"The first onions have begun to trickle into stores," said Irvin. "So far, it looks as though we are going to have an excellent crop this year. As we begin to enter the peak harvest time, I expect we will have plenty of onions to fill Georgia's demand and those of Vidalia fans across the nation and throughout the world." Farmers throughout the 20-cminty growing area began to harvest onions recently. The Georgia Department of Agriculture has been monitoring the maturity of this year's crop very closely after many onions were withheld from sale last year due to being premature. "A premature onion does not possess the characteristics or quality that should be associated with the Vidalia name," Irvin said. "It is important to us that only the highest-quality onions be sold as Vidalia and it looks like that is what we are going to be getting this year." The Vidalia onion crop brings around $60 million to Georgia's economy annually. During Vidalia season, the sweet onions are available at farmers' markets and grocery stores around the state. Vidalias are sweet, yellow onions grown exclusively in a 20-county region in Georgia, but loved by consumers all over North America. Their mild, sweet taste makes Vidalia onions more versatile than onions with a stronger taste. Vidalia onions normally are available from late April through midJuly. The crop is planted from September through February each year, with about 70 ,000 plants produced on each acre. Similar onion hybrids are grown in other parts of the country, but the combination of sandy soil and mild climate provide the Vidalia onion with its distinct flavor. Vidalia onions are a good source of Vitamin C and dietary fiber, whiie low in calories and fat, and cholesterol free. Glickman Announces Increased Payments For Conservation Reserve Program Signup Landowners can receive more money for participation in the Conservation Reserve Program continuous signup, according to the U.S. Department of Agriculture. The new financial incentives - totaling up to $350 million in the next three years - include signing bonuses and more money for installing and maintaining conservation practices. "Higher payments should persuade more landowners to participate, protecting even more environmentally sensitive land along streams, rivers, wetlands, and public water supplies," said Secretary of Agriculture Dan Glickman. "In difficult economic times for farm country, this additional $350 million will mean more cash in farmers' pockets." The continuous signup enhancements consist of additional economic incentives and updated rates including: *An up-front signing bonus of $10 per * Increases in maintenance rate incentives for certain practices involving tree planting, fencing, or water development. Between $2 to $5 per acre may be added to existing maintenance rate incentives. * Updated marginal pastureland rental rates nationwide to better reflect the market value of these lands. In many cases, rental rates increased with the update. The rule changes and incentives apply only to certain CRP continuous signup practices that generally include small acreage that provide high environmental benefits because of their impact on much larger areas. Up to $100 million in FY 2000 and $125 million in FY 2001 and (Continued on Page 11) My sister who lives in Valdosta is bringing me some plants from her beautiful flower garden. We tried this last . year, but for some reason most of the plants died. What can we do to make sure that the plants stay healthy this time? I live in the northern part of the state. The problems you encountered last year may not have been caused by anything that you or your sister did wrong. Many plants are hardy statewide, while others are dependable only in a portion of the state. When selecting plants for your landscape you should always choose plants that grow well in your area. You should contact your local county extension service for recommendations on the plants your sister should bring for transplanting. What. can you t*e*ll*me about growing peppers? Peppers are very tender plants, like eggplants, and are very susceptible to cold temperatures. Transplant pepper seedlings after the soil has warmed and the danger of frost is passed - in fact, too cool soil may inhibit pepper seedling growth. If the temperatures are too cold, leaves may yellow and flowers may drop off. Peppers do best in welldrained soil. Space pepper seedlings 1 1/2 to 2 feet apart in a row. Fertilize the area before transplanting pepper seedlings. Apply a side dressing of fertilizer once the plants have been in the ground about a month. Keep moisture consistent by mulching around pepper plants. Uniform .moisture is important all the way through to harvest time. Blossom-end rot is likely to occur if there is inconsistent moisture. Each year the Georgia Plant Selections Committee selects four