laboratory of samples collected throughout the State On the whole I find that the manufacturers are meeting our requirements The following assistants did the analytical work that ap pears in this charge to all citizens of Georgia on application to the Commissioner of Agriculture Atlanta GaSYNOPSIS OF THE LAW 1 The law requires that all commercial feedingstuffs be registered annually with the Commissioner of Agriculture 2 The following ingredients must be registered Protein Fat and Fibre together with the ingredients of which the feed is composed 3 Where standards are established the feeds must meet these standards 4 All commercial feedingstuff must have the requisite number of stamps attached 5 No feed can be adulterated with substances of little or no feeding value such as corncobs peanutshells oathulls and chaff and ricehulls 6 Where no standard is established the manufacturer may make his own guarantee but is required to live up to his guar antee RULES AND REGULATIONS The following Rules and Regulations have been prescribed by the Commissioner of Agriculture which are designed to explain and facilitate the execution of the various sections of the Act relating to feedstuffs Registration FirstAll manufacturers agents or dealers who propose to sell or offer for sale any feedstuffs in this State must apply to the Commissioner of Agriculture for blank forms on which they will be required to register the name or brand of the feedingstuff which they propose to sell their own names and addresses and also the place where their goods are manufac tured provided a person desiring to so register is nottheactual manufacturer he may be permitted to register and guarantee the product using the words manufactured for or guaranteed by They must also give the guaranteed analysis of their goods stating the minimum percentage of protein and fat which they contain and the maximum percentage of crude fibre They must also register the various ingredients of which their feedingstuffs are composed Branding and Tagging SecondAll feedingstuffs must be offered for sale in sacks or packages of uniform capacity as prescribed in sec tion 12 of the Act that is bags or packages must contain 50 75 ioo 125 150 175 or 200 pounds each Manufac turers or dealers will be required to furnish tags which must be attached to these packages Oh these tags must be clearly printed all the essential information given in the registration above as illustrated below Guarantee tags must be printed in plain type with black ink Rubber stamps will not be recognized on guarantee guarantees are required on our registration sheet viz the minimum percentage of fat and protein and the maximum percentage of fibre in other words the fat and protein in a manufacturers goods must not be less than his guarantee and the fibre must not be above his guaranteeFourthIn the case of pure wheatbran pure wheatmid dlings or bran and middlings mixed ricebran ricepolish ricemeal corn and oat feeds cottonseedmeal linseedmeal and molasses and sugar feed this Department fixes the mini mum guarantee or standards of purity for protein and fat and maximum guarantee for fibre as given under the head of standards of purity In all other feeds or mixtures of feeds the manufacturer is permitted to make his own minimum guarantee of protein and fat and his maximum guarantee of fibre provided that no feeds or mixtures of feeds will be accepted for registration or allowed to be offered for sale in this State that contains less than ten per cent crude protein or until standards are fixed by this Department for the feeds offered for registration and he is then expected to live up to his guarantee FifthProvided a manufacturer wishes to guarantee his wheatbran at standards lower than fixed by this Department but not less than crude protein 135 per cent crude fat 350 per cent fibre not more than 10 per cent he is per mitted to do so but must use the words second class in that event before the words wheatbran and in letters as large as any on the tag SixthIt is optional with the manufacturer or sellers whether the sack be branded although that is desired always but the required items must always be printed on the tag in blackcolored ink but not printed with a rubber stamp The tag stamp must be affixed to the tag preferably alongside the printed matter but in case of necessity may be attached to the back of the tag SeventhFeeds may be shipped in bulk from a foreign manufacturer direct to a manufacturer who expects to sub sequently sack and tag the same but in this case the shipper in consideration of this permission must notify this Depart ment at the time of shipment of the name of the consignee and the tonnage shipped otherwise the whole shipment will be subject to seizure as being untagged and unstamped EighthThe principal adulterants employed in the feed stuff trade are oathulls barleyhulls ricechaff corncobs pea nutshells and screenings Some of the above may be found legitimately in a feed consequent to the grinding of the whole seed but when used out of proper proportions or in excess of the amount obtained in grinding the whole seed or when foreign to the product or if injurious to the health of domestic animals would be considered an adulteration NinthWhen wheatbran