(Continued on Page 11) Farm Front Peanut Commission Elections Armond Morris, peanut farmer from Ocilla, Ga., was elected chairman of the Georgia Peanut Commission during its January monthly board meeting. Morris also served as chairman of the board previously in 1996, 1997 and 2003. Other officers elected included Joe Boddiford, Sylvania, Ga., as vice chairman, and Rodney Dawson, Hawkinsville, Ga., as treasurer. Board to members elected serve Districts 1 and 5 respectively were Jimmy Cheney, Edison, Ga., and Donald Chase, Oglethorpe, Ga. The state's peanut producing counties are divided into five districts in which peanut farmers elect a representative to serve on the Georgia Peanut Commission board. New Ag Secretary Mike Johanns was sworn in as the 28th Secretary of the U.S. Department of Agriculture (USDA) on January 21, 2005. As the 38th governor of Nebraska, (Continued on Page 12) Annual Agriculture Day Contest Deadline Nears March 10 is designated as Agriculture Day in Georgia for 2005, and to highlight the importance of agriculture in our state, the Georgia Department of Agriculture and the Georgia Agriculture in the Classroom Council Inc. are sponsoring an essay and photo/art contest for Georgia students. The theme for this year's contest is: "Georgia Agriculture--Your Key to a Healthy and Long Life." The contest has two primary ag consumer line What can I do to keep deer out of my yard and garden? Although deer will eat anything if hungry enough, given a choice they tend to stay away from succulent plants, poisonous plants, pungent flavored plants, and plants with hairy or furry leaves. Plant ornamentals with these qualities in areas of heavy deer traffic. Deer can be scared away by motion sensor devices attached to lights or loud music. Of all the methods, though, fencing is the most reliable. **** What kind of fencing should be used to keep deer out? Deer are probably on the top of the (Continued on Page 11) categories -- written and visual art. The written category is open to students in grades 4-8 and 9-12, while the visual art category is open to all age groups and includes both photos and artwork. First, second and third place winners in all three categories will be awarded $I 00, $50 and $25 cash prizes, respectively. Honorable mentions also will be named. Commissioner Tommy Irvin will invite all winners, honorable mentions and their guests to Atlanta for a special awards presentation, with special guests, Governor George "Sonny" Perdue and Charles Hall, Executive Director of the Georgia Fruit and Vegetable Growers Association. Agriculture Day 2005 Official Contest Rules General Guidelines for Written and Visual Art Categories * Name, age, grade, school, home county, home telephone number (including area code), and teacher's name must be typed or printed legibly in ink and stapled to the top of written entries; photos and artwork also must include the same information (if submitted by a student) securely attached on a separate sheet of paper. Entries not bearing this information will be disqualified. * The contest is restricted to Georgia (Continued on Page 11) Ag Dept. Monitors Fuels in Georgia Although the Georgia Department of Agriculture has no control over the price or quantity of fuels available to the state's farmers and consumers, it is responsible for monitoring the quality, distribution and delivery of a variety of fuels. Included in this responsibility is the testing of gasoline, diesel and kerosene pumps to assure quality and accurate delivery, and the inspection of signs to be sure they clearly display the same price as shown at the pumps. In addition, pipelines, transport trucks and storage tanks are checked. "When you purchase a gallon of gas or other fuel, we want to make sure you get what you 're paying for," said Georgia Commissioner of Agriculture Tommy Irvin. The department also inspects liquid petroleum gas (LPG) gas meters and scales for accuracy, and checks antifreeze samples for quality. In addition to its regular inspection of fuel at retail and distribution points, the department responds to individual requests from farmers to check their fuel after it has been purchased, if a problem is suspected. Although the Division has more than 135,000 fuel pumps to monitor, the field force of fuel oil inspectors gives first priority to consumer complaints. Any suspected instance of inferior quality fuel, faulty pumps or deceptive advertising is checked out in person, usually within one working day. Fuel storage tanks are routinely tested for water or trash contamination, and samples of fuel from dispensers are taken to the department's fuel oil laboratory in Forest Park, Ga. There they are analyzed for proper registration and classification, octane ratiog, flash point and a dozen other tests of product quality and performance. "Many of the vehicles on the road today utilize computer technology to improve performance and efficiency and reduce air pollution," Irvin said, "so it is important to ensure the fuels used in them are properly formulated so they will perform as intended." Failure to meet specifications results in a "stop sale order" from the department and the pump is locked until the product is brought in compliance. 