No. 35 JitJg7 CaldeJt Paulownia Trees Offer Alternative for Farmers My first 13 acres of Paulownia trees were planted in May 1998, were cut off at ground level in March 1999 to permit full root development, and the largest of them is now about 30 feet high and already eight inches in diameter at breast height. Although the average size is smaller because of the unprecedented drought, I'm surprised at their rapid growth, and we've just finished planting another 25 acres inside the city limits of Plains. Originally from China, the Paulownia tomentosa is found in many places in the United States, cominonly established as a beautiful shade tree. 'carolinia', is patented by Carolina Pacific. It grows much more rapidly, has an extremely thin bark, and lumber from it is highly desirable for many construction uses. Classified as a hardwood, it is lightweight but strong, often used as bracing for the hulls of high-speed racing boats, and is very slow to burn. Sandwiched between thin metal sheets, Paulownia provides fire doors that will withstand intense heat for long periods. Advertising Guidelines .....page 2 Ad Form ..............................page 3 Georgia Cooking ..................page 5 Bulletin Calendar .....page 10 The Georgia Department ofAgriculture would like to remind motorists in the state that its Fuel and Measures Division has no control over the price of gasoline, but that it does have a lot to do with the quality of motors fuels that consumers receive and the accuracy of gasoline pumps. In fact, the regulation of motor fuel quality is an important responsibility in the Department's mission to protect consumers and farmers. The Fuel and Measures Division monitors the wholesale distribution and retail sales of a tremendous amount of petroleum products. Georgia currently ranks ninth nationally with annual gasoline sales of over four billion gallons and ranks fifth in diesel fuel marketing with yearly sales exceeding one billion gallons. The Department also inspects aviation fuels and kerosene. Retail gas pumps, terminal and transport. truck meters are tested to assure accurate delivery, and station signs are monitored to verify that advertised prices are the same as those on the pumps. Also, petroleum storage tanks are checked for potential water or contamination problems. Because of these inspections, Georgia motorists have relatively few problems related to fuel quality. The number of gasoline pumps tested out of tolerance has been minimal over the past few years, and much lower percentage-wise than the national average. That kind of quality control is important not only to gasoline consumers but also to Georgia's rural communities where diesel fuel is used in farming operations and home heating. In addition to routine petroleum inspections at retail and distribution points, the Department promptly responds to consumer and industry requests. Although the Division has over 100,000 retail gasoline pumps to monitor, fuel oil inspectors give first priority to consumer complaints. Any suspected instance of adulterated gas, inaccurate pumps or deceptive advertising is immediately investigated, usually within one working day. Samples of products are routinely taken to the fuel oil laboratory in Forest Park, where they are analyzed for compliance with octane rating, volatility and numerous other standards of product quality and performance. Failure to meet quality specifications results in a "stop-sale order," and the product will be locked until the violation is corrected. The petroleum inspection program is designed to protect and benefit both the motorist and retailer. The system has worked so well in Georgia_ that several other states have adopted similar inspection programs. I am about to replace fescue with another grass with more heat resistance and one that uses less water. I was thinking about ELTORO zoysia. However, since this is a relatively new grass to Georgia I wonder if there are any comparisons available that would compare the various Georgia zoysias against each other. Our warm-season grasses (Bermuda, zoysia, etc.) are quite different in fertilization requirements, shade, and drought tolerance than cool season grasses such as fescue. Auburn University has a publication, which is quite good and compares the different cultivars of zoysia. Bermuda and zoysia are both good grasses. However, Bermuda is somewhat more drought tolerant with the ability to go up to three weeks between irrigation. The hybrid Bermudas are sterile and must be either established by sod or sprigging. Page 12 Fish, Wildlife Service Clarifies Baiting Rules The U.S. Fish and Wildlife Service has clarified federal waterfowl and dove baiting regulations, making minor changes in enforcement policy and offering guidance that will make it easier for hunters to understand the circumstances under which they can hunt legally over agricultural lands this fall. The Service;which revised the baiting rules last year to promote the restoration and creation of. habitat for migratory