Black Provides Testimony On Guestworker Programs Georgia Agriculture Commissioner Gary Black testified at a U.S. House of Representatives Judiciary Subcommittee hearing on "Regional Perspectives on Agriculture Guestworker Programs" on February 9. The Commissioner noted that agriculture is Georgia's leading industry, providing an economic impact of $68 billion and employing one in seven Georgians. He stated Georgia has a vested interest in making sure its agricultural employers have the manpower necessary to effectively run their operations, and he called for reform of federal guest worker programs. Black also shared research data from a report released by the Georgia Department of Agriculture earlier this year that captured farmers' frustrations and concerns with finding workers willing and able to work, particularly through the H-2A guest worker program. Applicants also must apply for a license to use the Georgia Department of Agriculture's U.S. Certification Mark. Anyone using the term "Vidalia" in connection with or on onions must first register with the Commissioner of Agriculture. According to the Rules of the "Vidalia Onion Act of 1986", handling requirements specify that all Vidalia onions be initially packed only in the Vidalia Onion Production Area and that no Vidalia onions may be shipped from that area in bulk except as may be authorized by the rules. The Governor's proclamation noted that shelters must euthanize millions of animals, many that are healthy and adoptable, because there are not enough homes for them, and more than a billion dollars is spent annually to help control dog and cat overpopulation. In addition, the proclamation stated that spaying and neutering has been shown to drastically reduce overpopulation and helps pets live longer, healthier lives and may eliminate or reduce the incidence of a number of health problems that can be difficult or (Continued on Page 12) Georgia Commissioner of Agriculture Gary Black recently met with Fabrizio Giustarini, Commissioner, Italian Trade Commission, and in Alessandro Mussa, Assistant Commissioner, Italian Trade Commission, at the Georgia Department of Agriculture in Atlanta to discuss improving trade regulations. The group discussed possible mozzarella cheese production in Georgia, which would create new jobs. Commissioner Black was presented a gift of Italian olive oil and he gave the guests gift bags of Georgia pecans. Businesses, corporations, dealerships or other commercial enterprises are not allowed to advertise in the MARKET BULLETIN. GDA Announces Specialty Crop Block Grant Program Notice of Funds Availability FY 2012 Administered By: Georgia Department of Agriculture, 19 Martin Luther King, Jr. Drive SW, Atlanta, Georgia 30334 The Georgia Department of Agriculture (GDA) is pleased to announce the competitive solicitation process to award the 2012 Specialty Crop Block Grant Program (SCBGP). The program funds projects that "enhance the competitiveness of specialty crops." Specialty crops are defined as: fruits, vegetables, tree nuts, dried fruits, horticulture, Christmas trees, turfgrass/sod, nursery and greenhouse crops, including floriculture. The United States Department of Agriculture (USDA), Agricultural Marketing Service (AMS) will make approximately $55 million available, with Georgia's share being $1.13 million. USDA-AMS rules state: Grant funds (Continued on Page 11) Georgia Cotton Women Present Scholarships Farm Museum Now Accepting Camp Applications The Old South Farm in Woodland, Ga., is offering a series of three-day Farm Camps beginning March 9 and continuing through May. Each session will consist of six or more classes, including milking cows, making butter and buttermilk, gathering eggs, driving a tractor, making sausage, working with honeybees, grinding corn, and more. For meals, housing, transportation, and classes, a fee of $200 per person per camp will be charged. Each three-day session must have at least 10 campers. CRP is a voluntary program available to agricultural producers to help them use environmentally sensitive land for conservation benefits. Producers enrolled in CRP plant long-term, resourceconserving covers to improve the quality of water, control soil erosion and develop wildlife habitat. In return, USDA provides participants with rental payments and cost-share assistance. Contract duration is between 10 and 15 years. Producers with expiring contracts and producers with environmentally sensitive land are encouraged to evaluate their options under CRP. Producers also are encouraged to look into CRP's other enrollment opportunities offered on a continuous, non-competitive, signup basis. Offers for CRP contracts are ranked