This is a very busy time for everyone as we attempt to close out one school year and plan for another. It seems like there is no time to catch your breath and relax. I understand the focus you must have at this time and appreciate the efforts you are putting forward. As always, we attempt to provide a short newsletter, but again there is so much information to share. I hope this provides you with the appropriate items to assist you in planning for the future. Curriculum & Instruction Conference Call Tuesday, May 15, 2007 - 8:30 a.m. - 9:30 a.m. Curriculum & Instructional Services will host a conference call on Tuesday, May 15, at 8:30 a.m. to update you on items discussed by the State Board of Education and other ongoing issues. Staff from the C & I Division of the Georgia Department of Education will be on hand to answer your questions and concerns. RESAs and Systems are encouraged to include all Curriculum and Instruction administrators in this conference call (only one line per system/RESA). If you are unable to participate in this conference call, the next one will be held in June. AGENDA: Department updates - Program Managers Middle and high school math information - Sue Snow Graduation rule - Sue Snow Q & A Perkins IV Transition Plan Submission We successfully submitted the Perkins IV Transition Plan this past Monday. The State Board of Education gave final approval at the May board meeting. It seems like we have been working on this for many months and we are glad to have this behind us. However, in the near future we will begin the process of planning for and submitting the five year plan. Graduation Rule As you know, there has been much discussion of the proposed graduation rule in recent meetings. The intent of this rule is to remove the tiered diploma options and create one set of equal expectations for all students. The focus is that all students will graduate from high school with college and work ready skills. The Career Pathways initiative is still a very important part of the efforts of the Graduation Rule and the Georgia Department of Education. It is not listed as a requirement for all students, yet reference is provided through the elective portion of the rule and through definition. We will be sending you the draft of the new rule as soon as it is available. Conferences Attended Etc. Danny Fleming, Ron Barker, Dwayne Hobbs and I visited the Project Lead the Way headquarters in Clifton Park, New YorkApril 30 - May 2. This was a great opportunity to visit PLTW sites both at the high school and middle school levels. We also had the opportunity to better understand the network support provided to schools. We are beginning a process of rebranding Technology Education with a stronger focus on Engineering and Advanced Manufacturing. We will be making several additional visits to other Engineering programs in the near future. Career Academies Committee Efforts continue to move forward to build the competitive application for the Career Academies funding. This funding will be coordinated through DTAE. Roy Rucks, Martha Reichrath, and myself are representing the Georgia Department of Education on this committee. In addition, there are other Career, Technical and Agriculture Education Directors assisting in this effort. We will provide additional information as it is available. From the Transition and Development Unit As many of you are aware, Kathy Jo Elliott was remarried a few weeks ago. She has since resigned and will be relocating in North Carolina to be with her new husband. Her official last day is May 15. She will be sorely missed. We wish her the best of luck as she enters a new aspect of her life. 60th GACTE ANNUAL CONFERENCE & DOE/DTAE SUMMER IN-SERVICE July 15-18, 2007 - Renaissance Waverly Hotel, Atlanta , Georgia "Get Hooked On CTAE" - Let us "lure" you to Atlanta for this "fishtastic" adventure! Its not too late, take advantage of this opportunity to grow professionally, stay up to date with whats going on with CTAE Education and do some serious networking with colleagues from across the state. TALL Teachers As Leaders And Learners The charter class of the CTAE TALL program is coming to an end. Participants have experienced many different aspects of leadership training to include: Power Presenting, Developing Leadership, Legislative Engagement, Business Engagement & Creating a CTAE Mission. The graduates will all present breakout sessions at GACTE Summer In-Service and I would recommend your participation in their workshops, also you will be a part of their graduation ceremony at the conference. We are currently accepting applications for the 2007-2008 class of TALL. Applications were distributed at the CTAE Directors Training Workshops across the State. Directors, please distribute those applications to those teachers that go above and beyond. They should be mailed to the CTAE Resource Network address listed on the application. The recommendation form that is required will be made available to all applicants through the CTAE Resource Network. The TALL information will be listed in the Workshop listing under the General category. Applications will be accepted from April 15 - June 15. The new class members will be named at the GACTE Conference. Dont miss out on your opportunity to help develop new CTAE leaders. Extended Day Program of Work Update The new on-line process for submitting an extended day program of work has been made available to local systems via the CTAERN website. This process has greatly improved the ability of teachers and local system administrators to understand the commitments necessary for