These are all good questions, but first a little background. The Census of Agriculture is a principle source of facts and figures about American agriculture. Farmers, Feeds Customers Phil Ethridge of Farmer Brown's Produce in Valdosta sees his Georgia Grown Gold member company as way to connect Georgia farmers to consumers. Not only does he buy produce and fruits from Georgia growers as often as possible, he will buy Georgia Grown even when the price is a bit higher. That's the way his dad, Rex, did things, too. "Sometimes we can buy it out of Florida a bit cheaper," he says, "but when it's available in Georgia, we only buy Georgia. My dad pounded that into my head--that we've got to take care of the people around here. We want to take care of our community, like any good citizen should." When the elder Ethridge, who is now semi-retired, began his retail and wholesale business in 1979, he located it in the Georgia State Farmers Market in Valdosta. At the time, that part of town was not considered a good location for a new business, but the market had loading docks that made it easier for farmers to get their crops to market. That cinched the deal for Farmer Brown's Produce, and today the area has made a turnaround. Farmer Brown's dedication to supporting Georgia farmers is one reason the Ethridges joined Georgia Grown. Their ad in the local paper now proudly features the Georgia Grown logo each week. "We want Georgia Grown to grow and for people to be aware of what we are trying to do," Phil Ethridge says, "We want people to buy from us because they want to support Georgia farmers. They need to know what kind of work goes into their food each time they sit down to eat." Farmer Brown's Produce offers a vast Farmers Reminded to Register for GATE New program goes into effect Jan. 1 The Georgia Agriculture Tax Exemption (GATE) is a new program created during the past legislative session that offers qualified agricultural producers a sales tax exemption on agricultural equipment and production inputs. Effective January 1, 2013, qualified agricultural producers will be required to have a tax exemption certificate in order to purchase specified products without being charged sales tax on those items. Sales tax exemptions for agricultural inputs are broadened under this legislation to include equipment parts, energy used in production of an agricultural product, and other inputs which previously were not exempt. The Agricultural Certificate of Exemption (ST-A1) form will no longer be valid, and after January 1, 2013, qualified agricultural producers must submit their new tax exemption certificate to their retailer in order to receive a sales tax exemption on agriculture equipment and production inputs. Applications may be completed electronically online at www.agr.georgia.gov or submitted by mail to: GATE, Georgia Department of Agriculture, 19 Martin Luther King Jr. Drive SW, Atlanta, GA 30334-4201. Applications also are available at local county Farm Bureau offices. Cost for the exemption certificate is $20 if processed online or $25 for written applications. John Bulloch, who chaired the Senate Committee on Agriculture and Consumer Affairs, resigned Dec. 6, 2012. Bulloch represented the 11th District which includes Colquitt, Decatur, Early, Grady, Miller, Seminole and parts of Mitchell and Thomas counties. He served as vice chairman of the Natural Resources and Environment Committee and sat on the committees for appropriations and rules committees. Bulloch also was chairman of the Thomas County board of Commissioners for 14 years prior to his service in the legislature. "Senator Bulloch has been a great friend to Georgia farmers and agribusiness," said Georgia Agriculture Commissioner Gary Black. (Continued on Page 11) Production, Processing Focus Of Intl. Expo in Atlanta Registration deadline is nearing for attendee and exhibitor pre-registration and hotel registration for the 2013 International Production & Processing Expo (IPPE) in Atlanta. IPPE is comprised of three integrated tradeshows: the International Poultry Expo, International Feed Expo, and the American Meat Institute's International Meat Expo. Businesses, corporations, dealerships or other commercial enterprises are not allowed to place classified advertisements in the MARKET BULLETIN. Commercial is defined as intended for mass market; handling large quantities of product for distribution (i.e., more than normal household or farm quantities); supported by advertisement (I.e., advertisement in publications other than the BULLETIN; listed as "business" in telephone directories or "yellow pages", etc.). Other indicators include, but are not limited to, holding business licenses and holding regulatory licenses/permits/registrations. Georgia residents only may advertise in the Market Bulletin with the following exception: out-of-state residents may advertise only in the Out-of-State Wanted category. These included not only agriculturally-related products, but also home garden insect repellants, ant and roach killers, flea powders and medicated pet shampoos, paints which contain fungicides, and household bleaches and disinfectants. A modern hospital may seem a long way from the farm, but all of the soaps and sprays used in medical settings for the purpose of preventing the spread of bacteria or viruses are classified as pesticides, and, as such, must be registered with the Department. Individual consumers may have questions about label directions or the proper disposal of pesticides, which the Department