shall include the following: (1) Formulate a vision, strategic policies, and goals for the creation of a marketdriven, customer-focused, integrated workforce development system structured to meet the workforce needs of the 21st century; Further explore, refine, and facilitate the implementation of the recommendations of the Governor's Workforce Development Taskforce; Recommend strategies to enhance state, regional, and local capacity-building for workforce development, including private resources; Oversee and facilitate coordination at all levels among education, workforce and economic development bodies and programs, so as to eliminate duplication of services, minimize administrative costs, meet labor market demands, and ensure access to quality workforce and professional development services for all Georgians; Maximize the natural linkages between education and work and support the development of state and local strategies that strengthen the connection between learning and high academic standards and application of skills; Coordinate strategy elements with the Office of Planning and Budget and the Department of Industry, Trade and Tourism in the design of the state's economic development strategy and the state strategic plan; Coordinate. with governments at the local, regional, ~d federal levels and/or other bodies on issues concerning workforce development; (2) Establish benchmarks for workforce development results and evaluate progress; and (3) Suggest and review legislation related to workforce issues. IT IS FURTHER ORDERED: That the council may do all things necessary or convenient to carry out the powers conferred to it by this executive order. IT IS FURTHER ORDERED: (1) That the council shall be accountable to the Governor and shall be attached to the Office of Planning and Budget, contracting with said office for personal services and other operating needs; (2) That all state departments, institutions, agencies, comnnss1ons, councils, authorities, boards, bureaus, or other entities of the state are authorized and required to provide all information and support as required by the council to perform its duties; and (3) That the council shall submit an annual report to the Governor no later than September I of each year, and that such report shall indicate any connections to agency budget requests for the following fiscal year; This 27th day of May 1998.
