Black History Month, a tradition since 1926, is celebrated in Georgia and across the U.S. during February. The Georgia Department of Agriculture recognizes the works and efforts of African-American farmers during this time of celebration, as well as honors the contributions that African-Americans have made to all walks of American life. According to the Martin Luther King, Jr. Memorial Library in Washington, D.C., Dr. Carter G. Woodson, a noted AfricanAmerican author and scholar, started what was then called Negro History Week in 1926 to educate non-black Americans about black American culture and history, and to engender pride among AfricanAmericans. A son of former slaves, Woodson founded the Association for the Study of Afro-American Life and History (ASALH) in 1915. ASALH still promotes Black History Month by distributing 'information to school, colleges, libraries and other institutions. Why was February chosen for the celebration? As public concern over the proper use of pesticides and their potential impact on the environment continues to increase, the vital role of the Pesticides Division of the Georgia Department of Agriculture becomes more evident. The Pesticides Division regulates the pest control industry through the licensing of all exterminator and other pesticide contracting companies and the registering of all pesticides used in Georgia. But this is just one of many functions of this division. This division also is involved in groundwater protection, and cooperates closely with the U.S. Environmental Protection Agency in implementing water protection rules. Field agents of the Pesticides Division investigate numerous complaints of alleged pesticide misuse, which enables the Department to take appropriate regulatory action. Staff additions and comprehensive training also has enabled the division to better respond to the growing complexity of regulatory issues its inspectors confront in the field. Department Schedules Annual Contest March 22 is designated as Agriculture Day in Georgia for 2000. To highlight the vital contributions farmers and agribusinesses make to our state and nation, the Georgia Department of Agriculture and the Georgia Agriculture in the Classroom Council Inc, are sponsoring an essay and photo/art contest for Georgia students. The theme for this year's contest is: "My Vision of Agriculture in the Millennium and Beyond." The contest has two primary categories - written and visual art. The written category is open to students in grades 4-8 and 9-12, while the visual art category is open to all age groups and includes both photos and artwork. On a new installation, check it every three to four weeks to determine buildup rates. Clean once a season or when a quarter-inch of creosote accumulates. The top portion of perennials may be completely dormant; however, the roots do not acclimate to freezing temperatures. Although Georgia soils rarely freeze, a three- to five-inch layer of organic mulch over the roots will provide protection. Cutting them back after the first frost and covering them with six to eight inches of shredded leaves can winterize some annuals. The Putnam County.Future Farmers of America Dairy Judging Team recently won the National Championship against 44 other state teams in the National FFA Dairy Judging Contest at the 72nd National FFA Convention in Louisville, Ky. As National Champions, the team has received an invitation to participate in the International Dairy Cattle Judging Contest scheduled for Edinburgh, Scotland, in June, 2000. Applicants also must apply for a license to use the Georgia Department of Agriculture's U.S. Certification Mark. Anyone using the term "Vidalia" in connection with or on onions must first register with the Commissioner of Agriculture. According to the Rules of the ''.Vidalia Onion Act of 1986", handling requirements specify that all Vidalia onions be initially packed only in the Vidalia Onion Production Area and that no Vidalia onions may be shipped from that area in bulk except as may be authorized by the rules. All Vidalia onions offered for sale also must meet specific grade and size requirements. The GFC urges each county to participate by planting at least one representative tree that will qualify as part of the Governor's Millennium Grove. Each tree will be planted as part of a special Arbor Day ceremony. GFC representatives and local officials will launch the year-long Century Tree Challenge beginning on Arbor Day 2000 and ending Arbor Day 2001. To participate, communities or groups must plant a tree on a public site, such as a courthouse lawn, cemetery, or public park. The species may be oak, magnolia, or any other type with the potential to live for a century. The community must maintain