'BWuk Expo Celebrates 25th Anniver~a.ry As the Board and Staffprepares for the 25th Anniv~rsary Sunbelt Agricultural Exposition, it is a great time to reflect on how the show has grown from the 410 exhibitors that were set up at the fIrst r--...,...,.....,...,.....-...,...,.....,...,...., show at Spence Field in 1978. This year's show will host, over, 1150 exhibitors for the eighth' straight year. Visitors can take a covered shuttle to the 600 acre "working" Expo farm where cotton, peanuts, com and soybeans are harvested and tilled 'daily during the show. The hay, demo' area has been expanded by 30 acres to allow even more hay equipment to demonstrate.' ,New in the fIeld demo area is the "Wildlife Man'agement" area. Southern Forestry Consultants, Inc., Wildlife Company, Quality Deer Management Assoc. and BASF Corp have combined their knowledge in a nine-acre plot , demonstrating th~ successful combination of forest, wildlife and herbicides under 'one management program. (Continued on Page 11) Wednesday October 9, 2002 .Emergency Loans' Now Available ,To Producer~ in Quarantine Areas' As part of the U.S. Department of agriculture's ongoing implementation of the 2002 Farm Bill, Secretary of A-griculture Ann M. Veneman said 'that farmers and ranchers' in designated' , quarantine areas will be eligible for lowinterest emergency loans. "Plant and animal diseases can cause extraordinary hardships for farmers and ranchers," said Veneman. "Allowing low "interest emergency loans to producers impacted by these conditions will provide much needed relief.',' Emergency, loans are traditionally made to producers in declared disaster areas where drought, floods and, other natural disasters have ha~ devastating . effects. ,The 2002 Farm' Bill ,allows farmers and'ranchers located ,in declared quarantine' areas to, also apply for emergency loans. Emergency loans can be used to 'restore or replace essential property, pay all or part of production costs associated with the disaster year and pay essential family living expenses, among other things. Eligibility provisions will be announced in the, future. Gn'ce the Secretary of Agriculture declares an ,area as quarantined through USDA's' Animal and Plant Health 'Inspection Service" farmers and ranchers can apply for emergency loans' at local Farm Service Agency (FSA) offices. Producers must meet 'certmn requirements to be eligible for emergency loans, such as ,suffering a physical loss of livestock or , livestock products, or at least a 30-percent lossin production. Loan applications must be' filed within eight months from the. date of a declaration. FSA will consider each ioan application on its own merits, taking' . into a~count the extent of losses, seCurity available and repayment ability. 'CO-op Directot;' Receives National Business Award Ralph Paige, executive director of the Federation of Southern Cooperatives/Land Assistance Fund, was a recent recipient of 'the 2002 National Cooperativl{ Month Economic Freedom Award. The award is ,presented by the National Cooperative Business Association, a national cross- industry membership and trade association representing cooperatives.' Paige was' seleCted for the award because of his leadership and, the federation's accomplishments' in the cooperative community. . "Since 1967, we at the Federation of Southern, CooperativeslLand Assistance Fund, have remained trUe to our founding purposes of helping people to help themselves through cooperatives," Paige said. He noted the organization'had helped family farmers, especially those of color, remain and develop their landholdings as a' key to rural community development. "We have accepted the challenge of working with the poorest,' most neglected and isolated people in the rural Southeast to help them make a difference in their lives and livelihoods,"Paige added. In its 35-year history the federation has successfully provided self-help economic opportunities for many low-income 'communities across' the South.' Copyright 2002 FSA Program Helps ,Livestock Producers The U.S. Department of Agriculture's Farm Service Agency (FSA) is now accepting applica~ions for the Livestock Compensation' Program (LCP) - a new USDA prograIp that provides direct payments to producers who suffered financial losses as a result of severe' drought conditions. The Secretary of Agricultuh: is authorized to provide approximately. $752 million in LCP . assistance nationwide. "LCP is a' livestock loss program that provides 'financial assistance to farmers and ranchers who would otherwise have no opportunity for loss compensation," said Steve Newton, FSA state exec~tive director. ' "We recognize that individuals who raise livestock only, and those who raise livestock in,conjunction with row crops, have suffered devastating losses on both , accounts 'due to severe' drougp.t conditions," he said..
