Commissioner Gary Black And your Market Bulletin family At the Georgia Department of Agriculture Clarification of Fees For Online Viewing From the Editor: Earlier this year, the Market Bulletin adopted a policy requiring the payment of a one-time yearly fee to view and submit ads online. Since that time there has been confusion regarding these charges as some online users believe the fee is charged on a pay per view basis; i.e., each time they want to view ads. The online-only subscription fee has to be paid only one time per year. Once the payment has been made, the user is permitted access to view and submit ads throughout the year. Although some users may feel they should not have to pay at all to view ads online, we at the Georgia Department of Agriculture do not think it is (Continued on Page 12) County Proves Economic Development Possible While Enhancing Quality of Life for its Residents Since the downturn of the U.S. economy beginning in 2008, many communities throughout the nation have struggled to keep jobs and industry; however, even in these tough economic times, one Georgia county has managed to grow jobs and attract new businesses. Through progressive leadership, Newton County has quietly continued to attract industrial growth since the 1960s and is poised to expand its economic base even further with the resurgence of the national economy. Between 2000 and 2010, the population of Newton County increased from 60,000 to 100,000, making it the fourth fastest growing county in the nation. Although new jobs and businesses were welcomed in the county, there was concern that "unbridled" growth would prove detrimental to the area in the long run. The Newton County Leadership Collaborative was formed in 2005 to discuss the concerns and develop strategies to address them. By 2010 the group had developed and implemented a long range plan--the 2050 plan-- that will preserve green space while attracting industry. "Newton County is a part of metro Atlanta, but is still largely rural," said Roger Harrison, Senior Vice President of the Covington/Newton County Office of Economic Development. "We're still that community that can offer both." Harrison noted that the down economy in 2008 actually had a positive outcome in that it gave Newton County time to develop its plan for the future. In the Plan, the county's civic leaders identified five new compact communities that will be zoned to allow more growth while allowing timber and farmland areas to be conserved. By 2050, 89 percent of the county's population will live on just 37 percent of its land. The idea is to intentionally zone the land for higher and lower density rather than allowing future growth to spread itself evenly throughout the entire county, thus allowing future generations to enjoy the best of both parts of the county. Among the agribusinesses currently located in the county are General Mills and Kelly Products Inc. The list was comprised of the names and addresses of individuals who were living as "shut-ins" and not able to spend the holiday season with family or friends. The names and addresses were provided to the Bulletin by family and friends who wanted to be sure these persons at least received a card during the holidays. Grown Pottery, Plants Popular at Atlanta State Farmers' Market When Tom Oswald and Jeff Messerall opened JAM'n Designs, their garden and pottery center, at the Atlanta State Farmers' Market in 2009, Oswald talked about how soon their venture would expand while his partner worried about how soon they would go out of business. But locating their business in the Atlanta Farmers Market was a brilliant move: just four years later their company leases 35,000 square feet of space at the market, located at the junction of I-75 and I-285 in southeast Atlanta. Oswald and Messerall have become such supporters of the Atlanta Farmers Market, operated by the Georgia Department of Agriculture, that they promote the market on their website and were among the first businesses to join the revitalized Georgia Grown marketing program as Gold members. "We have had great support in what we are trying to do to attract people to the market," Oswald says, praising the efforts of Farmers Market Manager Paul Thompson. "We believe in supporting the state in any way possible." Georgia Grown is yet another way that the state and Agriculture Commissioner Gary Black are trying to help agricultureand garden-related businesses in Georgia thrive, Oswald said. "We hope being a Georgia Grown (Continued on Page 6) Page 2 THE MARKET BULLETIN Wednesday, December 12, 2012 Advertising Guidelines Bulletin Publishes Every Other Week All advertisements published in the Market Bulletin must relate to the farming/agricultural industry or be a part thereof; any and all item(s) submitted for sale through the BULLETIN must meet at least one of the following criteria: 1) must be produced by the advertiser on his/her own farming operation, 2) must be made by the advertiser from materials on his/her own farming operation, 3) must be owned and used by the advertiser on his/her own farming operation for a period of at least 90 days prior to offering for sale through the BULLETIN. Businesses, corporations, dealerships or other commercial enterprises are not allowed to place classified advertisements in the MARKET BULLETIN. Commercial is defined as intended for mass market; handling large quantities of product for distribution (i.e., more than normal household or farm quantities); supported by advertisement (I.e., advertisement in publications other than the BULLETIN; listed as "business" in telephone directories or "yellow pages", etc.). Other indicators include, but are not limited