VOI..J"'I, No. 17 Wednesday August 18, 2004 , TOMMYIRVIN,COM"MISSIONER . Copyright 2004 ~(1)~tm Joint Partnerships Help Russiato Increase Poultry Production Dispellingthe Myths About PaulowniaTrees Surely you have heard' of paulownia trees by now. Some have sold for thousands of dollars per log, and they will grow into sawlogs in ten years or less.. It just sounds like the perfect get-rich-quick scheme; a chinchilla without the tail, an ostrich without the feathers. So why isn't everybody growing them? Our guest columnist this week i/Ralph Donaldson, Georgia Director, American Paulownia. Association, 1141 Deerfield Lane, Dublin, GA 31021. Well, those few that actUally did sell for thousailds.of dollars per log had grown in the. Appalaclrian Mountains for 50~100 -years or tonger. They were discovered by Japanese businessmen flying over the area looking for sites for industrial plants. They were worth a lot of money and by l\,lld large, have been' found and cut. Many of those on publiCland were stolen. There are very few slow-growth treeS left. And, by definition, you cannot grow a slow- growth tree in a few years.. Now paulownia trees will grow to sawtimber size. in ten years, but lumber from these fast-gtowthtrees, commonly called "pHmtation-grown," does not have the tight growth rings of the slow-growth trees, and is not nearly as valuable. But sawtimber in ten yearscompared to 25-30 years for. pines has some great advantages-even if the price of the lumber were equal to pines. ' Paulownia tree cultUre is not a get-rich- quick-scheme, but you can grow sawtimber in ten years, aIld, the price can be significantly higher than pinetim1;>er and otherhardw()ods. There are a few reasons Why there are not a lot of people growing paulownia trees already. 1) There is no established market system ., whereby' one might make one ' telephonepall and sella crop of paulownia trees. There are not the timber companies, foresters, "producers," and others who serve as middlemen. and create a market system. .If the landowner/grower will consider what is left for him or her after such a transaction, the absence of this kind ofmarket system might not be such a bad thing after all.. As more uses of paulownia wood are discovered and documented, and as the now growing paulownia trees reach merchantability, more pebple. will. line up for a share of this market. 2) Paulownia trees require a lot of care and intense labor the first couple of years. There needs to be cultivation, fertilization, (Continued on Page 11) Although Russia still is undergoing agricultural reform andfaces competition from lower-priced food exports, there are signs that agriculture can be profitable in the country. David Burghardt, special correspondent with theRussianNews and Information Agency. "RIA Novosti:' recently shared with the Market Bulletin his insight into Russia's poultry industry which has grown in part through RussianUS pclrtnerships. Chicken is the. most popular and affordable source of. protein for tens of millions of Russians who still cannot be classed as affluent. Until recently, the country produced only half of the poultry it needed (a million metric tons a year .in 2003), and imported the rest. It was obviously not particularly proUd of being theworld's largest poultry importer. However, the trend in the sector's development is starting to change: Russia intends to gra:duitlly give up its dependence on imports and has already Pick Your Own Fruits & Vegetables See List Page 6 taken the .first steps in this direction. Musheg Mamikonian, president of Russia's MeatUnion, believes that in five or six years the share of imported poultry on the Russian market will .decline to 20%. This will be achieved through increasing domestic poultry production. By that time, the Russian market is expected to reach 3.5 million metric tons. Simultaneously, the share of poultry in total meat consumption will. grow from 32% ill 2002 to 37% in 1010. There are several reasons for this expected change: *'The growth of .the population's incomes in. the last three years has increased Russians' spending power. The Russian retail market has made it into the global top ten and theEuropean top five (sales hit approximately $146 billion in 2003): By comparison, the US retail sector is worth $2,5 .,trillion, .Germany's $360 billion and Spain's $100 billion. The food segment of the Russian market is the largest (47%) and it is set to grow over the next five to six years at a rate of 12% a year. * The agricultural sector has responded to Russians' newfound spending power. Poultry production has been growing annually by an average of almost 20% in the last three years. Ga. Russian poultry producers are beginning to us.e new on-floor technologies, while an increasing number of farms are totally renewing their breeding stock. Highcquality and more expensive refrigerated and semi-prepared meals are gradually supplanti.ng frozen drumsticks and thighs in the shops. The same can be said. about other types of food as well. Russians' new preferences for . refrigerated. rather than frozen food has been evident in the sharp decrease in sales of individual freezers. These. appliances now are rarely bought, because, as food shortages have become a thing of the past, the need to stock everything. for a long time has disappeared. * Federal and regional (for example, the Moscow Region) programs for the development and support of the poultry , industry have been adopted. Poultry farms have been granted the right to short and long-term privileges. Farms receive still modest, but quite real sums as subsidies for stockbreeding. In a bid to irtcrease poultry production, many large factories ,have started reorienting. their production capacities to broilers. These birds are wonders of nature ~ so tiny, with. feathers that can sparkle 'like jewels in the sun, with wings that move, in a blur and th~t can perform maneuvers unlike any other bird. _ The only species of hununingbird to breed in Georgia is the Ruby-throated Hummingbird" although other speci~s from the West visit our state in fall and winter. I am envious of Georgians that have hummingbirds all spring and summer and especially of those withrare visitors from afar. Lusually don't have any until July but! try to have something. in bloom or a feeder" up for them whenever they may visit. Because hummingbirds feed on nectar from flowers, I plant plenty of their favorites: The top three I~lants they visit in my garden are the hybrid erythrina, also' known as hybrid coral bean (Erythrina xbidwillii), flame anisacanthus (Anisacanthtls wrightii) and anise-scented salvia (Salvia guaranitica). The erythriI).a (pronounced (er-ith- RY-na) dies to the ground in the winter but sprouts back to form/a large shrub six feet tall and an equal or greater spread. It is covered with spikes of glorious red flowers that will have people stopping' in thes-treet and hummingbirds fighting over fee~ing rights. It likes full sun and average soil. , Flame anisacanthus (pronounced a- NIS-a-CAN-thus) is a. shrubby plant, reaches five to six feet tall if there is no winter dieback and is a cloud of reddish orange flowers in mi available at local FSA offices. and on FSA's web site at www.fsa.tlsda.gov. Acreage enrolled in CRPis devoted. to resourceconserving vegetative covers, making the program a major contributor to more abundant wildlife populations in many parts of the country. CRP participants voluntarily remove environmentally sensitive land ,from" agricultural production by enteritig into long-term contracts for lOto15 year~. In . exchange, participants receive animal rental payments and a payment of up to 50 percent of the cost of establishing conservation practices. The 2002 Farm Bill authorized CRP enroJlment up to 39.2 million acres. Since there is limited acreage available for enrollment, .landowners are encouraged to work . with their local USDA Farlll Service Agency. (FSA) . offices to maximize the environmental benefits of their CRP offers. Offers accepted under this sign-up will become effective Oct. 1 , 2005, or Oct. 1, . 2006, at the producer's discretion.
