Dr. Ken Breeden, Commissioner of the Department of Technical and Adult Education has stated: "One of the most significant changes in education over the past decade is the potential for delivery of instruction over the World Wide Web. Access to high-quality technical programs and services, available anywhere, anytime, supported by qualified faculty and staff, and backed up by an educational warranty can only be found at one place - at the Georgia Virtual Technical College." Our guest columnist this week is Debbie Dlugolenski, president, Georgia Virtual Technical College, 8100 Sagl Parkway, Covington, GA 30014, (770) 784-3136, www.GVTC.org A primary mission of GVTC is to remove the obstacles of time and place in order to provide educational opportunities by developing and delivering innovative, affordable programs and training. GVTC does this through the use of advanced technology and by providing a means for learners to obtain formal recognition of the skills and knowledge obtained outside a traditional higher education context (campus). In the Spring of 2000, GVTC offered 156 on-line courses and had an enrollment of over 1400 students. Some of the programs of study offered were: information technology, business, English, math, algebra, marketing, entrepreneurship, principals of management, drafting, allied health, and many more. More courses are being added each quarter. Courses are offered in such a manner that there are many entry and exit points. Many courses lead to Technical Certificates of Credit; many of those courses can be rolled into a diploma and then an associate degree. Through articulation agreements between the Georgia Department of Technology and adult education, the University System, and some private colleges, credits can be transferred in order to pursue a four-year degree. Many of you are already familiar with DTAE through its technical institutes and satellite centers located around the state. (Continued on Page 12) Wednesday July 19, 2000 Copyright 2000 Irvin Asks Governor to Request Disaster Designation Georgia Commissioner of Agriculture Tommy Irvin has asked Gov. Roy Barnes to officially request that United States Department of Agriculture Secretary Dan Glickman declare all of Georgia's 159 counties disaster areas due to drought. The request comes following last week's meeting of USDA's State Emergency Board in Athens which reviewed damage assessment reports from across the state. The reports showed sufficient production losses to warrant disaster area designation, said Irvin. Disaster area designation will allow farms in qualifying counties to be eligible to be considered for low-interest emergency loans from USDA's Farm Service Agency. Each application for an emergency loan will be considered on its owh merits, taking into account the extent of losses, security available, repayment ability and other eligibility requirements. Mosquito Control Helps Prevent Spread of Virus Mosquitoes are considered one of the most annoying insect pests because the itching and irritation caused by their bites. But these insects also are undesirable because they carry diseases. For this reason, many counties and municipalities have control programs to reduce mosquito populations. One of the viruses transmitted by mosquitoes is the West Nile virus. The virus, which had never been reported in the United States until last year, resulted in 62 cases of encephalitis in the Northeast. The Centers for Disease Control and Prevention has determined that the virus found in those infected last year was (Continued on Page 12) Special Handicraft Issue See Pages 10-11 Emergency Haying Authorized On CRP Acreage Agriculture Secretary Dan Glickman has announced that emergency haying will be permitted on some Conservation Reserve Program (CRP) acres in areas of the country hit hardest by this year's drought. CRP is a voluntary program that offers annual rental payments and cost-share assist.ail.cc t:o establish long-term resource-conserving cover on eligible land. This action will permit approved CRP participants to harvest hay on CRP acreage, providing supplemental forage to producers whose pastures have been decimated by drought. To be approved for emergency haying, a county must have suffered at least a 40 percent loss of normal moisture and forage for the preceding four-month qualifying period. USDA will determine which counties will be approved for haying and will require CRP participants to submit applications with their local Farm Service Agency (FSA) offices. Haying may be authorized until August 31, 2000, or until disaster conditions no longer exist - whichever comes first. For more information contact local FSA county offices or go to website: www.fsa.usda.gov Farm Life in 1870s Georgia Lives at Brookfield Plantation Because of the lack of existing structures from the 1870s, it's rather difficult for us to imagine what farm life was like in the days following the Civil War. You really hav-e to use your imagination to visualize what an 1875 agricultural operation would have looked like. However, there is just such an historic place in existence, and it's right here in Georgia. It's called Brookfield Plantation, and it's located "Only 35 1miles and 125 Years South of Atlanta" near Griffin, states the plantation's web page. The plantation, an historical special-events facility, was recreated to reflect Victorian era tradition in architecture, interior decor and garden design. Owned by Nick and Penny Ryder, the establishment includes an impressive main house, restored and furnished in the style of the 1870s; a large smokehouse that houses the plantation museum of artifacts of farm life in that era; an overseer's house; cook's cottage; carriage (Continued on Page 11) This smokehouse~ built in 1875 at historic Brookfield Plantation near Griffin, Ga., is one of the largest of its kind in the U.S. still in exis~enc~.