and screenings are mixed the mixture shall be branded Wheatbran and Screenings and the word Screenings shall appear in the same size type as the words Wheatbran TenthThe sale of poultry and cattle food which contains poisonous weed seeds in appreciable quantities such as corn cockle and jimson weed Jamestown weed are forbidden EleventhWhen cornbran is mixed with wheatbran the mixture shall not be branded Bran but shall be branded Mixed Bran or under a trade name and so registered with the Department of Agriculture TwelfthWhen wheatbran is mixed with cornbran and wheatmiddlings the mixture shall not be branded Bran and Middlings or Bran and Middlings Mixed but shall be branded Mixed Feed or Feed or under some trade name and so registered with the Department of Agriculture ThirteenthWhen cornbran is mixed with wheatmid dlings the mixture shall not be branded Middlings or Middlings and Bran but shall be branded Mixed Feed or Feed or under some trade name and so registered with the Department of Agriculture FourteenthNo feeds shall be registered or allowed on sale in this State under a name that is misleading as to its quality FifteenthThe Commissioner of Agriculture shall have the power to require registrations annually of any or all con centrated feedstuffs sold offered or exposed for sale in this State SixteenthUntil further notice manufacturers of poultry and condimental feeds who have been accustomed to the use of 10 20 40 and 80pound packages will be permitted to put ten 10pound or five 20pound packages in a 100pound sack or package the large package bearing the usual tag and stamp tax of one cent together with the guaranteed analysis and name and address of the manufacturer A legend should be printed on each small package contained in the sack giving the guaranteed analysis and noting the fact that it is 110 or 15 as the case may be of the larger packages on which tax has been paid SeventeenthThe Commissioner of Agriculture shall have the power to refuse or allow any manufacturer importer jobber broker agent dealer or any person or persons to lower the registration or guaranteed analysis of his or their product during the calendar year unless satisfactory reasons are presented for making such change or changes EighteenthAll cottonseedmeal less than 3600 per cent protein shall be sold as cottonseed feed NineteenthBrown shorts is simply a trade name being generally reground wheatbran It is liable to seizure if for instance it should contain cornbran because we would con sider it as being sold under a misleading name Corncob meal can not be sold either separate or mixed with other feeds it is simply groundup corncobs neither can oathulls ricechaff or peanutshells be sold separately or mixed Ship stuff does not imply a feed or mixture of any definite com position it must not contain oathulls corncobs peanutshells ricechaff or other adulterants It is a wheat product being largely reground wheatbran If it is a mixture it must bebranded and sold as a mixed feed if a pure wheat product it may be sold under the same conditions as wheatbran TwentiethIf any manufacturer or dealer shall ship into or within this State feedingstuffs within the meaning of this Act unsacked or in bulk the cars containing such feeding stuffs must have the requisite number of inspection stamps attached or affixed and in such manner as to be secure from removal by rain Duties of Sheriffs Under section 17 of the Food and Drugs Act it is made the duty of the sheriffs of this State to seize and sell at public sale any feedstuff which they may find or have pointed out to them which has not attached to the package containing it the inspection stamp required by law unless satisfactory evi dence is submitted showing that the same has been attached The attention of sheriffs is called to this duty and its faithful performance is urged for the protection of the citizens of their counties from fraudulent and adulterated feedstuffs TwentyfirstCornchop when sold exposed or oferec for sale in this State is subject to the requirements of concen trated commercial feedingstuffs under section 12 of the Food and Dtugs Act of Georgia Crackedcorn when so branded or marked and made of the whole grains and no part ex tracted may be sold exposed or offered for sale in this State without the annual registration guarantee analysis tag and tax stamp TwentysecondIf any substance such as chaff screenings damaged faulty or unlike seeds or grains or foreign material be mixed with or added to seeds or grains as an adulterant and the per cent of such mixture not plainly marked on the package containing it or in which it is offered for sale show ing the true composition of the mixture or the character of the adulteration it will be considered a violation of the Food and Drugs Act of GeorgiaTwentythirdIf any seeds or grains be bleached by chem ical process for the purpose of sale in this State and the package containing it or in which it is offered for sale not plainly marked showing the same it will be considered a violation of the Foods and Drugs Act of Georgia TwentyfourthSacked corn and oats when sold offered or exposed for sale in this State as feedingstuffs must be in standard weight bags or packages as follows 50 pounds 75 pounds 100 