plants as Georgia Gold Medal winners. The committee is composed of growers' landscapers' landscape designers, garden center managers, botanical garden horticulturists and University of Georgia faculty. A number of plants are reviewed, but only four are chosen: an annual flower, a herbaceous perennial, a shrub and a tree. Each plant is chosen for its durability, versatility, pest tolerance and consumer appeal. This week the Market Bulletin features the first in a series of articles on the Georgia Gold Medal winners for 2000. Alice oakleaf hydrangea (Hydrangea quercifolia 'Alice') is a strikingly bold deciduous shrub. The plant's large, oakshaped leaves and the 12-inch spikes of white blooms certainly get your attention. These shrubs fit into shrub borders, mass plantings or as edgings. along the border of the woods. Alice is a large shrub that mounds up to 12 feet tall and is nearly as wide when mature. In the spring, the plants are covered with leaves six to eight inches long, with five to seven lobes. Then, beginning in June, the plants will be nearly covered for three to four weeks with 10-to 14-inch spikes of white flowers. The individual sepals (petals) are creamy white and one inch across. As the sepals age, they fade to a rosy pink with a more subdued look. The plant's large, dark-green leaves change in fall to a rich wine or burgundy color that holds until November or December. As the leaves fall the thin branches with their exfoliating bark are revealed. The once dense shrub suddenly becomes open and airy, with branches covered with strips of papery cinnamon bark. Alice oakleaf hydrangeas will grow in full sun, but they are happiest in partial shade. They require good drainage for long-term survival with the best sites being those well-drained, acid soils that are irrigated during droughts; however, the plants are fairly drought-tolerant once established. These hydrangeas can be planted as balled and burlapped specimens or as plants from containers. They should be planted at their original depth, so be careful not to plant too deeply. Once the shrubs are planted, add two to three inches of an organic mulch to the planting beds, and water them weekly until they are established. Fertilize the plants in midspring and again in midsummer to (Continued on Page 11) Mr. and Mrs. Johnnny Balanger of Rockmart, Ga., gathered these 208 pounds of figs from their fig bush. THE MARKET BULLETIN Determine Organic Fertilizer Needs Organic gardeners place great emphasis on using natural minerals and organic fertilizers rather than manufactured ones to build their soil. But for those new to using organic materials in their gardens, there may be some uncertainty as to how much organic matter to use. The following guidelines, provided by Dr. Wayne McLaurin, horticulturist with the University of Georgia Extension Service, can help you in making this determination. If you use organic materials as all or part of your fertilizer program, you can calculate the proper amount to use from Prepare Garden Plants For Hot, Dry Weather With rainfall scarce throughout much of Georgia last spring and summer and limited rainfall this winter, gardeners need to plan for another hot, dry summer this year. Following are some suggestions from Dr. Wayne McLaurin, horticulturist with the University of Georgia College of Agricultural and Environmental Sciences, to help keep your plants supplied with sufficient moisture during a possible summer drought. Some plants, like newly planted-plants, may need special attention. These plants may have limited root systems, and March and April winds can dry new seedlings out in just a few hours. Also, remember that the larger the leaf on the plant, the greater the water Joss. Most garden plants can benefit from a deep watering each week, according to the soil type they are growing in. It's best to water deeply occasionally rather than with frequent shallow sprinklings. Apply one to one and one-half inches of water around the root zone of the plant. Keep in mind that roots may spread farther than you think. The size of the root system varies with the species, its age and the soil conditions. In general, though, the roots extend beyond the drip line (an imaginary circle around the plant at the widest spread). For instance, cantaloupes can have a root system 12 to 14 feet in diameter. Drip or trickle irrigation is the best method for gardens. These methods use 50 percent less water than conventional watering means and they place the water at the root zone so the plant can take it up more efficiently. In addition, these forms of irrigation won't wet the leaves either. The drier the plant foliage is kept, the less likely disease problems will develop. Newly-established plants and shallowrooted plants (which most vegetables are) can benefit from a layer of mulch. Mulch not only conserves soil