use of extended day funding. Most teachers have been able to complete the POW with ease and the minor glitches that were reported have been corrected promptly. Everyone's understanding of the developmental phase of this new process and instrument for extended day administration is greatly appreciated as we move it closer to perfection. The most frequently occurring issues to keep in mind as you work with your teachers are: The POW menu item will not be available to teachers and show up on their menu unless they have completed their teacher profile. The Professional Development activities on the POW are derived from the teacher profile. Make sure the correct program area is selected on the teacher profile. The CTSO activities on the POW are derived from the teacher profile. Make sure the correct CTSO is selected on the teacher profile. Each standard has sections with a minimum number of point commitments, but in order to make the 100 point commitment required in the overall standard, more than the minimum will have to be chosen in some of the sections. Concerning teachers moving from one system to another: Teachers leaving a school system should not complete a POW for the system they are leaving. The new system the teacher is moving to should budget the teacher as VACANT and have them complete the POW once the process of moving profiles from one system to another is in place. More information concerning this will be forthcoming at GACTE. Phase II Curriculum Drafts Posted for Public Review The Phase II curriculum drafts were posted for a sixty day period of public review which began April 12 and will end June 10, 2007. Please encourage participation in reviewing the curriculum drafts and completing the accompanying survey. It is accessible through GeorgiaStandards.org or our CTAE homepage. Below is the direct link to the standards and survey. http://www.georgiastandards.org/index.aspx?PageReq=CTAEProposed Industry Certification Industry Certification Grant Applications are now being accepted through the Local Plan Consolidated Grant Application Process through June 1st for the upcoming 2007-2008 school year. In addition to funding programs for initial certification, funding is also available for the re-certification process. Grants must be completed in their entirety for the re-certification process also. A sample industry certification grant can be viewed at the following link: http://www.gadoe.org/ci_cta.aspx?PageReq=CICTALocalPlan. This is a read/view only document and can not be submitted officially as the system's industry certification application. The official application must be submitted by the CTAE Supervisor/Director through the Consolidated Grant Application Process. Assessment During the upcoming school year, CTAE will continue to work to develop a mechanism by which we can measure technical skill attainment for CTAE students. Technical skill attainment will be measured after a student has completed a sequence of courses in a career pathway. Subject matter expert groups will be assembled during the coming year to develop a technical skill attainment battery for the eight career pathways that have already been approved by the State Board of Education. We hope to provide an update on our efforts at Summer In-Service. If you would like to share some of your ideas regarding technical skill attainment activities, please forward them to Ms. Mamie Hanson at mhanson@doe.k12.ga.us. Education and Career Partnerships The newly evolving Education and Career Partnerships, currently Tech Prep Consortia, have been meeting statewide in recent weeks so that secondary and postsecondary partners can collaborate to combine their funds and ideas in a STRATEGIC PLAN that reflects "shared ownership" supporting the new CTAE curriculum and programs of study. CTAE Directors are to complete their school system's ECP grant through the Consolidated Application and in doing so, include strategic plan components that mirror the comprehensive strategic plan of the total partnership application (a three-part application also due on May 15). Thanks for your patience and understanding with this new process as we work through a minor discrepancy in language within the ECP grant which asks you to identify "one pathway" in one section and "two pathways" in another section. To clarify, you are only to identify "one pathway" on the ECP grant application. The full partnership application should reflect a compilation of ideas and input by all secondary and postsecondary partners who meet, discuss, and decide collectively on the content of the strategic plan. On the full partnership application (being monitored by the current TPCCC), it is important that the pathways identified by all local school systems be carefully considered since the full partnership application can identify more than one pathway based on the local flavor of the service area and other factors (such as size, program offerings, personnel, student enrollment) the school systems consider in identifying a targeted career pathway in FY08. As the TPCCC meets to finalize the strategic plan for submittal by May 15, please continue to provide leadership and guidance for the entire FY08 partnership application which includes itemized and summary budgets, signature pages, membership listing, articulation agreements, and monthly activity reports. In summary, the creation of the strategic plan should be a collaborative effort that results in agreement about the content of the final strategic plan before submittal of both the local school systems' ECP grants and Partnership Applications. In addition, each