A man gets out and walks up on the porch and knocks on the door. An elderly lady comes to the door and peers through the screen. ''Ma'm, I was.just pa5sing.by and I saw some loose shingles up there on your roof. I'll be glad to check it out for you." - - Is this a Good .Sa,maritan or is this person starting the process to swindle the woman out of her property? The odds are by the time that guy finishes"checking out" the loose shingles, the whole roof: will be about to cave in on ,her, at least according to his evaluation, and he will have her signing "something" to pay for the repairs. "Don't sign anything," says Mary Margaret Oliver, an attorney appointed as a DeKalb County guardian who has -seen many people, particularly the elderly, sign a . security deed or power of attorney over to scam artists who take their houses and their land. The swindles she sees mo~t often as a comity guardian are "~quity theft." Someone has gotten them-tci sign a security deed for repairs. They wind up with a $20,000 debt for $2,000 in repairs. Often these people an< in cahoots with finance companies that keep.piling on the fees." . Not all the culprits are strangers who show up at the door wanting to do repairs. Sometimes they are people in the community, even prominent people, who gain the confidence of a landowner living alone and sometimes, even family members take advantage of an older. relative with property. To Monetary Settlement -Commissioner of Agriculture Tommy Irvin has announced .that the Georgia Department of Agriculture's Plant Protection Division recently took action . against a Georgia beekeeper for violating the Georgia Bee Law. The beekeeper has. agreed to pay a monetary penalty for the violation. The beekeeper was charged with shipping honey bee packages and queens without proper shipping certificates issued by the Department of Agriculture. The individu~ was assessed a monetary penalty of $25,000 of which all but $2,000 will be suspended provided all conditions of. the Department of Agriculture are met during a one-year probationary period. Georgia Struggles to Maintain Its Agricultural Heritage As the rest of the. natfon discovers the . gorgeous landscape and warm hospitality that makes Georgia such a nice place io live, the state loses 40,340 acres of farmland each year to development, according to the American Farmland Trust. In response to residents wanting to protect their agriculhiral .heritage, AFT has opened an office in the southeast. The new office, located in Graham, N.C., will work to protect high-quality farmland in Georgia, South Carolina, North Carolina, Kentucky, and Tennessee. Gerry . Cohn, a North Carolina farmer with -experienc~ . in agricultural .education - and research, serves as director of the southeast region and will head up' all of the AFT efforts in his area. Cohn is assisted by Maggie Byerly, the region's outreach coordinator.. She will work to organize AFT events, including a series of workshops in the - region to train community leaders and educators in finding solutions to farmland loss. "Farmland provides- fresh produce and green open space that is valued by urban and .rural residents alike, and provides a habitat that benefits wildlife and those who enjoy it," Cohn said. Cohn will begin by forging partnerships with organizations that are already working to save farmland, including local land trusts, cooperative extension service offices, soil and water conservation personnel, and county commissions. "The timing for AFT's arrival is perfect," said Susan Kidd, vice president of The Georgia Conservancy. "With a number of initiatives in the state focusing on green space planning and protection, farmland needs to receive equal consideration." Cohn points out that though most people know that farmland is an important natural .resource, few realize that its protection also can save taxpayer dollars. "Farmland contributes more to community coffers than it requires in public serv'ices," he said. "That's another reason why protecting farmland is a good investment for Georgia ".ommunities." "Some pest management companies have begun to recommend a type of treatment. with new non-repellent termiticides; such as Premise(r) and Termidor(r), where only parts of the structure such as the exterior soil and similar areas are ,treated. This type of application is not recommended nor approved by the . Environmental Protection Agency (EPA), the Georgia Department of Agriculture, . the manufacturers of the termiticides nor the products! label - directions," Commissioner Irvin says. Irvin stated that the Georgia Department of Agriculture has C<:ontinued on Page 11) .Ag Department Assists lit Disposal of Hens The Georgia Department of Agriculture has been _assisting nine poultry growers in southeast Georgia dispose of laying hen_s following the bankruptcy of Cypress Foods Incorporated of Tampa, Florida. The company's bai:ikruptcy left the growers with little or no supply of feed. Under the agreement the growers had with the company, the company sl1pplied feed for the birds. Cost of feed can be thousands of dollars per week depending on the size of th.e operation. "Some growers tried purchasing feed themselves to keep the flocks alive until a solution could be found. We successfully persuaded the bankruptcy judge to allow what little cash assets were available be used to remedy the situation," said Georgia c'ommissioner of Agriculture Tommy Irvin. "Abit Massey and The Georgia Poultry Federation helped rally support from the poultry industry. We advocated for the prompt disposal of the birds and sought companies to assist in providing feed, workers and services. Wimpey .Poultry, Tommy Bagwell of American .Protein Inc., and Jerry Lahe of Claxton Poultry have all provided assistance," said Commissioner Irvin. "Approximately 1.2 million birds were involved;'' said Irvin. "About 550,000 of th'ose were in critical condition and were provided feed until they could be humanely euthanized and propedy disposed."