can answer by referring to the individual sample labels kept in its data base. Labeling also is an important factor in enforcement activities. The Department supervises a sampling program, with inspectors pulling pesticide samples from manufacturing plants, as well as from the marketplace. Inspectors perform a field label review, and samples are sent to the Departmental laboratory in Tifton for complete analysis. Under cooperative grants with EPA, the Department will conduct inspections of plants in Georgia where pesticides are formulated. If corrective action is needed, the Department may issue warnings, or for serious or repeat problems, may levy fines, or suspend or revoke licenses. Many enforcement actions are prompted by consumer complaints, whether they concern a commercial applicator or a dispute between neighbors over a home weed killer. When inspectors investigate an alleged misuse of a pesticide, they first determine which product was used. The inspectors then examine the label on file to ascertain if the person applying the product followed label directions. If the label called for an application of two pounds per acre, and the person applying the pesticide used ten pounds per acre, that is an obvious violation. It is significant that the pesticide user, whether a commercial applicator, farmer or homeowner, is legally responsible for reading and following label directions. The Department also tracks restricteduse chemicals, which require a license to purchase or apply. Since the inception of the project, Georgia 4-H'ers in all 159 counties collected pop tabs and, along with monetary donations, have raised more than $71,000 for Ronald McDonald House Charities in both Georgia and neighboring Tennessee. The project is a staple of the annual 4-H Junior Conference, which teaches seventh and eighth graders generosity through service projects. During this year's conference, held Nov. 3-4 at Rock Eagle 4-H Center in Eatonton, Ga., the 4-H'ers collected over 13,000 pounds of pop tabs and raised $8,000 in proceeds. (Continued on Page 9) Page 11 Uninvited Guests Can Hitch A Ride Inside on Firewood Storing firewood inside the house can bring ants, spiders, roaches and even millipedes indoors, and bring the woods inside with you "It doesn't mean that your house is infested; it just means you brought them in with firewood," said Brian Forschler, an entomologist with the University of Georgia College of Agricultural and Environmental Sciences. "There's no reason to treat inside your house with insecticides to get rid of them; you probably just need to leave your wood outside until it's time to use it in the fire." These insects likely won't start nests inside your house unless you leave a pile of wood on your hearth for a long period of time, but they could show up as uninvited guests at your next holiday party. The termites you carry in on a piece of firewood also don't pose much of a threat if you burn it shortly after bringing it inside. Wood stored on the ground outside the house can attract termites, but it's very unlikely those termites will set up a new nest in your house unless you leave your woodpile in place for several years, Forschler said. A bigger or more immediate, worry with outdoor woodpiles is that it can quickly become home to four-legged and no-legged pests like mice and snakes, that can make their way inside to stay warm on cold nights. It collects information concerning all areas of farming and ranching operations, including production expenses, market value of products, and operator characteristics. Through the census, producers can show the nation and its consumers the value and importance of agriculture. Furthermore, this information influences decisions that will shape the future of American agriculture. United States agriculture is a $300 billion industry with less than 2 percent of the nation's population engaged in farming. In 1940, one U.S. farm produced food and fiber for only 19 people. Today, just over 70 years later, a farmer now feeds 155 people here and around the world. With population growth projected to surpass 9 billion people by 2050, the challenge is even greater for American farmers to double current production levels. Georgia agriculture is the State's number one industry with a value of sales in 2007 totaling $7.1 billion from 47,846 farms. This reflects an increase of 45 percent in value of sales from the 49,311 producing farms counted in the 2002 Agriculture Census. Looking back a little further in time with census data, Georgia agriculture in 1954 produced $4.5 billion sales from 165,523 farms. In 1910, Georgia had 291,027 farms with Laurens, Jackson and Gwinnett counties leading the State based on number of farms, respectively. Black and State School Superintendent Dr. John Barge recently announced five schools have been selected throughout the state to participate in the second "Feed My School for a Week" program sponsored by the Georgia Department of Agriculture and the Georgia Department of Education. Schools selected for the 2013 school year are West Chatham Elementary in Savannah, Skyview Elementary in Macon, Sharon Elementary in Cumming, Colbert Elementary in Danielsville and Southside Elementary in Cairo. The "Feed My School" program increases awareness about the importance of proper nutrition and healthy eating, while assisting schools in sourcing local produce and products. "The pilot program of `Feed My School' was such a great success that we were encouraged to expand the program to five schools