birds, has re-examined three areas of concern to ensure uniform interpretation of the regulations. "Some minor confusion occurred during the first year of implementation, but we hope that the guidance provided to our officers, their state counterparts, and hunters this summer will effectively address these concerns," said Kevin Adams, chief, Office of Law Enforcement. "We also plan to revise the relevant. sections of the regulations to avoid any future uncertainty about when hunting is or is not legal." For example, federal regulations allow the hunting of all migratory game birds over seeds or grains scattered as the result of a normal agricultural planting, harvesting, or post-harvest manipulation. The rules, however, define a normal planting as one "undertaken for the purpose of producing and gathering a crop" conducted in accordance with official recommendations of U.S. Department of Agriculture (USDA) and state Extension specialists. That definition unintentionally differentiates between fields planted with the intent to harvest a crop and fields planted for pasture improvements, livestock grazing, haying, and similar purposes, seemingly making it unlawful to hunt over seeds or grains scattered by these legitimate agricultural plantings. "We've told our officers that compliance with official USDA recommendations should be the overriding criterion for evaluating whether an agricultural planting is normal, not the intent of the planting," Adams explained. Grains or seeds present from plantings for pasture improvements, grazing, haying, or related activities completed in accordance with USDA recommendations do not constitute bait, and hunters may hunt waterfowl and other migratory game birds in areas where such plantings have occurred. The Service has also clarified the agency's position with respect to hunting migratory game birds near or over wildlife food plots. The USDA recognizes the planting of wildlife food plots as a normal agricultural operation in some states. Paulownia Trees (Continued from Page 1) For centuries, its primary use in China . and Japan has been in the construction of furniture, and last winter I used some eight-inch Paulownia boards from sixyear-old North Carolina trees to make a large glass-fronted display case. (It brought a hefty price at a public charity auction). The wood is very stable, planes and finishes easily, and is beautiful in appearance. Planted 12 feet apart, it takes 300 Paulowriia seedlings per acre, and under normal conditions the mature trees (12 inches in diameter) will be harvested five years later. Sprouts then emerge from the stump, the best one is selected, and a new tree grows on the original root system to be cut for lumber about five years thereafter. This may be an attractive opportunity for farmers who want to diversify their woodlands or replace some of their existing cash crops. There is one important warning that I should emphasize: Paulownias require a lot more care than pine trees. The seedlings need to be planted when there is plenty of soil moisture or watered until the root system is established, cut off at ground level after a year of growth, moderately fertilized, and the lower limbs removed to prevent knotholes in the lumber. Most active farmers who produce peanuts, tobacco, or vegetable crops would be able to do this work for themselves. Drought Causes Three State Parks to Close Beaches If this were a typical summer, all of the beaches at Georgia's state parks would be filled with children and teens enjoying the sand and water. However, because of this year's drought, three state parks have been forced to close their swimming beaches, according to the Georgia Department of Natural Resources. Hart State Park on Lake Hartwell, Mistletoe and Elijah Clark State Parks on Clarks Hill Lake closed their beaches in early August as lake levels dropped their lowest in recent years. Both Tugaloo State Park on Lake Hartwell and Fort Yargo State Park near Wmder have been able to keep their beaches open despite low lake levels. Other state parks such as Vogel and John Tanner have reported no problems with their swimming beaches, although John Tanner State Park's beach willCIO~-- after Labor Day for repairs on its dam. "In some cases, the water's edge doesn't even reach the designated swimming area," said Georgia's State Park Director Burt Weerts. "We know that some visitors will be disappointed when they can't swim, but in this case, Mother Nature has the last word." Park visitors escaping the summer heat also may swim in the numerous pools located within the state parks. Most are open only during weekends since lifeguards have returned to school during the week. "If you are visiting a state park specifically to swim, we suggest you call the park first to make sure that swimming pools and beaches will be open during your visit," said Weerts. "And remember that Labor Day will bt::: the last day that swimming pools are open, while our beaches are normally open yearcround when water levels are sufficient."
