UGA Introduces Equestrian Sport The University' of Georgia welc~med Women's Equestrian as its 21st varsity sport this fall. The addition of the sport raises the curtain on a new era in UGA athletics, but perhaps more importantly, it represents new opportunities . for the entire equine community in Georgia . When the Athletic Association made its decision to add Equestrian as a varsity sport, it was only after careful research Our guest columnist this week is Hoke Wilder, Assistant Athletic Director, University of Georgia; (706) 542-9103; hwilder@sports.uga.edu revealed the potential the sport provided for' , the Athletic Association as well as the allied programs of the Department of Animal and Dairy Science and the College of Veterinary Medicine. We believe the support is readily apparent and that UGA's venture will only -prove to help build a stronger horse presence in Georgia. NCAA championships begin long before coins are tossed or horses mounted, and like many dreams, they begin with a vision. The Equestrian vision is somewhat unique becailse it is the first sport that shares a partnership of two other University programs - Veterinary Medicine and Animal Science. We believe the Equestrian team will become the visible centerpiece of a statewide and regional Equine program, which will provide academic instruction, quality breeding, and veterinary research'and care. The State of Georgia has been called the "equine crossroads" of the Southeast We believe an energetic program at UGA will help to transform the state fro~ a crossroads to a destination for the equine community. The University is perfectly positioned to take advantage of the considerable growth of equine interests. A nationally recognized College of Veterinary Medicine, an Animal Science Department that has proposed an equine major, and a visible Division I athletic program all offeJ;" tremendous potential for the University. Quality classroom and laboratory instruction, equine research and treatment, characteristic breewng and the possibility of developing supplementary revenue streams offer attractive options. Just as Coach Vince Dooley has mentioned, we' have an opportunity to seize the moment .And, ifthat's not enough, what about a national championship equestrian team, competing on horses bred and raised at UGA?, Consider that! For the moment. we are searching for individuals and organizations who wish to help make horse history for UGA. USDA Concerned About Slow Pace of Sign-up J'he u.s. Department of Agriculture is concerned about the slow pace in which farmers are signing up for major farm programs under the 2002 Farm Bill and urges .farmers to begin the process to quickly sign up in order to receive intended benefits in a timely and efficient manner. "Ensuring timely delivery of program benefits is'a top priority "for USDA," said Agriculture Secretary Ann M. Veneman. "As farmers wrap up this fall's challenges, we are hopeful that the extensive outreach, education and training USDA has conducted throughout the country will enable producers to quickly focus on signing up for the program,. which will help prevent long lines at the county offices next spring." The USDA team has developed extensive new software, trained personnel and prepared directives for the many new and existing programs. In ad~ition, the Department developed a new web site and conducted hundreds of outreach meetings to farmers nationwide to provide information on how to comply with the new law and the required changes in program participation. Farm and Foreign AgricultiJral Services Undersecretary J.B. Penn, Deputy Undersecretary Hunt Shipman and Farm Service Agency Administrator Jim Little, along with various state farm program directors, took to the airwaves recently . with farm broadcasters and reporters from across the country to help relay the message to producers to sign up. This is just one of many outreach efforts to accelerate sign-up and participation. "USDA is committed to working at every level to assist producers, but it .is critical they contac~ their local FSA office to begin processing individual program ioformation and updates needed to participate," said Penn. According to Jim Little, reports to date from the States indicate that producer signup for the direct and counter-cyclical programs is proceeding quite slowly. He said there aR< several reasons to explain the slow pace., including the late harvest in - many parts of the country that kept farmers in the field longer than usual. Additionally, the complexity of the New Department Program Designed To Reduce Dog, Cat Overpopulation In the November 2002 general e'ection, Georgia voters' approved a constitutional amendment that provided for the establishment of a dog and cat sterilization program under the Georgia Department of Agriculture. . Approval of the referendum enabled Georgia Commissioner of Agriculture Tommy Irvin to establish a sterilization program and provide educational opportunities in support of the program. The major sources of funds will be from the sale of special "animal friend" license plates and from private donations. "Many Georgia pet owners simply do not spay or neuter their animals, and as a result of overpopulation, thousands of dogs and 'cats must be euthanized each year because only a small Percentage are adopted," Irvin said. ''This new program will help to address this problem without a burden to taxpayers." The special license plates are available for purchase at local tag offices after Jan. 1, 2003 for a fee of $25. Council Presents Horse Fair 2003 The Georgia Horse Council's Georgia Horse Fair is scheduled at the Georgia National Fairgrounds and Agricenter Jan. 10-12, 2003. Also, producers may visit their local FSA office multiple times to review information and discuss their decisions. New computer-based tools also have been developed to help producers analyze the economic consequences of the new Farm Bill's updating options. USDA, in conjunction with Texas A&M University, has made available one such calculator on the FSA web site (http://www.fsa.usda.gov).
