After all, it did help him produce the record wheat yield he'd dreamed of growing for years. "I've been wanting to do it all along," Godwin said. "But it just never quite got there." Godwin had gotten close to making 100 bushels per acre before, only missing his goal by one or two bushels. But this year, after 15 years of trying, he smashed through the hundred-bushel-per-acre barrier, averaging an unheard-of 135 bushels per acre. That:s the most wheat grown by an individual farmer since the University of Georgia started keeping records iif the early 1980s. To put the extraordinary yield into perspective, Godwin's average was more than two and a half times the state average of 52 bushels per acre, which was itself the highest state average since 1866. "Certainly, the dry weather had a great impact in April and May on our wheat yields," said Dewey Lee, a wheat specialist with the UGA College of Agricultural and Envrronmental Sciences. Dry weather late in the growing season helps keep down wheat diseases, he said, that could have hurt production. Besides a record-setting yield, Godwin got another benefit. He grew exceptionally high-quality wheat, which raises even more the price he will get for his crop. Godwin, who grew 200 acres of wheat, could have competition next year if other growers follow a prescription on ways to improve wheat in a booklet available at county extension offices. Lee, one of the booklet authors, said farmers who follow the guidelines can increase their yields significantly. The wheat inay help some farmers stay in business, providing money to help fight the drought's more detrimental effects. "That additional cash, the extra yield, certainly helped them greatly," Lee said. Godwin has only one regret. "Now, I sorta wish I had gone ahead and planted more wheat,'' he said. Other Georgia farmers might wish that, too. While their 240,000 acres of wheat prospered this year, the drought devastated most of their 340,000 acres of com. The Georgia com crop, only 20 percent harvested, is 72 percent mature, and the Georgia Agricultural Statistics Service rates 51 percent poor or very poor. The record wheat harvest is complete. Wednesday August 23, 2000 Relief on the Way for Some USDA Farm Loan Borrowers The U.S. Department of Agriculture recently announced changes in regulations that could bring relief to farmers who are facing repayment of a portion of their debt that was forgiven by the federal government a decade ago. As a condition of debt write-down made available since the late 1980s, Federal farm borrowers were required to sign a Shared Appreciation Agreement (SAA), under which the government could recapture a portion of the debt forgiven if the fann appreciated in value during the 10-year term of the agreement. This program has made it possible for thousands of borrowers who were unable to pay their debts to avoid foreclosure and continue their farming operations. The SAA commits the borrower to repay 70 percent during the first four years and 50 percent of any positive appreciation in the fann's value, up to the amount written off, from the fifth to the 10th year of the agreement if certain actions occurred. The revised regulation, which will take effect upon its publication in the Federal Register, makes three key changes in the SAA: (1) It provides a deduction for ce~ capital improvements to the farm in determining appreciation, possibly reducing the amount of recapture due; (2) allows recapture to be paid off over a 25year period in most instances at a special low interest rate; and (3) reduces the terms of new SAAs from 10 years to five. Regulatory changes made last year allowed SAA borrowers with agreements maturing in 1999 and 2000 to suspend payment of recapture for up to three years if they could not pay. The benefits ofthe latest changes will be available to all borrowers whose SAA accounts currently are in suspension, as well as those whose agreements mature in this and succeeding years. Copyright 2000 Free Workshops Offered for Forest LandowneI:S A series of free workshops will be offered in October for landowners. who own or manage forestland in Georgia. The workshops will offer discussions on topics including: pine and hardwood management; wildlife management practices; funding and services available; economic issues related to long-term investments, tax credits, depreciation plantings; and how to market and sell your timber. The final workshop will feature a reception so landowners can talk to private forest consultants, timber buyers, and seedling nursery owners, among others. They seem to be swarming about two to three feet above the lawn. Do you have any suggestions? June bugs are related to the Japanese beetle and can be treated the same. You may spray with liquid Sevin, which can be bought at almost any garden store. While it is relatively safe, repeated use can result in a buildup of mites. Sevin is also poisonous to bees, which pollinate flowers, so do not use the dust form on flowering plants visited by bees. Lawns may be treated with Diazinon. To get the insecticide down to the grubs, you must water the lawn after treatment with approximately a half inch. of water. It is very important to read and follow all label directions as improper use of insecticides may affect human and animal health What are the requirements to operate a*k*e*nnel and where would I find the laws? Are each of the counties governed by their own laws? A copy of the rules and regulations for the state of Georgia can be obtained by writing to the Georgia Department of Agriculture, Office of Animal Protection, 19 MLK, Jr. Drive, Atlanta, GA 30334. The Department governs breeding kennels and boarding kennels. The local government may have regulations regarding how many animals you may have on your property and/or may have kennel regulations of their own. You will need to check with your zoning department or local animal control office for any local ordinances.