pounds 125 pounds 150 pounds 175 pounds and 200 pounds each EXCEPT Corn may be sold in 112 pound 2bushel and 140pound 2bushel and oats in 144pound 4bushel and 160pound 5bushel bags TwentyfifthAll the ingredients of wihich a feedingstuff is composed must be shown on the tag or sack in addition to the guaranteed analysis STANDARDS ADOPTED Under the authority given and the duty imposed upon the Commissioner of Agriculture and the State Chemist by sec tion 21 of the law the following standards of purity have been adopted by those officers Percentages Protein Pat 10are able to accumulate sufficient information and analysis to justify us in fixing standards fair to both manufacturer and consumer STANDARDS FOR SPRING OR HARD WHEAT Bran Protein minimum 145 per cent Fat minimum 400 per cent Crude Fibre maximum 1100 per cent Middlings Protein minimum 1500 per cent Fat minimum 400 per cent Crude Fibre maximum 800 per cent The following grades of grain adopted by the Grain Dealers National Association at the Twelfth Annual Convention October 15 1908 are accepted and used by this Department in the inspection of grain under the Food Law of this State RED WINTER WHEAT No 1 Shall be pure soft red winter wheat of both dark and light colors sound sweet plump and well cleaned and weigh not less than 60 pounds to the measured bushel No 2 Shall be soft red Winter wheat of both light and dark colors sound sweet and clean shall not contain more than 5 per cent of white winter wheat and weigh not less than 58 pounds to the measured bushel No 3 Shall be sound soft red winter wheat and not clean or plump enough for No 2 shall not contain more than 8 per cent of No 3 white winter wheat and weigh not less than 55 pounds to the measured bushel 11Ar4 OATS White Oats No i Shall be white dry sweet sound bright clean and free from other grain and weigh not less than 32 pounds to the measured bushel I No 2 Shall be 95 per cent white dry sweet shall not contain more than 1 per cent each of dirt or foreign matter and weigh not less than 29 pounds to the measured bushel No 3 Shall be sweet 90 per cent white shall not con tain more than 3 per cent of dirt and 5 per cent of other grains and weigh not less than 24 pounds to the measured bushel Mixed Oats No 1 Shall be oats of various colors dry sweet sound bright clean free from other grains and weigh not less than 32 pounds to the measured bushel No 2 Shall be oats of various colors dry sweet and shall not contain more than 2 per cent of dirt or foreign matter and weigh not less than 28 pounds to the measured bushel No 3 Shall be sweet oats of various colors and shall not contain more than 3 per cent of dirt and 5 per cent of other grain and weigh not less than 24 pounds to the measured bushel Red or Rustproof Oats t No 1 Shall be pure red sound bright sweet clean and free from other grain and weigh not less than 22 pounds to the measured bushel No 2 Shall be seveneighths red sweet dry and shall 12 not contain more than 2 per cent of dirt or foreign matter and weigh not less than 30 pounds to the measured bushel No 3 Shall be sweet seveneighths red shall not contain more than 5 per cent dirt or foreign matter and weigh not less than 24 pounds to the measured bushel White Clipped Oats No 1 Shall be white clean dry sweet sound bright free from other grain and weigh not less than 35 pounds to the measured bushel No 2 Shall be 95 per cent white dry sweet shall not contain more than 2 per cent of dirt or foreign matter and weigh not less than 32 pounds to the measured bushel No 3 Shall be 90 per cent white shall not contain more than 5 per cent of dirt or foreign matter and weigh not less than 30 pounds to the measured bushel Mixed Clipped Oats No 1 Shall be of various colors dry sweet sound bright clean free from other grain and weigh not less than 35 pounds to the measured bushel No 2 Shall be oats of various colors dry sweet shall not contain more than 2 per cent of dirt or foreign matter and weigh not less than 32 pounds to the measured bushel No 3 Shall be sweet oats of various colors shall not contain more than 5 per cent of dirt or foreign matter and weigh not less than 30 pounds to the measured bushel All grades of grains lower than the above must have plainly marked on the packages containing it or in which it is offered a true statement of the character of the mixture and the per cent of foreign matter it contains 13 GRADES FOR COMMERCIAL CORN The following grades of corn have been adopted by the Commissioner of Agriculture for the State of Georgia under the Food and Drugs Act These grades are the same as those adopted by the National Government and are to take effect on July i 1914 Grade Classification MAXIMUM PERCENTAGES OF White Yellow and Mixed Corn Moisture DAMAGED CORN Foreign Material including Dirt Cob Other Grains FinelyBroken Cornetc Cracked corn not including Finely Broken Corn See General Rule 9 Sample See General Rule No 6 for Sample Grade General Rules 1 The corn in grades No i to No 5 inclusive must be sweet 2 White com all grades shall be at least 98 per cent white 3 Yellow Corn all grades shall be at least 95 per cent yellow 4 Mixed corn all grades shall include corn of various colors not coming within the limits for color as provided for under