Coleman served in. the Georgia House of Repre entative including erving as Speaker of the House for the 2003-2004 -Legislative Sess ion . He began working at the Department of Agriculture in January 2007 as a consultant assisting with the Department 's programs and budgets. " I value Speaker Coleman 's 34 years The Georgia General Assembly ended its 2007 session April 20 with a flurry of legislation and a number of agriculturerelated bills passing both the House and Senate. The Commissioner and Department of Agriculture staff monitored all legislation affecting Georgia's farm community as it passed through the two bodies. A short summary of these bills, along with their sponsors, are provided below. As of press time , all are awaiting the Governor 's signature. SB 157 (Sen. Ross Tolleson , R-Perry) FY 2008 budget includes $400,000 in funding for grants to retail fuel outlets. Will establish the program for retail fuel outlets aero s Georgia and will pay up to 33% or $20 ,000 of the co t of adding ethanol pumps at these facilitie . SB 165 (Sen. John Bulloch , R- hatcheries and rendering plant that cost the Department much more to administer than it receives for the e licenses. HB 112 - (Rep. Tom McCall , RElberton) - Removes the license fees for manufacturers of soft drinks or soft drink syrup. These license were very few and expensive to administer. Each place of business or bottling manufacturing plant shall be required to obtain separate licenses . of expe rience servin g in the Hou se, espec ially his 12 years as chairman of the Appropriations Committee," Irvin said , "as well as his longstanding involvement with agricu ltural issues within the state legis lature and his ex perience in the retail food business au his adult ljfe. Richard Royal, RCarniJla) - Defines "Agritourism" and will incorporate acceptable land uses for the agritourism industry. After approval by the board, the reports were forwarded to U.S. Secretary of Agricu lture Mike Johanns along with a letter from Governor Perdue farmers and ranchers who: own or operate land located in a county declared by the President as a disaster area or designated by the Secretary of Agriculture as a disaster area or quarantine area (for physical losses only, the FSA Administrator may authorize (Continued on Page 14) the voluntary National Animal Identification System that will be adminj tered by the Georgia Department of Agriculture pertaining to homeland security and the voluntary national animal identification system. Once a county receives a disaster Town Hall Meetings to Address designation, farmers within the county become eligible to apply for low-interest Statewide Water Planning Effort emergency loans available through USDA's Farm Service Agency. As a result of the Secretarial Disaster De ignation announced May 17 fo r counties in Alabama, fru111ers in several Georgia counties became eligible to apply for lowinterest emergency FSA loans as their counties were contiguous to qualifying counties in Alabama. The Georgia counties are Carroll , Chattooga, Dade, Floyd, Haralson, Harris, Heard, Muscogee, Polk, Troup and Walker. FSA provides emergency loans to help producers recover from production and physical losses due to drought, flooding, other natural disasters, or quarantine. Emergency loan funds may be used to: restore or replace essential property; pay all or part of production costs associated with the di aster year; pay essential family living expenses; reorganize the farming operation: and refinance certain debts. Emergency loans may be made to The Georgia Water Council currently has a third series of town hall meetings now underway throughout the state to discuss the statewide water planning effort and to give citizens an opportunity to ask questions and offer comments on this important project. These meetings will focus on integrated poljcies for water quantity and water quality as well as introduce sub- tate planning guidance. The Comprehensive Statewide Water Management Plan is being developed to help Georgians understand the current demand on water throughout the state and to better manage its water resources in the future. Discussion materials relating to these topics can be found on the Water Council's website by clicking on the town hall meeting link at www.georgiawatercouncil.org. The Comprehensive Statewide Water Management Planning Act of 2004 formed the Water Council , which consi ts of legislators, legislative appointees and state agency heads that have water-related responsibilities. The Act requires that the Georgia Environmental Protection Division (EPD) develop the Plan, and present it to the Water Council in June 2007. The ice cream should be ready right after freezing ; try to eat the same day. If kept overnight, it tends to get icy. If that happens, warm it up before serving. Yield : 1 quart. Testing notes : This ice cream was made in a table top ice cream maker (Cuisinart) . It froze to slushy consistency in about 20 minutes , then was put into freezer to harden. The consistency 2 hours later was p~rfect. The next day it was VERY hard and had to be microwaved in order to scoop it! But, the flavor was excellent - very fresh and light. It was tested using Splenda for Baking (half Splenda/ half sugar product) which tasted fine. This is not a creamy ice cream, but more like a sorbet.