the tree for a minimum of two years and provide a survival data report to the Georgia Forestry Commission. After the two-year requirements are met, a Century Tree Plaque will be awarded to the community and the tree will be granted Century Tree historical status. Century Trees may be planted separately or as part of the Millennium Grove. Also incorporated in the programs is a national level project, titled Millennium Green, sponsored by the White House. As a prerequisite for planting a .Millennium Grove or Century Tree, communities must complete a Millennium Green application that will be available from www.millenniumgreen.usda.gov web site. Readers should bear in mind that Georgia commodity prices are affected by market conditions throughout the U.S. Outlook Briefs Wheat Market Update. The rally in July 2000 wheat futures ran into resistance at the 50% retracement level of the long down trend from last year. Prices for the new crop rallied from a low of $2.56 in mid-December to a high of $2.90 on January 24 before turning slightly lower since. This rally gives us an opportunity to begin selling our new crop at prices above the likely season average price. It's difficult to make sales into a rally, but this one has shown fatigue and may be nearing its end. Corn Market Situation. December com futures are trading at nearly a 30cent premium to nearby futures so we need to keep our eye on the correct ball as we try to hit a home run in the new crop game. New crop prices have rallied sharply since late November and have surpassed the $2.50 level for the first time since last summer. This rally has met most all technical targets and now needs a further boost from the fundamental side to keep going higher. Now is a good time to begin forward pricing 2000 com that needs to be sold off the combine. Price may go higher but the odds favor lower prices this fall. Soybean Market Overview. November soybean futures are behaving like the market needs to attract acreage this fall. Hardly the case. The world is awash with oilseeds including the large U.S. stick pile and big European and Canadian rapeseed crops. The crop in South America will be near the last three-year average but down slightly from last year. Norietheless, we will still have plenty of oilseeds to meet projected use during the 2000-2001 marketing year. The plentiful supplies coupled with projections of increased U.S. soybean Extension Service Holds Plant Sales Gwinnett County Extension Service is holding its 17th Annual Plant Sale, offering three improved varieties of crape myrtles, improved releases from the U.S. National Arboretum. The plants have a high resistance to powdery mildew disease and aie about one foot tall, growing rapidly to a height of 12 feet or more. They also have a very distinctive exfoliating bark. Cost is four dollars each. Two varieties of thomless blackberries - Arapaho and Navaho - are available in one-gallon pots. These easy-to-care-for plants are also four dollars each. Ten vanetles of three-year-old blueberry bushes are available for eight dollars each: Climax, Brightwell, Premier, Austin (early season), Bluebell, Tifblue, Powderblue (mid-season), Delite, Centurion and Baldwin (late season). Milk prices ended the 1999 year at levels about $6 per hundredweight )ower than the year before and 2000 will start with the lowest prices since 1978. Why? Commercial disappearance of milk and dairy products has been very good, up 2.4% for the first 10 months of 1999. But, milk production was also excellent. Preliminary estimates are that U.S. milk production for 1999 was 162.7 billion pounds, up 3.4% from the 157.4 billion pounds produced in 1998. This strong growth in production occurred primarily in the western U.S. For example, California produced 30.459 billion pounds, an increase of 10.3%. Idaho had an increase of 11.6%. - These increases are much stronger than what was experienced in the South. Only Florida and Georgia had increases - in production. Florida was up about 2%, while Georgia had an increase of just 1%. Beef Cattle Numbers Decline Good Times Are Here. 1999 was likely the last year of declining beef cattle numbers. According to the latest cattle inve~tory report, we began the year with about 1% fewer cows than in 1999. Total cattle numbers in Georgia were estimated as increasing by about 1% with beef cow numbers the same as in 1999. The US beef cow decline began in 1996 as producers began to suffer through three years of poor prices. Beef cattle numbers are now lower than the 1990 numbers whicl!_pr9yided the._m<:>re. than $1 per pound pnces of the early 1990s. As producers begin to rebuild their herds in 2000, beef supplies will drop even further, setting the stage for several years of good prices.