white or yellow corn 5 In addition to the various limits indicated No 6 corn 14 may be musty sour and may also include corn of inferior quality such as immature and badly blistered 6 All corn that does not meet the requirements of either of the six numerical grades by reason of an excessive percentage of moisture damaged kernels foreign matter or cracked corn or corn that is hot heat damaged fire burnt infested with live weevil or otherwise of distinctly low quality shall be classed as sample grade 7 In No 6 and sample grade reasons for so grading shall be stated on the inspectors certificate 8 Finely broken corn shall include all broken particles of corn that will pass through a perforated metal sieve with round holes ninesixtyfourths of an inch in diameter 9 Cracked corn shall include all coarsely broken pieces of kernels that will pass through a perforated metal sieve with round holes onequarter of an inch in diameter except that the finely broken corn as provided for under Rule 8 shall not be considered as cracked corn 10 It is understood that the damaged corn the foreign material including pieces of cob dirt finely broken corn other grains etc and the coarsely broken or cracked corn as provided for under the various grades shall be such as occur naturally in corn when handled under good commercial con ditions 11 Moisture percentages as provided for in these grade specifications shall conform to results obtained by the standard method and tester as described in Circular 72 Bureau of Plant Industry U S Department of Agriculture THE VALUE OF THE ANALYSIS OF FEEDINGSTUFFS 1 It shows if any particular brand of feed is of inferior or superior quality as compared with others of the same class 15 2 It shows whether the guarantee of the manufacturer is being met 3 It shows if the material is adulterated with any of those materials that are prohibited by law such as ricehulls oat hulls peanuthulls corncobs or other substances having little or no feeding value 4 It furnishes also data for the compounding of rations for farm animals 16i Feed Definitions Definitions of terms adopted by the Association of Feed Con trol Officials of the United States Alfalfameal is the entire alfalfa hay ground and does not contain an admixture of ground alfalfa straw or other foreign materials Bloodmeal is ground dried blood Brewers dried grains are the proper dried residue from cereals obtained in the manufacture of beer Buckwheatshorts or buckwheatmiddlings are that portion of the buckwheat grain immediately inside of the hull after separating from the flour Choice cottonseedmeal must be finely ground not neces sarily bolted perfectly sound and sweet in odor yellow free from excess of lint and must contain at least 40 per cent of protein Chop is a ground or chop feed composed of one or more different cereals or byproducts thereof If it bears a name descriptive of the kind of cereals it must be made exclusively of the entire grains of those cereals Clipped oat refuse term oat clippings not recognized is the resultant byproduct in the manufacture of clipped oats It may contain light chaffy material broken from the ends of the hulls empty hulls light immature oats and dust It must not contain an excessive amount of oathulls Cornbran is the outer coating of the corn kernel 17 Cornfeedmeal is the sifting obtained in the manufacture of cracked corn and tablemeal made from the whole grain Corn gluten feed is that portion of commercial shelled corn that remains after the separation of the larger part of the starch and germ by the process employed in the manufacture of cornstarch and glucose It may or may not contain corn solubles Corn gluten meal is that part of commercial shelled corn that remains after the separation of the larger part of the starch the germ and the bran by the process employed in the manufacture of cornstarch and glucose It may or may not contain corn solubles Cottonseedfeed is a mixture of cottonseedmeal and cotton seedhulls containing less than 36 per cent of crude protein and shall be plainly marked Mixture of cottonseedmeal and cottonseedhulls Cold pressed cottonseed is the product resulting from sub jecting the whole undecorticated cottonseed to the cold pres sure process for the extraction of oil and includes the entire cottonseed less the oil extracted Cottonseedmeal is a product of the cottonseed only com posed principally of the kernel with such portion of the hull as is necessary in the manufacture of oil provided that noth ing shall be recognized as cottonseedmeal that does not con form to the requirement above set forth and that does not contain at least 36 per cent of protein Cracklings are the residue after partially extracting the fats and oils from the animal tissue If they bear a name descrip tive of their kind composition or origin they must correspond thereto Digester tankage is the residue from animal tissue exclusive of hoof and horn specially prepared for feeding purposes by 18tanking under live steam drying under high heat and suitable grinding If it contains any considerable amount of bone it must be designated digester meat and bone tankage Distillers dried grains are the dried residue from cereals obtained in the manufacture of alcohol and distilled liquors The