partnership is also asked to provide a narrative about the "process for creating the strategic plan" which should be detailed in scope so that the grant review team (involving DOE and DTAE staff) has a thorough understanding about the process used by the partnership to complete the strategic plan collectively and collaboratively. In the review process, there will be a cross checking of the local school systems' ECP grants from the Consolidated Application with the partnership application to confirm the identification of pathways in relation to the partnership's strategic plan. Thank you for providing important CTAE leadership as Tech Prep Consortia statewide begin the transition process into Education and Career Partnerships that culminate in focused activities to support programs of study so that more students can transition seamlessly and successfully into postsecondary environments. JROTC News Lieutenant Colonel Travis Heard was recently named the US Army Cadet Command Senior Army Instructor of the Year. As the Senior Army Instructor at Northview High School in Duluth, Georgia , LTC Heard has led the way in student achievement on a national scale. His cadets have participated in the George C. Marshall Leadership Symposium for the past two years, placed first in the Fulton County district level Technology Fair for their Battalion Multi media Staff Briefing and Third Place in the district for the Titan Battalion website. LTC Heard and his cadets created a DVD to assist other JROTC programs worldwide on the methodology to create and maintain Cadet Portfolios. LTC Heard was awarded the Department of the Army Outstanding Civilian Service Medal. LTC Jesse Pugh, Senior Army Instructor, Westlake High School, Fulton County was recognized as the 2007 Westlake High School Teacher of the Year. An innovative and dynamic teacher, LTC Pugh integrated Thinking Maps throughout his classes to support and enhance student achievement. He also developed a Leadership Academy to provide increased leadership development instruction for his younger cadets. LTC Pugh will be recognized in a district wide Fulton County celebration. June CTAE-HSTW Rigor and Relevance Workshops Reminder The follow-up R & R workshops will be conducted on June 11-12 and 14-15. This workshop is for all school teams that attended the January workshops. The schedule is below. All workshops will begin at 8:30 am and end no later than 4:30 pm. June 11-12, 2007 North Metro Technical College , Acworth, GA Hilton-Garden Inn, Albany, GA June 14-15, 2007 North Metro Technical College , Acworth, GA East Central Technical College , Fitzgerald, GA DuBose Porter Center , Dublin, GA If for some reason you must change sites from the site you attended in January, please advise. Those that attended the Columbus site do not need to respond to this request. Also, If for some reason your school team will not attend the follow-up workshop, please let us know. This is very important as it relates to providing for facilities set-up, breaks, and lunches. Additional communication will be forthcoming from SREB to all school contact persons. From the Accountability and Improvement Unit - Charles Banks Personnel Changes We know you will join with us in welcoming Dennis Clarke to the CTAE Accountability Team. Dennis brings a wealth of expertise and experience as a former Vocational Teacher, Vocational Supervisor, and High School Principal and will certainly be a great asset to state and local CTAE staff. Dennis primary responsibilities will be in the areas of Construction-Related Equipment (Capital Equipment Grants) and Office of Civil Rights (OCR) Compliance Reviews. Dennis met many of you at the recent CTAE Technical Assistance Workshops, and he is looking forward to meeting and working with you in the future. Upcoming Deadlines Perkins IV (Federal) Grant Proposal Deadline May 15, 2007. The deadline to complete web-based Perkins IV (Federal) grant proposals and sign offs by the CTAE Director and the System Superintendent on the Consolidated Application is Tuesday, May 15, 2007. The three (3) Perkins IV grants are: Perkins IV Program Improvement (Local Plan) In the Local Maintenance of Effort section, to avoid an error message when signing off, you must place a zero (0) in any blocks that do not have dollar amounts in the chart labeled, "Enter Below the Local Board of Education Approved Funds by Object Code." Perkins IV Education and Career Partnerships Perkins IV Professional Development In all of the Perkins IV web-based grants, in order to avoid timing out issues, please plan to type your information into a Microsoft Word document and then copy and paste into the actual grant text box. In the event that the Consolidated Application times out or your computer freezes, you would be able to copy and paste again without having to start from the beginning. CTAE State Grants Deadline June 1, 2007 The following state grant proposals are web-based and should be completed directly on the Consolidated Application: CTAE Supervision FY 2009 Construction Related Equipment (Capital Equipment) Requests CTAE Apprenticeship Industry Certification Career Related Education (Work-Based Learning Competitive Grant) Note: In the Industry Certification state grant proposal, make sure to complete all of the required areas. The Curriculum and Instruction, Work-Based Learning; Student Organization, and Equipment and Facilities sections are located under the main drop down menu entitled Initial Information Sub-Menu entitled Section. After completion, these CTAE state grant proposals should be signed off by the System CTAE Coordinator