'This system is designed to protect and benefit the retailer as well as the consumer," Irvin said, "and it has worked so well that several other states have used our program as a model." The department also is at the forefront in utilizing new technologies to further improve its program. A pilot program currently in use by the Fuels and Measures Division minimizes the time to complete administrative paperwork and helps reduce errors. The program will automate inspections of the field staff, which includes 22 fuel inspectors, four wholesale petroleum inspectors, and three liquid petroleum gas inspectors. The software will allow the inspectors to electronically upload the inspection results on a nightly basis, thus reducing postage costs and decreasing the time the inspection results are available for reporting purposes. For instance, whereas (Continued on Page 12) Notice Ad Deadline for the March 2 issue is noon Feb. 16 s~ Pick-Your-Own Edition Scheduled for Feb. 26 The Market Bulletin will publish its special listing of pick-your-own strawberry farms on March 16. Pirkle Dawsonville 706-216-2654 Check Moisture Content Before Working Soil Before working your soil this spring, judge its water content by performing this simple test. Pick up a small amount of soil and squeeze it in your hand. Then drop it from the height of your waist. If the soil doesn't crumble easily, wait until it is drier before you till. If you try to work the soil when it's too wet, it will form clods that will become rock hard thus making your gardening efforts more difficult. Page 6 THE MARKET BULLETIN Wednesday, February 2, 2005 From the editor: The Market Bulletin office has received a number of responses from individuals who were included in the "Special People" list published Dec. 8, 2004. These elderly persons and shut-ins wished to express their thanks to all the people who sent them cards and letters during the holiday season. Although space limitations prohibit publication of all the cards and letters in the Bulletin, the following examples are representative of the thanks and appreciation expressed by those "Special People." A dear friend of mine sent in my name to receive Christmas cards from the readers of the Market Bulletin as I have been ill and all my immediate family are deceased. The response was wonderful and made my Christmas joyful and happy for the 119 cards, letters and notes I received during the holiday season. God bless everyone. You made me very happy to know that so many wonderful people still care. Inez D. Fields It was a nice thing for you to put my name in the Market Bulletin. I received hundreds of Christmas cards from all over Georgia. I appreciate every one. Please thank your readers. Every card brought me much joy-I'm 94 years old. Thank you very much, Mary Katherine Gardner Equine For Sale If you have questions regarding ads in this category, call Tammy Thomas at 404-651- 9081 or 404-651-9082. All equine advertised in the Market Bulletin must have had a negative Coggins test within past 12 months. Negative reports are valid for 12 months from the sample date. A copy of this test report must accompany the ad each time it is submitted or the notice will be returned to the advertiser. For this reason, generalized ads (i.e., many horses, varieties to choose from, others, etc.) cannot be accepted. Buyers are urged to request verification of a negative Coggins test before purchasing any equine. Any falsification of Coggins tests can result in fines and/or suspension of advertising privileges in the Market Bulletin. This regulation also applies to equine advertised in the "At Stud" and "Boarding" categories of the quarterly equine editions. Those 'Nema-Gone' marigolds are supposed to help reduce nematodes; I could plant them next to the tomatoes. I must order some seeds of the hardy Kumaon palm and Yunnan dwarf palm. And that's just a start. Now there are probably more plant catalogs than seed catalogs. Some plants do not set seed or come true from seed, and some people don't want to wait to grow things from seed. I like to grow from seed, and I encourage everyone to try it. It's less expensive and it's Vida& O~ Grower/Packers Reminded Of Registration Requirements All persons desiring to produce and/or pack onions as Vidalia onions are required to register with the Georgia Commissioner of Agriculture prior to March 1, 2005. Applicants also must apply for a license to use the Georgia Department of Agriculture's U.S. Certification Mark. Anyone using the term "Vidalia" in connection with or on onions must first register with the Commissioner of Agriculture. According to the Rules of the "Vidalia Onion Act of 1986," handling