according to the Environmental Benefits Index (EBI). The FSA collects data for each of the EBI factors based on relative environmental benefits for the land offered. Each eligible offer is ranked in comparison to all other offers and selections made from that ranking. "Baby" Vidalias are not a different variety. They are simply harvested earlier in the season and sold with the green tops attached like scallions. These young onions are mild and tender. Serve them raw as a side dish with cornbread and dried beans, pork chops, sandwiches or the fanciest cut of steak. All you need to do is cut off the roots, dip the onion in a little salt (optional) and eat. You can also chop them and use them as a topping for salads, chili, soups or a baked potato you can even eat the greens. You may also grill them; their size makes them perfect for shish kabobs. *** What are chill hours? I heard peaches have to have a certain amount of them. Some plants require a certain amount of cold weather in order to bloom properly in the spring. Among fruit trees and other horticultural crops this accumulation of cold is counted in "chill hours," or hours below 45 degrees Fahrenheit in the fall and winter. In most years, this cold requirement protects the plants from blooming too early. If plants bloom early, it is more likely that the blossoms or fruit will be killed by a late-winter or early spring freeze. Most peaches grown in Georgia need between 400 and 700 chill hours to break dormancy and bloom. GPC will hold a nominations election to select two nominees each for member and alternate to the National Peanut Board (NPB) during a meeting on March 15, 2012, at 1:30 p.m. at the GPC headquarters, 110 East Fourth Street, Tifton, Ga. All eligible peanut producers are encouraged to participate. Eligible producers are those who are engaged in the production and sale of peanuts and who own or share the ownership and risk of loss of the crop. John Harrell of Whigham is the current Georgia National Peanut Board member and Andy Bell of Climax, Ga. serves as the alternate. The term for the current Georgia board member and alternate expires December 31, 2012. USDA requires two nominees from each state for each position of member and alternate. The National Peanut Board will submit Georgia's slate of nominees to the U.S. Secretary of Agriculture, who makes the appointments. The National Peanut Board encourages inclusion of persons of any race, color, national origin, gender, religion, age, disability, political beliefs, sexual orientation, and marital or family status. NPB also encourages all persons who qualify as peanut producers to attend the meeting and run for nomination. Participates in Poultry Expo Georgia Department of Agriculture participated in the International Poultry Expo in Atlanta January 24 26 at the Georgia World Congress Center. The show is the world's largest display of technology, equipment, supplies, and services used in the production and processing of poultry and eggs and for those involved in feed manufacturing. All segments of the poultry industry are represented at the event, including feed milling, hatchery, live production, processing, further processing, marketing, and all support activities. This year's expo featured 895 exhibitors and drew more than 20,500 poultry and feed industry leaders from throughout the world. The event also provided a variety of education session to keep industry management informed on current issues. The International Poultry Expo is the primary source of funding for the U.S. Poultry & Egg Association, the world's largest and most active poultry organization. Georgia State Champions include all first-place winners in the Pony, 1-12 and 13-19 age groups from the Georgia Federation State Show. Applications Now Being Accepted For Georgia Centennial Farms Farms hold a central role in the heritage of our state, having formed the economic, cultural and family foundation for generations of Georgians. Some farms have been continuously operating for over 100 years and deserve recognition for their historical importance. The Georgia Centennial Farm Program was created to draw attention to historic farms and to encourage their preservation. Since 1993, the program has recognized 401 farms around the state. Nominees must be a working farm with a minimum of 10 acres of the original purchase actively involved in agricultural production or must generate at least $1,000 in annual income. In addition, farms must have been continuously farmed by members of the same family for at least 100 years. Qualifying Georgia Centennial Farms are honored each October at an awards ceremony at the Georgia National Fairgrounds and Agricenter in Perry.
