No. 22 Put1ic Forums Scheduled For Greenspace Program The Georgia Department of Natural Resources will hold a series of forums to take public comment on proposed rules that will govern the Georgia Greenspace Program. The new program, which Gov. Roy Barnes signed into law on April 16, seeks to preserve 20 percent of the land area in developed and rapidly-developing counties. f'.or fiscal year 2001, the following 40 counties are eligible for grants from $30 million in appropriated funds: Barrow, Bartow, Bibb, Bryan, Bulloch, Camden, Carroll, Catoosa, Chatham, Cherokee, Clarke, Clayton, Cobb, Columbia, Coweta, DeKalb, Dougherty, Douglas, Effingham, Fayette, Floyd, Forsyth, Fulton, Glynn, Gwinnett, Hall, Henry, Houston, Jackson, Lee, Liberty, Lowndes, Murray, Muscogee, Newton, Paulding, Richmond, Rockdale, Walton, and Whitfield. A city is eligible to participate if it lies within an eligible county. Local governments can use the state . grants to purchase land for community greenspace which will protect "'.ater quality, scenery and historic resources; will offer informal recreation, such as free play, jogging, bicycling, hunting and fishing; and will connect homes, schools, parks, and local commercial districts with land for trails so people can walk or ride bicycles between them. If it wants to receive the funds, an eligible county must develop a local greenspace program. The local program sets a goal of permanently protecting at least 20 percent of the county's land area and identifies how this will be done. The county commits to using (Continued on Page 11) Pick Your Own Fruits and Vegetables See List on Pages 6-8 Wednesday May 31, 2000 Panel Urges More Preparedness To Better Deal With Droughts In its final report recently released, the National Drought Policy Commission recommended enhanced preparedness and coordination in an effort to better deal with the devastating threat and impact of droughts in the United States. The report comes following last year's_ severe drought which impacted much of the Eastern U.S. "We responded to last year's drought by declaring nearly 2,000 counties disaster areas and offering millions of federal dollars to help provide relief," said Agriculture Secretary Dan Glickman, the Commission's chairperson. "In addition to rapid response and needed emergency financial assistance, we must significantly upgrade our preventive efforts both within the government and among the public." The Commission, created by Congress in 1998, recommended that national drought policy favor preparedness over insurance, insurance over relief, and incentives to producers and others to plan for droughts. The group also asked Congress to establish a permanent National Drought Council to coordinate the many federal programs currentfy involved in drought issues and to foster partnerships with state and local governments, as well as nongovernmental groups. Glickman embraced the Commission's recommendations, calling them "a positive and well-reasoned set of ideas and legislative principles." Senator Pete Domenici and Congressman Joe Skeen, who helped create the Commission and served on it, also backed the recommendations in the final report. "Drought costs this nation over $6 billion a year in economic losses," pointed out retired Brigadier General Jack Kelly, director of the National Weather Service, who recently released a new three~month drought forecast. "Preparedness is critical if we are to minimize these impacts. Through a variety of National Weather Service products, we will continue to help the nation prepare for dr~mght." The drought commission report and related documents can be obtained on the Internet at http://www.fsa.usda.govIdrought. ht Gwia Bobwhite Quail Initiative Expands During the recent General Assembly session, lawmakers added three counties into the Georgia Department of Natural Resources' Bobwhite Quail Initiative habitat restoration program, managed by the Wildlife Resources Division. Colquitt, Crisp, and Mitchell counties were added into BQI to help restore declining populations for bobwhite quail. With the loss of habitat over the past 40 years came sharp declines of quail and songbird populations dependent upon early successional habitat. Cooperating BQI landowners have agreed to expand and maintain over 120 miles of hedgerows and borders for quail nesting cover and brood range. By creating hedgerows as a buffer along agricultural fields, landowners can create a similar habitat to what was once a naturally occurring "edge" where quail and other wildlife found food and shelter.
