Governor.'s Committee Take.s. Action To Protect State Against Agroterrorism Editor's Note: The March 3, 2004, issue of the Market Bulletin included an article reporting that President George Bush recently had estabJished a national policy for. defending U.S. agriculture and food ' from terrorists attacks, major disasters and other emergencies. The following article provides information on the activities . underway in. Georgia to protect the state against acts of agroterrorism. .Agriculture is the number one industry in Georgia, contributjng $58 billion annually to the state's economy, and a terrorist attack against the agriculture sector would have a devastating impact on the state. In April 2003, Governor Sonny Perdue establ.ished an Agroterrorism Committee as an extension of' the State Homeland Secu/ity Task Force. The Committee is a multidisciplinary work group tasked to support the objectives of the Office of Homeland Security under the Governor. Dr. Lee Myers, State Veterinarian and Assistant Commissioner of the Georgia Department of Agriculture's Animal . . Office of Homeland Security in protecting our state's agriculture iridustry against acts of terrorism," said Georgia Commissioner of Agriculture Tomrriy Irvin. "As chair, our state veterinarian will. be working to instire our department does. all it can to aid .the committee in its efforts." The mission of the committee is to foster communication and collaboration among state and federal agencies, universities and the private sector. The . committee works to facilitate tl)e collection of information, analysis of agroterrorism risks, development of work plans and coordination of the state's agroterrorism preven_tioQ programs. One of the committee's first efforts was to complete a State Homeland Security Agnculture Assessment and Strategic Plan as part of a national initiative from the U.S. Department of Homeland Security (DHS). The assessment focused on possible biological hazards to animal and crop industries: This process involved assessments of agriculture vulnerabilities, capabilities and n~eds in counties by Industry Division, was appointed chair of the committee. Members include (Continued on Page 15) representatives from the following state agencies: Agriculture, Human Resources, Natural Resources, Department of Defense, Emergency Management Agency (GEMA) and Transportation. Academic institutioris . represented on the committee are: Georgia Tech Research. _Institute, University of Georgia (UGA) College of Agric~lture and the UGA College of Veterinary Medicine. The committee also has ex-officio members from the private sector: Agribusiness Council, Farm Bureau, Food Industry Association and PoltryFederation. '.'I: commend Governor Perdue for establishi~g this committee to work with his Notice Ad Deadline for the April 28. issue is noon April 14 Hunt~ng Leases Attractive to So~e Ga. Landowners Editor's Note: '":he March 3, 2004, issue ofthe Market B ~lletin provided some general inform(;ltion regarding farmland leases~ The follott ing . article focuses specifically on huntir.g leases. One option that ~as become popular with landowners is .b lease property for hunting, either to individuals oi hunting . clubs. A successful ease arrangement of this type can provide ~everal advantages to the landowner: 1. leasing land to 1unters provides the land owner with a rev~nue stream that can offset the cost of prop::rty taxes; 2. hunting clubs generally are good stewards of the land and will keep the property posted, litter free, and unwanted trespassing in check;' 3. there is minimal liability for the . lando\ner provided a "Hold Harmless Agreement" is sigried between the landowner and the lessee; 4. hunters generally are happy to share .