across the state," said Black. "With this program, students will discover the importance of agriculture through learning about the process that brings local produce and goods from an area farm to the cafeteria table, while at the same time receiving a healthy, delicious meal." The phrase "farm-to-school" is becoming increasingly popular in the U.S. when it comes to offering healthy, fresh produce options to students. To keep Georgia a step above the rest, the State Departments of Education and Agriculture have combined efforts to better assist all school districts in this initiative. "Georgia is second in the nation in childhood obesity," Barge said. "The `Feed My School for a Week' program is a great first step in raising students' awareness of nutritional options, as well as promoting healthier meals in our schools." This program aims to help bridge the gap in the nutritional value and quality of food served in Georgia schools, while providing more farm-to-cafeteria opportunities. The result will be healthier Georgia students, decreased barriers in farm-to-school efforts and increased awareness as students learn and experience, both educationally and nutritionally, where their food comes from. Each of the five school systems will be represented by an elementary school in their district. The interactive workshop is sponsored by Digging Roots Educational Farm Inc. in partnership with the USDA-Natural Resource Conservation Service (NRCS). The field day will include a farm tour, speakers and the opportunity for farmers to learn about financial assistance programs offered by the USDA. "Most small farmers are so busy farming they don't have time to investigate government programs that can assist them financially," explains Ms. Naomi Davis, Executive Director of Digging Roots. Small farmers include beginning farmers or ranchers, socially disadvantaged producers, or limited resource producers as well as farmers transitioning to organic growing methods. There is no charge for the workshop, which will include sessions on permaculture, agri-tourism, and the legal issues involved in farming. USDA to Conduct Survey on Cattle Inventories In January, the U.S. Department of Agriculture's National Agricultural Statistics Service (NASS) will conduct its semi-annual cattle survey. The agency will ask U.S. producers about their beef and dairy cattle inventories, calf crop and cattle on feed operations. Producers should receive the survey questionnaire in late December and can respond via the Internet as well as by mail or fax. Those who do not respond in one of those ways will have the opportunity for a telephone or personal interview. As is the case with all NASS surveys, information provided by respondents is confidential by federal law. NASS will publish survey results in the semi-annual Cattle report on February 1, 2013. Any discrepancies can then be resolved before the sale is completed and the seller leaves the premises. If the seller does not advertise that he/she will stack the wood when it is delivered, the consumer should be prepared to stack the wood upon delivery in order to verify the quantity before completing the sale. Knowing and adhering to the department's rules concerning firewood sales will help both the buyer and seller in completing a transaction that will be satisfactory for both parties. This historical look at agriculture illustrates how the census tracks and measures change and industry trends. The State's number one industry is dynamic and continues to evolve. The 2012 Ag Census will update baseline data but also collect interesting industry-related topics. For example, some agriculture topics to be collected are: competition for cropland acreage, record crop yields, changing livestock numbers, migrant farm labor usage, conservation and irrigation practices, involvement in agri-tourism, use of the internet by the farm operations, farm use of marketing channels like cooperatives and the frequency of direct sales to consumers at local markets. A response from every producer is needed to tell this important story of agriculture! Census of Agriculture information is used by everyone who provides services to farmers and rural communities- including public government officials, agribusinesses, and many others. Census data are used to make decisions about many things that directly impact farmers, including: community planning, store/company locations, availability of operational loans and other funding, location and staffing of service centers, and farm programs and policies. Every agriculture producer in the United States is included in the Census count. Yes, anyone producing a $1,000 or more of agriculture products annually for sale is defined as a farm and will receive a questionnaire. The Ag Census is essentially the responsibility of every farmer and rancher, regardless of the size and type of their operation. The National Agricultural Statistics Service (NASS) will mail questionnaires for the 2012 Census of Agriculture to farm and ranch operations in late December to collect information for the 2012 calendar year. Forms are to be completed and returned by February 4, 2013. Producers can return their forms by mail or they can fill out the Census via a secure website at www.agcensus.usda.gov. All reported information is confidential and protected by law from disclosure. A response to the census is required by the Title 7 U.S. Code; even operations that did not farm in 2012 must return their form with a simple statement of their operations status.