moisture, but it helps keep weeds from choking the plant. Use a three- to four-inch layer of coarse material such as weed-free straw, chopped leaves or shredded bark. Pick-Your-Own Edition Scheduled for May 31 The Market Bulletin will publish its special Pick-Your-Own Listing for fruits and vegetables on May 31. If you would like your farm listed in this section, please send your notice to our office by May 17. Your notice should include your name, county, address, approximate availability, telephone number and area code, and any comments on your operation. Any additional information provided may be edited due to space limitations. the guidelines recommended by a soil test. First, learn the fertility values-nitrogen (N), phosphate (P205) and potash (K20)of organic sources of nutrients. Calculate the nitrogen recommendation first. For example, suppose your soil test recommends 10 pounds of 5-10-15 per 1,000 square feet of garden and you want to use blood meal (12-1.5-.6) for your nitrogen source. Just divide the nitrogen number of the inorganic source (5) by the nitrogen number of the blood meal (12). Multiply this result times the pounds of inorganic fertilizer recommended. Suppose you then want to use steamed bone meal (about 1-11-0) for a phosphorus source. Since the organic phosphorus number (11) is close to the phosphorus number in 5-10-15, use 9 or 10 pounds of steamed bone meal for 1,000 square feet. You may want to use wood ashes for your potassium needs. Wood ashes have a wide range of fertility but can be approximated at 0-1-5. Since wood ashes have one-third of the amount of potassium as 5-10c15, just triple the inorganic recommendation in pounds. That is, 30 pounds of wood ashes equals 10 pounds of 5-10-15 in potassium content. Wood ashes have a high liming capacity and contain a small amount of phosphorus. If your soil needs lime, 30 pounds of wood ashes would be fine for 1,000 square feet; however, if it doesn't need lime use another source of potassium, such as animal manure, or cut back on the amount of ashes applied. If you use wood ashes, because of their phosphorus content, you 'II need to reduce the main source of phosphorus a little. So, assuming you use blood meal, bone meal and wood ashes, the equivalent to 10 pounds of 5-10-15 is 14.l pounds of blood meal, nine pounds of bone meal, and 30 pounds of wood ashes. See page 11 for a chart showing the mineral value of other organic materials. Gwm liulll6lluJ Labor Dept. Surveys Wages, Practices The Georgia Department of Labor is currently conducting a mail survey of wages and practices in the green industry. Due to our state's robust economy and the resulting labor shortage, growers are turning more and more frequently to the H2A program to bring in guest workers from other countries for nursery/greenhouse work and to meet other short-term labor needs. The H2A program requires growers to pay prevailing wages, as determined by these surveys. Survey calculation methods, based on federal guidelines, are extremely sensitive, and can be greatly skewed by lack of participation and/or the exclusion of significant growers. In order to meet growing labor needs, growers may be forced to participate in this program, and their profitability, or lack thereof, could be greatly influenced by their failure to participate in the survey. All .information is confidential, and will be used only in the aggregate and is not identifiable by individual grower. The Georgia Department of Labor urges recipients of its Nursery/Greenhouse Worker Survey to complete the questionnaire and return it in th~ postage- paid envelope. If you have questions regarding the survey, please call Sherri Wilson or Jean Denson at (404) 656- 3164. USDA Announces Pork Referendum Procedures Proposed procedures for the upcoming referendum on continuation of the pork checkoff program recently were announced by the U.S. Department of Agriculture. "This is a very important issue, and I encourage folks to comment on these proposed regulations," said. Secretary of Agriculture Dan Glickman. "I want to make sure that the rules for the referendum are absolutely clear and understood by pork producers around the country so we can have a fair referendum on the checkoff." The propo.sed rules will establish a two-day period for in-person voting and a four-week absentee ballot period for producers. Voting will take place at the Farm Service Agency county offices, and FSA employees will count the ballots, determine the eligibility of challenged voters, and report the results. Importers will cast their ballots by mail. The Secretary will consider all comments received up to 30 days after publication of the proposed rules before issuing final rules setting the date for the referendum. The referendum will be paid for with USDA funds. Comments, postmarked no later than May 18, may be sent to Ralph L.
