T he need for a broader educmion for its students led to several changes in its missio n and name over the past 100 years, but cbe College has al ways remained true to agriculture. While it was immensely successful and grew like a weed during the l 920's. the Great Depression took its toll , and financial constraints forced the College to re1urn to its agricultural roots. So, in 1933 the Georgia S1are College For Men became ABAC, a two-year college with emphasis on agriculture. forestry and home economics . Named for Abraham Ba ldwin . Animal feedmg operations are de fi ned as a facil ity or lot where animals have been. are. or will be stabled or confined and fed or maintained for a totaJ of at least 45 days in any 12month period. and the confinement areas do not sustain crops, vegetation. forage growth , or post-harvest residues io the normal growing season. '"All EPD permitted ope rations that utilize liquid manure systems are inspected by our Field Forces personnel," noted Georgia Commissioner of Agriculture Tommy Irvin: " however, the Deparunent of Natural Resources is responsible for enforceme nt of those facili1ies in violation of state rules." Now that the first 5-year permit cycle is nearing completio n, the Georg ia Department of Agriculture is notify ing ex isting AFO owners to send the ir permit applicatio ns to the Li vestock Poultry Field Forces Section of the department. "Owners or pri ncipals of the farm. corporation or partnership with signatory authority must reapply for these permits; ' said Vernon Jones, Nutrient Managemenl Specialist with the department. ..T here is a misunderstanding by many producers that they are not required to apply for an AFO/CAFO permit because of proposed changes by the US Enviro nmental Protection Agency (EPA). Lrrespective or the EPA proposals, producers have a duty and responsib ili1y to apply for a permi1 and meet the requirements of state rules in order to avoid possible enforcemem action from EPD." AFO/CAFO permits issued or renewed by EPD are valid for fi ve years; however, if an owner sells the operation within the fi ve-year period, he or she must complete an exchange o f correspondence 10 trans fer the permit to the new owner. The Georgia Water Quality Control Act requires AFO owners to locate. construct, operate and maintain thei r facil ities in a manner that will minimize. reduce or aba1e the effects of po llution o n environmental resources. public safe ly and health. Beginning in 1999 . the EPD initiated a series of rules and regulations for AFO Pe rmit Requirements that provide for uniform procedures and practices to be foll owed fo r the application and the issuance or revocation o f permits for o perations that uti lize liquid manure storage and handling systems (lagoons). The latest edition of AFO rules became e ffective September (Con1inued o n Page LS) USDA Announces Funds to Help Producers Affected by Drought U.S. Secretary of Agriculture Mike Johanns announced August 29 that he was making $780 million in new, unused and accelerated fundi ng from the United States De partment o f Agriculture (USDA) available to help fanners and ranchers impacted by drought . The funding includes a new program for producer. called the Livestock Assistance G rant Program (LAGP), which will provide $50 million in block grants to states to help livestock producers partially recover forage prod uction losses due to certain drought conditions during 2006 . Each state will receive an amount based on the number of adult beefcattle and sheep in the eligible counties in the state as determined by the NationaJ Agricultural Statistics Service. To be eligible, a county must have experienced cxceptionaJ drou2ht (Category 04 Drought on the U.S . Drouitit Monitor) or extreme drought (D3 level) from March 7. 2006, through August 3 1. 2006. Under these USDA e ligibility requirements, only four Georgia countiesChanahoochee. Harris. Muscogee and Stewart- qualify for LAGP funds . Georgias allocation is $ 10,445. ..Although any assistance our farmers can receive is greatJy appreciated: said Georg ia Commi ssioner o f Agricu lture Tommy Irvin, ..most of these USDA funds will not be available to our producers here in Georgia, and of those that will be available, they certainly will not be adequate to meet our producers' needs." Johanns also announced that almost $ 19 million in unused Emergency Conservation Program funds will be available to 27 states and $ 11 million in unused Grassland Reserve Program funds will be distributed to 14 states. Georgia will not receive EC P funds , but will receive $ 100,000 in O RP funding. 'The Dog and Cat Sterilization Program has been one of the most popular programs of our Department and l am pleased that we are once again able to provide this vital service to the pet-owning public." The DCSP provided close to $ I million toward spay/neuter procedures between November 2003 and May 2005 , with over 700 veterinarians perfonuing spay/neuter procedures on dogs and cats from all 159 Georgia counties. Dr. Mike Younker of Fayetteville, President of the Georgia Veterinary MedicaJ Association, said, "The s1eriHzation program is fully supported by veterinarians throughout the State. It offer.> great benefits to dog and cat owners and we are pleased 10 see the Program re-lau nched." Because the Dog and Cat Sterilization Program receives no State funding, it relies solely on income from license plate sales and donations to achieve its critical spay/neuter mission. Specialty license plate sales currentJy provide the primary source of funding for the DCSP. Georgians may purchase the new ''Buddy" license plate, featuring a Golden Retriever, or the original Dog and Cat License Plate at county tag offices statewide for a one-time $25 fee. More than $22 from each license plate sold goes toward spay/neuter procedures performed by licensed and accredited veterinarians and educational outreach on the healthy choice of spay/neuter.