requirements specify that all Vidalia onions be initially packed only in the Vidalia Onion Production Area and that no Vidalia onions may be shipped from that area in bulk except as may be authorized by the rules. All Vidalia onions offered for sale also must meet specific grade and size requirements. For more information or registration forms, contact the Georgia Department of Agriculture , Marketing Division, Room 324, 19 Martin Luther King Jr. Drive SW, Atlanta, GA 30334-4201; (404) 6563680; (404) 656-9380 (fax); website www.agr.state.ga.us/mkindex.html wonderful to see a full-grown plant, especially a tree that is much bigger than you are, and know you planted the seed. If you are unsure of your abilities, start with something easy like zinnias, marigolds, or cucumbers. As you build up confidence, you can graduate to fineseeded begonias and species that have erratic germination rates. Most companies provide instructions in their catalogs, on the seed packet or on their website. Be sure to read them carefully. Some seeds do not need to be sown deeply and some require darkness to germinate. Also, be sure to read whether the plant can be grown successfully in Georgia. Is it something that will melt in our humidity, scorch in our heat, or freeze in our cold? Following the instructions and getting as much information beforehand is a key to success. One thing that has changed in the seed and nursery business is the internet. In addition to, or in lieu of, a printed catalog, companies are putting their products online. This can cut the mailing and printing costs of the company and increase the speed with which you can send your order. While speed and efficiency are important, selecting varieties off the computer screen isn't as enjoyable to me as spending an evening poring over catalogs and making selections. While I don't have the storage space to keep all my old catalogs, I do keep some favorites for reference. My oldest dates to 1917. In these old catalogs, I gamer information as well as historical perspective. I can see how needs, tastes, emphasis, and even spelling have changed. For example, soybeans were once soja beans, and catalogs of the early 40s emphasized Victory Gardens and appealed to the patriot in every gardener to fight the Nazis with a hoe. Another old, familiar place I like to look for seeds, bulbs and plants is the Market Bulletin. You can find many goodies there, you know they perform well in Georgia, and you help a fellow Georgia gardener make a few extra dollars. Arty's Garden is provided by Arty Schronce, a horticulturist and avid f(ardener, and Director of Public Affairs for the Georgia Department of Agriculture. How can we improve management of our land today? What can we do now to allow our heirs to continue to enjoy the benefits of our forestland in the future? Does forestry have a future? Forest landowners interested in exploring the answers to these questions and more are invited to attend the GROWS 2005 Forest Landowners Conference in Savannah, Ga., March 10- 11. GROWS is the acronym for Georgia Recognizes Our Woodland Stewards. The field trip will incorporate points learned from the sessions with on- the-ground techniques at Fort Stewart for forestry, wildlife, and cultural resources. Comfortable tour buses will be used for transportation to and within the fort. Pre-registration is required for the conference. The registration fee of $85 covers all materials, meals, and transportation for the field trip. Registration forms are available by calling the Georgia Forestry Commission at (478) 751-3485 or 1-800-GA-Trees and asking for the GROWS conference registration. Wednesday, February 2, 2005 Fuel Measures (Continued from Page 1) it often took several days before inspection results were available, department field personnel can now conduct an inspection and transmit the results so they can be seen in the Atlanta headquarters the next day. Prior to the program's implementation, the Fuels and Measures Division was only able to confirm if a fuel dispenser tested positive or negative for quantity, and it could not determine how much the device was out of compliance. Now division personnel can capture the actual results and determine by how much the device passed or failed. "The number of fuel pumps m our state has increased dramatically in the past 10 years," Irvin said. The Commissioner noted that whereas inspectors had to check 70,000 - 80,000 pumps per year 10 years ago, they now have 135,000 - 140,000 to inspect. During this same period, the Fuels and Measures Division, due to budget cuts, experienced a 10 percent reduction in field staff and a 30 percent reduction in office staff. "I am proud of the good work our Fuels and Measures Division has done throughout the years in protecting the interests of Georgia consumers," Irvin said. "We've done much with our available resources, and we 'II continue to look for new ways to better serve our citizens."