product shall bear the designation indicating the cereal predominating Flax plant byproduct is that portion of the flax plant re maining after the separation of the seed the baste fibre and a portion of the shives and consists of flaxshives flaxpods broken and immature flaxseeds and the corticle tissue of the stem Good cottonseedmeal must be finely rgound not necessarily bolted of sweet odor reasonably bright in color and must contain at least 36 per cent of protein Grits are the hard flinty portions of Indiancorn without hulls and germ Hominymeal hominyfeed or hominychop is a mixture of the bran coating the germ and a part of the starchy por tion of the corn kernel obtained in the manufacture of hom iny grits for human consumption Maltsprouts are the sprouts of the barley grain If the sprouts are derived from any other malted cereal the source must be designated Meal is the clean sound ground products of the entire grain cereal or seed which it purports to represent Provided that the following meals qualified by their description names are to be known as viz Corn germmeal is a product in the manufacture of starch glucose and other corn products and is the germ layer from which a part of the cornoil has been extracted Linseedmeal is the ground residue after extrac tion of part of the oil from the ground flaxseed 19 Meatscrap and meatmeal are the ground residues from animal tissue exclusive of hoof and bone If they contain any considerable amount of bone they must be designated meat and bone scrap or meat and bone meal If they bear a name descriptive of their kind composition or origin they must correspond thereto Oatgroats are the kernels of the oat berry with the hulls removed Oathulls are the outer chaffy coverings of the oat grain Oatmiddlings are the floury portions of the oatgroat ob tained in the milling of rolled oats Oatshorts are the covering of the oat grain lying imme diately inside the hull being a fuzzy material carrying with it considerable portions of the fine floury part of the groat ob tained in the milling of rolled oats Prime cottonseedmeal must be finely ground not neces sarily bolted of sweet odor reasonably bright in color yellow not brown or reddish free from excess of lint and must con tain at least 386 per cent protein Red dog is a low grade wheat flour containing the finer particles of bran Ricebran is the cuticle beneath the hull Ricehulls are the outer chaffy coverings of the rice grain Ricepolish is the finely powdered material obtained in pol ishing the kernel Screenings are the smaller imperfect grains weed seeds and other foreign material having feeding value separated in cleaning the grain 20MSM Wm Shipstuff of wheat mixed feed is a mixture of the products other than the flour obtained from the milling of the wheat berry Shorts or standard middlings are the fine particles of the outer and inner bran separated from bran and white middlings Wheatbran is the coarse outer coatings of the wheat berry obtained in the usual commercial milling process from wheat that has been cleaned and scoured Wheat white middlings or white middlings are that part of the offal of wheat intermediate between the shorts or stand ard middlings and red dark Wheat bran with mill run screenings is pure wheat bran plus the screenings which were separated from the wheat used in preparing said bran Wheat bran with screenings not exceeding mill run is either wheat bran with the whole mill run of screenings or wheat bran with a portion of the mill run of screenings provided that such portion is not an inferior portion thereof FEEDING FORMULAS Never before have we realized so forcibly the necessity of utilizing all of the products of our own farms After investigation we have decided to submit feeding for mulas for live stock all of the ingredients of which are pro duced on Georgia farms The first table offers the requirements according to ac cepted feeding standards first for fattening cattle second for milk cows third for horses and mules It will be observed that the requirements are given on a basis of iooo pounds live weight In calculating the number of pounds which are theoretically required per day it is suggested to consult the column in the table No I which gives the daily requirement 21of protein then ascertain the percentage of digestible protein in the feed combination selected advance the decimal point one figure to the left which gives the amount of protein in 10 pounds of feed then divide this into the protein require ments as given in table No i and the result will indicate the daily feed requirements To illustrateFormula No i is an old established cotton seed meal and hull ration at a basis of 5 parts of hulls by weight to one part of meal Consulting table No 1 we find during the first feeding period the protein requirements for fattening cattle calls for 25 pounds of protein This mixture carries 7 per cent of protein therefore 10 pounds contain 10 of a pound or 35 pounds 245 pounds of protein which is near enough for practical purposes No feeding standards should be accepted too literlly they are not intended to be so taken as many factors affect the final results of profitable feeding 22 FEEDING STANDARDS Showing amounts of nutrients per 1000 pounds live weight
