Inside this issue: Supervision Division 2 Personnel Changes Action on Applications 3 for the Month News and topics of interest to financial institutions regulated by the Department of Banking and Finance August 2016 Alert: Unauthorized Entity - Wells Credit Union The Department has received information from a local law enforcement agency that a Georgia business received a check drawn on Wells Credit Union located at 2085 W. Park Pl. Blvd, Atlanta, GA 30303. The check was returned to the Georgia business by its bank with the reason "Unable to Locate Acct." The Department has no record of a Wells Credit Union operating in Georgia and has no record of a financial institution operating at the above purported location. Financial institutions are advised to exercise extreme caution when dealing with this apparent unauthorized entity. Banking Regulators Seek Comment on Proposed Changes to Call Report On August 5th, state and federal banking agencies, as members of the Federal Financial Institutions Examinations Council (FFIEC), issued for public comment a proposed new and streamlined Call Report for small financial institutions. The new Call Report would apply to financial institutions with domestic offices only and less than $1 billion in total assets, representing approximately 90 percent of all institutions required to file Call Reports. The new Call Report will lessen the reporting burden for community banks by reducing the existing Call Report from 85 to 61 pages, resulting from the removal of approximately 950, or about 40 percent, of the nearly 2,400 data items in the Call Report. In evaluating changes to the Call Report for small financial institutions, the FFIEC has sought to balance reporting burden against regulators' need for reliable data to ensure these institutions operate in a safe and sound manner and are able to meet the financial needs of the communities they serve. In addition to the new streamlined Call Report proposal, regulators are also requesting comments on certain proposed revisions to the two existing versions of the Call Report, which would remain applicable to institutions not qualifying for the streamlined Call Report. The changes in the Call Report proposals are in direct response to comments received during the recent Economic Growth and Regulatory Paperwork Reduction Act process. Comments are requested on all aspects of the proposals, and given the potentially significant changes to these proposals, a significant number of comments are expected. Often, the most helpful comments are those that provide specific examples or illustrate how a proposal will affect the institution. The Department encourages banks to evaluate these proposals as they will have a direct impact on Call Report submissions going forward. The agencies request comments on the proposed changes no later than 60 days after the date of their publication in the Federal Register. Page 2 August 2016 Supervision Division Changes Deputy Commissioner for Supervision Lori Godfrey will be leaving the Department on September 23rd to take on the role of Director of Legislative and Regulatory Affairs at the Community Bankers Association of Georgia. Deputy Commissioner Godfrey began her career with the Department in 1998 as an Assistant Financial Examiner and rose through the examiner ranks. She also served as a Supervisory Examiner in the Department's Non-Depository Financial Institutions Division and as a Supervisory Manager in the Supervision Division. The Department thanks Lori Godfrey for her service and wishes her the best in her new position! The Department is pleased to announce the appointment of Melissa Sneed to Deputy Commissioner for Supervision effective September 6th. Melissa joined the Department in 1999 in District 1 (Northwest Georgia) as an Assistant Financial Examiner and quickly ascended through the examiner ranks to attain the position of Supervisory Examiner in 2005. On July 1, 2008, Melissa was promoted to District Director, assuming responsibility for the examinations of banks and credit unions in the district. During her time as District Director, Melissa has also taken on responsibility for the largest and most complex banks in the Department's portfolio, a stand-alone trust company, and many of the largest credit unions in the state. Melissa also holds the distinction of having conducted the Department's first Merchant Acquirer Limited Purpose Bank charter investigation. Melissa is a graduate of the University of Georgia with Bachelor degrees in Finance and Risk Management & Insurance, and is a Certified Examinations Manager. Congratulations Melissa! Supervisory Manager Lori Binford retired on August 31, 2016, after 30 years of faithful service to the State of Georgia. She began her career with the Department on July 1,1986, in the District 2 (Northeast Georgia). During her time as a field examiner, she served a rotation in the newly created Mortgage Division (now known as Non -Depository Financial Institutions) as Applications Manager, and her duties included participating in the development of the mortgage examination program. She was the Supervisory Examiner in the Large Institutions District for more than seven years, and became the District Director of the Central District in January 2007. When the Central District was consolidated into District 2 in late 2010, she moved to the Department's main office in the role of Supervisory Manager. Most recently, she provided oversight primarily over certain banks (and related holding companies) in Districts 1 and 2 and served as a Large Institutions Specialist and a Credit Union Specialist. Supervisory Manager Binford maintained her Certified Examina- tions Manager status from the Conference of State Bank Supervisors for a decade. As an active member in credit union supervisory oversight, she served on the NCUA/NASCUS Systems Surveillance Working Group for the last four years. In April 2015, Commissioner Kevin Hagler appointed her to the state's Financial Exploitation Working Group and she holds the certification of At-Risk Adult Crime Tactics Specialist from the Georgia Department of Human Services, Division of Aging Services. She graduated from Troy University with a Bachelor of Science in Finance. Congratulations, Lori Binford! We wish you the best in your well-deserved retirement. Mathew Robinson was promoted to a Supervisory Manager position effective August 22nd. Mathew began his career with the Department in 2006 as an examiner in District 2. He progressed through the examiner ranks and was promoted to Supervisory Examiner in October 2013. In his role as Supervisory Manager, Mathew will be responsible for banks located in District 2 and a portion of the District 2 bank portfolio. Mathew has extensive experience with each type of institution in his portfolio, including large banks and credit unions. He is a Certified Examinations Manager. Mathew graduated from Brewton Parker College in 2006 with a Bachelor of Business Administration in Management. Congratulations Mathew! Rich Parker has been selected to fill the role of District Director for District 1. Rich is a graduate of Berry College with a major in Management and a minor in Economics. Rich joined District 1 in 1999, and was promoted to Supervisory Examiner in 2008. Rich has worked with a wide range of financial institutions in both size and complexity. Rich participates on CSBS committees on behalf of the Department, and is also a Certified Examinations Manager. Congratulations Rich! Senior Financial Examiner Dawn McCaskill will serve as Acting Supervisory Manager for the District 4 (Southeast Georgia) for a six-month rotation.