and the Local System Superintendent by June 1, 2007. The following state CTAE grant files should be uploaded to the Consolidated Application by June 1, 2007. CTE Extended Day Complete and upload the spreadsheet from the CTAE Resource Network website (www.ctaern.org) following these steps below: The CTAE Director should log on to the CTAE Resource Network (www.ctaern.org). The CTAE Director may review all submitted POWs by clicking on the hyperlinked words Submitted POWs on the left side of the screen under the Extended Day section. (All POWs should be submitted to the CTAE System Administrator by May 15). In order to make a recommendation to the GaDOE of Extended Day Teachers, the CTAE Director should click on the hyperlinked words Budgeting Process on the left side of the screen under the Extended Day section of the CTAE Resource Network. The CTAE Director should indicate the salary step and number of years of experience for each teacher and indicate whether the teacher will be half-time or full-time. If a new teacher needs to be on Extended Day and will be coming to your system next year (2007-2008), please click on the Insert New Teacher button. After July 1, 2007, CTAE Directors may edit the names and salary information for those new teachers. The CTAE Director should click the approved button (located on the extreme right side of the form) for each teacher recommended to receive Extended Day funds. NOTE: This recommendation is not FINAL approval, only a recommendation to the GaDOE. Next, the CTAE Director should click on the Download Excel Spreadsheet button at the bottom of the screen. Save that spreadsheet file to your computers hard drive. Be sure that the file has an .xls (Excel format) extension at the end of the file name. Upload that spreadsheet file to the Consolidated Application under the CTE Extended Day Grant by June 1, 2007. CTE Extended Year Download, complete, and upload to the Consolidated Application the spreadsheet from the CTAE website (http://gadoe.org/ci_cta.aspx?PageReq=CICTALocalPlan) for Proposed 2007-2008 CTE Extended Year staff (to be posted soon). Note: No sign offs are required for CTE Extended Day or CTE Extended Year grants until notification by GaDOE in July 2007. The FCCLA Camp Grant file may be found on the CTAE website at (http://gadoe.org/ci_cta.aspx?PageReq=CICTALocalPlan) and it should be downloaded, completed, and emailed as an attachment to lplan@doe.k12.ga.us by June 1, 2007. Capital Equipment Update FY2007 (2006-2007) Capital Equipment invoices should be scanned and uploaded to the Grants Accounting website by your systems financial person. The deadline for FY 2007 Capital Equipment purchases is June 30, 2007. FY2008 (2007-2008) Construction Related Equipment (Capital Equipment) Agreement files have not yet been issued by the GaDOE. Local systems should notify lplan@doe.k12.ga.us if they do not plan to utilize the FY 2008 Capital Equipment funds. FY2009 (2008-2009) Construction Related Equipment (Capital Equipment) Requests should be completed through the web-based grant proposal located on the Consolidated Application website. The deadline for signing off on the Construction Related Equipment Grant (Capital Equipment) is June 1, 2007. CTAE Resource Network Profile Update A new Work-Based Learning Coordinator Profile is now available on the CTAE Resource Network at www.ctaern.org. CTAE Directors of local systems with Work-Based Learning Coordinators should notify those staff members to complete the Work-Based Learning Coordinator Profile as soon as possible. Note that the new Work-Based Learning Profile should only be completed by coordinators who do not teach students in classrooms. From the Program Delivery Unit - Danny Fleming Annual Reports The annual report is located at the following link: http://64.39.132.11/ctae/mainmenu.htm. Please ask your teachers to PRINT the report prior to submitting in case there are any submission errors. If errors are encountered, then the report may be faxed to us at 404-651-8984. Business Education and Computing Our goal is to begin the recruitment process for the Business Education Program Specialist position within the next few days. In this interim period, please continue to have your teachers contact me for technical assistance at dfleming@doe.k12.ga.us. Business and Computing Summer Workshops Attached is a matrix listing the Business Field of Dreams Workshops that will be conducted the week of June 11-15, 2007, in Warner Robins, GA. Please pass this information on to your teachers for their review. Also the workshops have been posted on the CTAE Resource Network for registration purposes at wwww.ctaern.org. From the Agriculture Education Unit - John Wilkinson Agricultural Education Update Please mail a paper copy of your Ag Local Plan and the Ag Budget Template to me by May 15. My address is on the front page of the Ag Local Plan. A completed copy of the Agriculture Program of Work Evaluation for 06-07 along with a completed copy of the 07-08 Agriculture Program of Work with the appropriate signatures is due to the Agriculture Regional Coordinator by May 15. Agriculture teachers receive full extended day only. If you have a vacant position, please have the new teacher complete the Program of Work as soon as they are hired. The final deadline for newly hired teachers to complete the Program of is August 15, 2007. The Young Farmer Program of Works should be completed and returned by May 15 as well. If you are receiving a food processing grant, you should have already received your allotment for the Regional Agriculture Education Office. James R.
