Manage Garden, Lawn In Termite Case crop Disaster Pro.gram-P~ynients To Protect Water Quality Orders assessing more than $10 million in civil penalties were sent April 12 to four principrus involved in the failure to properly treat some 4,200 homes for termites, according to Georgia Department . of Agriculture Commissioner Tommy Irvin. Named in the orders were: * RSA Services Termite .& Pest Control, Inc., assessed $4.2 million; * RS. Andrews Enterprises, Inc., parent company of RSA services, assessed $4.2 million; * Douglas Couch, designated certified operatOr (person legally in charge of the company) from February 1996 to June 1999, assessed $1.65 million; 'to * Craig Carlisle, designated certified operator '.fioin Jilife 1999 :Febiiiaty 2000, assessed $90,000. The principals named in the orders. have ten days from receipt of the orders to request a hearing on the monetary penalties. Ariy order on which a hearing is requested will be stayed until the final decision of Commissioner Irvin. "Since . February 19th, when I announced the violations, my staff has been working to try and resolve this i~sue so that the homes that were not treated . during construction wquld be. My staff indicates this has not happened satisfactorily," Irvin said. "Prior to the violation charges, my staff had given the company and its. mariagement nearly a year to bring the hoines into treatment compliance. I regret that we had to reach this point." The U.S. Department of Agriculture's. Farm Service Agency has issued over $60 ,, million in 2000 Crop Disaster .Program.. (CDP) payments to Georgia farmers, according to Teresa Lasseter, Georgia FSA state executive director. The USDA's Crop Disaster Program provides financial assistance to farmers who are eligible for compensation for crop losses directly attributed to adverse weather and related conditions. . 'This money will help producers who suffered agricultural crop losses last year," said Lasseter. 'The program sign-up period began in January and applications are still being accepted at local FSA offices." Worth and Dooly FSA county offices have paid the highest amount in. CDP ,,,_ ._, ....... - -- .... - . - *" payments - about $3.5 million from each county office. Producers in at least 76 counties have received CDP payments to date. ''Requests for additional paymentS are pouring in everyday," said Lasseter. "Cotton and hay were the crops most affected.", . Unlike last year, fundi.ng for the~ 2000 CDP is not limited, said. Lasseter. Because it has been fully funded this year, farmers are receiving 100 percent of their final . calculated payments, she added. Year 2000 CDP payments are calculated at 65 percent of the county rate for insured and non-insurable crops. For crops. that are insurabl~ in the county, but for which the producer did not purchase .insurance, the payment will be calculated at 60 percent of the county rate. ' ' . But . water quality data reveals that homeowners are more likely than farmers to be contaminating our waterways. Georgia gardeners often apply fertiijzers and pesticides with the notion that "if .a little is good, more must be better." But that approach doesn't wash. The U.S. Geological Survey collected water quality samples from March 1993 through April 1994 from one urban and two agricultural watersheds in the Apalachicola-Chattahoochee-Flint and OCmulgee river.basins. - They analyzed the samples for 84 commonly used pesticides. And they detected more pesticides, at .generally higher concentrations, in water from the . urban sample$ than iri the farm watersheds~ .The National Academy of Sciences said homeowners tend1 to use as much as lff times more chemicals per acre on their Ia\vns than farmers use on their lands. . . Farmers know from experience not to use more fertilizer and pesticides th3n their crops need. Landscape professionals who treat .urban landscapes are trained in pesticide application, too. But homeowners have little financial or regulatory incentive to apply fertilizers and pesticides correctly. And acc~rding to a - 1999 Georgia.gardening survey, 76 percent of homeowners do their own lawn . m.aintenance and pest control. If these early projections prove accurate, peanut acreage will total 480,000 acres, 12,000 . Pesticides are toxins. Large quantities in rivers, streams and lakes can cause fish kills. In Big Creek Watershed ln Alpharetta, Aphids an~ tiny insects about 1/16 to 1/8 inch long, usually light green~ red or black. They arrive in the spring and damage tender new growth. Soybean acreage for 2001 is expected Division of the Georgia Department of J .J to increase to 200,000 acres; 20,000 acres Natural Resources. A fresh Vidalia onion has a light gol~en-brown bulb and white interior. Its _shape is roundt:d on the bottom and somewhat flat on the top or stem end. Look for firm onions that are not decayed or blemished. There should be no sprouts attached and the skins should be dry. The real key to enjoying your Vidalia onions is storing them properly at home. They should be kept cool, dry and separate. You can place them on a screen or wire rack as long as they don't touch one another. Most pe0ple use pantyhose. to store their Vidalia onions, The onions are placed individually in or 11 percent above 2000. Provided these .early _plans materialize, soybean planting in Georgia will be the second lowest since 1964, while the lowest since 1964 was last year. (Continued on Page 11 The University of Georgia.
