Public Safety Information Memorandum TO: Interested Persons FROM: Tony M. McClung DATE: December 2, 1999 SUBJECT: County Jail Inmate Information Report Changes in County Jails from 1990 1999 Enclosed is the County Jail Inmate Information Report for December 1999. This report reflects the inmate population on Thursday, December 2, 1999. In December, 147 of the 147 functional county jails provided inmate informa-tion. This represents 100 percent of the county jails reporting and 100 percent of the State's population. Please note that this represents no change from last month in the percentage of the counties reporting nor in the percentage of the State's population represented. This month, I am including charts and statistical data showing the changes in county jails during 1999 and from 1990-1999. It is of interest to note that there was a significant slowdown in the number of new beds being added to the county jail system during 1999. This year, only 348 jail beds were added for a total capacity of 28,406. In the preceding two years period (January 1997 until December 1998) counties increased their jail capacity by 5,303 beds. From January 1990 until December 1999 counties increased their jail capacity by 17,426 beds or 159%. As a result, the amount of spending to operate county jails also increased to $235,067,424 during FY 1998. In the pages that follow, additional statistical data is provided. If you would like the jail report emailed to you rather than receiving a copy in the mail, please notify me by email at tmcclung@dca.state.ga.us. If you have any questions, please call me at 404-679-4797. /tmm Copyright 2000 Georgia Department of Community Affairs All Rights Reserved Use and display of the Seal of the State of Georgia is restricted by law, and may be used only with express written permission from the State of Georgia as authorized by the Governor. file:////bartleby/webdev/ExternalSites/development/Resear...ms/downloads/jailReports/JailReport12-99/Report12.99.html (1 of 2)11/14/2005 9:56:05 AM Public Safety Information file:////bartleby/webdev/ExternalSites/development/Resear...ms/downloads/jailReports/JailReport12-99/Report12.99.html (2 of 2)11/14/2005 9:56:05 AM Planning & Codes Statistical Data on County Jails1 January 1990 - December 1999 The information below shows the changes that occurred from January 1990 until December 1999 in Georgia's county jails. The data represents information as submitted by local Sheriffs' Offices via the Georgia Crime Information Center (GCIC) during the ten (10) year period from 1990-1999. The Georgia Department of Community Affairs (DCA) then compiles, analyzes and distributes the County Jail Inmate Information Report to interested agencies and organizations. It is of interest to note that there was a significant slowdown in the number of new beds being added to the county jail system during 1999. This year, only 348 beds were added for a total capacity of 28,406. In the preceding two years period (January 1997 until December 1998) counties increased their jail capacity by 5,303 beds. From January 1990 until December 1999 counties increased their jail capacity by 17,426 beds or 159%. Meanwhile, the number of inmates held in county jails during 1999 varied from a low of 26,473 in June to a high of 28,485 in February. There was also a significant increase in the number of inmates housed in county jails from January 1990 (14,225) until December 1999 (27,487). Another significant increase during the 1990's is the amount of spending on county jails. From FY 1990 until FY 1998, spending on county jails' operations increased by 171%. Furthermore, spending for jail constructions and the purchase of land or equipment for the jails are not included in these figures. For example, during FY 1998 counties spent $58,610,164 on jail construction and $9,435,110 on the purchase of equipment and land for the jail. Again, these two figures ($58,610,164 and $9,435,110) are not included in the total amount spent on county jail operations ($235,067,424) during FY 1998.2 The information that follows shows the changes that have taken place in county jails during the last year and the last decade. 1 Information provided from the monthly jail reports submitted by local Sheriffs' Offices via the Georgia Crime Information Center. 2 Expenditure information provided by Annual Reports of Local Government Finance as reported to the Georgia Department of Community Affairs.