to, holding business licenses and holding regulatory licenses/permits/registrations. Georgia residents only may advertise in the Market Bulletin with the following exception: out-of-state residents may advertise only in the Out-of-State Wanted category. The editor has the authority to designate the length of ads and the number of ads that may be placed by a family unit in any issue of the BULLETIN. Currently, only one (1) notice may be placed by any family unit in any issue of the BULLETIN. Family unit refers to all individuals sharing the same residence, address or telephone number. Ads must be received no later than designated deadline in order to appear in the following issue. Ads submitted via our website will be scheduled automatically for the next available issue. Ads will be published only once each time submitted unless the advertiser specifies on the notice that the ad is to be published more than once. Ads may be published for two (2) consecutive issues. Always turn off the tree lights when leaving the house or when going to bed. If you have plans to purchase a tree with roots attached, either in a pot or burlap, for replanting, follow these suggestions: The adaptability of the species should be considered. Many species are shipped outside of their natural area and may not be adaptable to other areas. Check with a reliable nursery or Extension forester. Keep in mind that living trees are very heavy and bulky. A six foot tall balled and burlapped tree will weigh as much as 250 pounds. The tree should be stored in an unheated, sheltered area such as a garage or porch, out of the wind and sun. Do not expose the tree to freezing temperatures at any time. The tree will need adequate water. The root ball or soil should be kept slightly damp but not flooded. Wrap the root ball of a balled tree in plastic or place in a tub while it is in the house. Live trees may be decorated, but with care. If lights are used, they must not give off any heat. Do not remove the tree directly from a warm house out into freezing temperatures. Instead, move to a sheltered area first for several days. If the ground is unfrozen, the tree may be replanted. The spot to be dug should be mulched to prevent freezing. Plant as soon as possible. Do not remove the burlap and strapping (unless it is plastic). This keeps the root ball solid and secure. In the instance of a plastic cover, cut the cord and roll down the plastic at least half way prior to planting. Tap the tree container of a potted tree and remove prior to planting. Do not attempt to remove soil from the root system. Earth removed from the original hole should be backfilled around the root ball. Mulch heavily over the top of the planted root ball to prevent it from freezing. Water only as needed: a flooded tree may not survive. Apply a six-to-eight-inch layer of leaves, pine needles or straw to insulate the soil from freezing temperatures. You can then harvest the crops as needed. December is a good time to purchase camellias. Since they will be in bloom this month, you will be able to see the colors and shapes before purchasing the plants so you will be sure to select the ones you want. If you would like to add some trees and shrubs to your landscape, consider planting some that will provide food for birds. Some good choices that will attract birds are crabapple, dogwood, hawthorn, holly and pyracantha. Grant Program Announced Georgia Commissioner of Agriculture Gary W. Black recently made the announcement of the Dog and Cat Sterilization Grant Program for 2013. This program will be available to provide financial assistance for sterilization procedures of companion animals in Georgia. "Each year, thousands of healthy, friendly dogs and cats are euthanized because of overpopulation in shelters," Black said. "Through these grant funds, GDA hopes to help ease the burden of municipal animal shelters and nonprofit animal rescues by increasing the number of dogs and cats sterilized in Georgia. I want to encourage you and your family to consider providing a home for one of these animals over the holiday season." In 2003, the Georgia General Assembly created the Dog and Cat Reproductive Sterilization Support Program to help with overpopulation of these animals through the spaying and neutering of dogs and cats. Funds to support this program are raised by the sale of Georgia's dog and cat license plates and the state income tax check off. Since 2003, more than 70,000 procedures have been performed by 1,200 veterinarians statewide. These efforts will continue to be expanded through this new grant program. Grant applications will be assessed by a grant review committee and funding will be awarded based on the highest priority proposals. Stuff the turkey lightly, without packing. Allow three-quarters of a cup of stuffing for each pound of turkey. Stuffing can be baked separately in a greased baking dish for added safety and in less time, if you are in a hurry. The bird should be cooked immediately after preparation. Don't let it sit on the counter where dangerous bacteria can grow. Oven roasting is the most popular way to prepare a turkey. The Commission's 6th Annual Meeting is scheduled for January 30, 2013, at the University of Georgia Tifton Campus Conference Center. The program speakers inclue Mike Tate, president of Southern Cotton Growers, Inc; Dr. Kater Hake, vice president of Agricultural and Environmental Research with Cotton Incorporated; Kevin Latner, executive director of Cotton Council International, and Mark Lange, president and ceo of the National Cotton Council. The meeting is held in conjunction with the UGA Cotton Production Workshop conducted by the cotton team scientists.
