This issue will include notices for horse shows and events in April, May and June, as well as listings of boarding facilities, horses at stud, and ads for miscellaneous equine equipment and supplies. A 30-word limit will be observed for these notices. Deadline for the edition is March 26. Only one ad per family per equine issue will be allowed. Notices included in the "Equine for Sale" and "At Stud" categories must be accompanied by a copy of a valid, negative Coggins test (made within the past 12 months); otherwise, they will not be published. (Continued on Page 12) Farmers Reminded to Return Census of Agriculture Forms Georgia farmers are reminded to complete and return their Census of Agriculture forms. A reply is needed for every form sent in the mail, regardless of operation status. Forms still can be returned after the February 4, 2008, date. Producers can return their forms by mail or, for the first time, they have the convenient option of filling out the Census online. The Georgia Department of Agriculture will honor the winners, as well as those receiving honorable mention, of its 2008 Agriculture Day Contest during a special ceremony at the State Capitol in Atlanta March 13. At the event Commissioner of Agriculture Tommy Irvin will present cash awards, medals and certificates to the winners, and medals and certificates to those receiving honorable mention. The contest had two primary categories--written and visual art. The written category for the theme was open to Farm Front The J. Paul Wallace Farm in Yatesville, Ga,, was selected as one of six family farms around the nation to receive the Family Farm Environmental Excellence Award at the 2008 International Poultry Expo held in Atlanta last month. This award is given by the U.S. Poultry & Egg Association in recognition of exemplary environmental stewardship by family farmers engaged in poultry and egg production. The J. Paul Wallace Farm was chosen as the winner from the Southeast Region. Wallace's stewardship of the environment is evidenced by his farming practices. Each year poultry litter and soil is tested, with test results incorporated into the farm's nutrient management plan to ensure proper nutrient loading and prohibit the application of excess (Continued on Page 12) students in grades 4-8 and 9-12, while the visual art category was open to students in grades K-12. In Fiscal Year 2007, which ended September 30, 2007, Georgia Farm Loan Programs made 119 direct SDA loans totaling more than $4.4 million. "This special financing is for people who have been subjected to racial, ethnic or gender inequality without regard to their individual qualities," said Susan Holmes, State Executive Director of the Georgia Farm Service Agency. "SDA members include women, African Americans, American Indians, Hispanics, Asian and Pacific Islanders and Alaskan Natives," Holmes added. The SDA program provides direct and guaranteed assistance in the form of farm operating and farm ownership loans. Direct loans are made to applicants from FSA. Guaranteed loans are issued by lending institutions, but typically 90 or 95 percent of the loan is guaranteed by FSA. Operating loans may be used to purchase livestock, equipment, feed, seed, and other business related expenses. Repayment terms run from one to seven years. Ownership loans provide capital to purchase or enlarge a farm, construct or improve-buildings, promote soil and water conservation and pay closing costs. Direct ownership loan terms are up to 40 years. Guaranteed loan terms are established by the lender. Qualified candidates are provided information and assistance to develop sound management practices, analyze problems and utilize available resources essential for. successful farming operations to cope with the changing agricultural environment. SDA loan applicants do not receive automatic approval. Individuals must be U.S citizens with a satisfactory history of meeting credit obligations; have sufficient education, training or experience managing or operating a farm; possess legal capacity to incur debt; and be unable to obtain credit elsewhere. Two town hall meetings were held last year in Tifton and Atlanta. Approximately 50 people attended the Febmary 12 hearing. Proposed changes are to paragraph (b) of Rule 40-20-1-.01 of the state's Petroleum Rules and Regulations relating to oxygenated spark ignition engine fuels that are a blend of 90% gasoline and 10% fuel grade ethanol. The changes allow for small variances in the requirements for 10% ethanol blends from the requirements for gasoline. "These changes should increase the use of renewable fuel in Georgia, not cause problems with vehicles and provide for adequate consumer protection," said Georgia Agriculture Commissioner Tommy Irvin. Georgia Department of Agriculture has the responsibility of establishing performance specifications that set requirements for the suitability of use of various petroleum products. These rules are promulgated in accordance with Georgia Law under Part 1 Petroleum Products Act of 1927, as amended (O.C.G.A. 10-1-155, etseq.). The rule change was sent to the Secretary of State's office as required by law for incorporation into the State's Petroleum Rules and Regulations.
