Dept. of Agriculture Enforces Slaughter, Meat Processing Regulations The Georgia Department of Agriculture, in cooperation with federal agencies, employs inspectors and laboratory personnel who ensure the safety of the meat suppy purchased by Georgia's consumers. "Our Department's goal is to maximize the effectiveness and efficiency of our inspection force and to assure that the state and federal standards for food safety are met," said Georgia Commissioner of Agriculture Tommy Irvin. "Our department monitors every step of the food production cycle, from the steer at the sale barn to the packages of ground beef sold at the supermarket." The Meat Inspection Section of the Department's Animal Industry Division conducts inspections and tests on each animal prior to slaughter, as well as during slaughter and processing. In addition, inspections and tests are performed on the final meat and meat products prior to shipment from the plant. Slaughter, processing plants, warehouses and grocery stores are all inspected to insure that high standards of sanitation are maintained at each facility, including the outside premises of the property. A cooperative effort between the Georgia Department of Agriculture and the U.S. Department of Agriculture, the Georgia Meat Inspection Program mandates inspection and enforcement of regulations governing sanitation, slaughter and processing of animals in state-licensed establishments. Most inspectors also are certified by USDA to perform federal inspections in federal plants under the Talmadge-Aiken Act. Under this agreement, USDA contracts with state agency inspectors to conduct federal inspection activities in meat and poultry plants. These plants now are formally known as Federal-State Cooperative Inspection Plants. Even though state employees are conducting the inspection in these plants, they are under the federal 1 arml land Edition II rather than state inspection programs. "Through our cooperation with USDA, we intensify the frequency and thoroughness of our inspections, based upon uniform federal standards," said Irvin. "All other meat and poultry processing and slaughter plants in the state are inspected by USDA personnel." Each animal is examined before slaughter (ante mortem inspection) for signs that anything is wrong. Inspectors pass normal animals; if any animals are suspect, the disposition is performed by a trained veterinarian. Even if passed for slaughter, the animal is identified for more intense scrutiny on the post- mortem inspection, including possibly running an in-plant residue screening test. In addition, carcasses with suspected disease abnormalities are closely examined by a trained veterinarian who mav submit pathology samples to the Georgia state diagnostic labs in Tifton and Athens for testing prior to making the tinal disposition of the animal or carcass. The following information from the National Honey Board highlights the importance of beekeepers and their bees to our nation's consumers and the agriculture industry. According to U.S. Department of Agriculture estimates, there are between 139,600 and 2 12,000 beekeepers in the United States. The vast majority (95%) is hobbyists with less than 25 hives and about four percent are part-timers who keep from 25 to 299 hives. Together, hobbyists and part-timers account for about 50 percent of bee colonies and about 40 percent of honey produced. The number of U.S. bee colonies producing honey in 2008 was 2.3 million (based on beekeepers who manage five or more colonies). Commercial beekeepers are those with 300 or more bee colonies. There are approximately 1,600 commercial beekeeping operations in the United States, which produce about 60 percent of the nation's honey. Many commercial beekeepers migrate their colonies during the year to provide pollination services to farmers and to reach the most abundant sources of nectar. Commercial beekeeping operations are frequently family businesses that are handed down from generation to generation. In 2009, honey production from producers with five or more colonies totaled 144 million pounds and the honey crop was valued at $208 million, according to the National Agricultural Statistics Service, Agricultural Statistics Board, U.S. Department of Agriculture. The U.S. per capita consumption of honey is around I .29 pounds per year. Millions of acres of U.S. fruit, vegetable, oilseed and legume seed crops depend on insect pollination, including pollination by honey bees. A 1999 Cornell University study concluded that the direct value of honey bee pollination annually to U.S. agriculture is $14.6 billion. In addition to producing honey, honey bees produce beeswax and help pollinate agricultural crops, home gardens and wildlife habitat. The USDA has estimated that 80 percent of insect crop pollination is accomplished by honey bees. Can they be planted in the fall? A: Crepe myrtles (also spelled crape myrtles) do so well here and are so widely planted that it is easy to think they are native. Our most common crepe myrtle is Lagerstroemia indica. Although it comes from China and Korea, the indica in its name means "from or of India." It is possible that the crepe myrtle in your garden may be a cross between Lagerstroemia indica and Lagerstroqnia fauriei, a species of crepe myrtle from Japan. Although not as common, the Japanese species is finding its way into garden centers and nurseries. Its flowers are not as showy as Lagerstroemia indica, but it has beautiful cinnamoncolored bark, a trait it sometimes passes along to its offspring as well as its resistance to powdery mildew and ability to withstand colder temperatures. Fall is an excellent time to plant crepe myrtles. Dept. of Agriculture Enforces Slaughter, Meat Processing Regulations for weight, volume, contents, composition, nutrition and wholesomeness. Routine tests for human microbial pathogens of concern are conducted at the GDA laboratory. Products also are checked for other undesirable elements and adulterants. On top of the numerous inspections that are conducted in slaughter and processing plants, samples are routinely collected from randomly-selected carcasses and sent to federal laboratories to detect possible residues such as antibiotics, pesticides and hormones All meat products transported, sold or offered for sale must be inspected and bear the mark of inspection from the facility. Farmers can slaughter their own animals, but only on their own property and for their own personal use. In Georgia,the only two sources approved for inspecting meat for Deer and most game animals are not amenable to either the Georgia Meat Inspection Act (GMIA) or to the Federal Meat Inspection Act (FMIA) and the Georgia Department of Agriculture does not oversee deer or game processors unless they are an officially licensed facility in another category. One exception is feral swine, because under the law all swine are considered domestic animals and are amenable to requirements of both the GMIA and the FMIA. All processing of "wild hogs" has to be performed in an officially licensed meat establishment (federal or state) unless done by the hunter. The product cannot be sold and must be clearly marked "Not for sale" on each package. GDA MIS maintains a list of approximately 80 facilities that have requested approval to process feral swine and might therefore process deer as well. Most deer processors are permitted through the GA DNR Law Enforcement (LE) Section, and there is no formal inspection of sanitation or processing procedures unless performed due to a county health inspection code. Hunters should verify that the facility they choose meets their own standard for sanitation before leaving their deer to be processed. The compliance staff also monitors the state by inspecting and sampling meat and poultry products at warehouses, wholesalers, retailers and restaurants. When violations occur, products are obtained and may be destroyed if necessary to prevent them from reaching the consumer. The Department then takes enforcement action against violators. Under the FMIA and GMIA it is a misdemeanor to sell meat from an unlicensed and uninspected butcher shop and it is a felony to sell contaminated or spoiled meat. Most bell peppers turn from green to red when ripe, but some varieties turn yellow, orange, purple, brown or white.
