The best way to detect termites is to consult with professional pest control operators and have annual inspections. A homeowner can help by maintaining a constant vigil for signs of the termites, including looking for mud tubes on slabs, foundations or piers. These tubes are a sure sign of termite presence, but may represent an oid infestation. Tiny holes appearing in walls or ceilings should be examined by a trained professional to determine whether termites or other wooddestroying insects caused them. While a few flying termites may come into a home during swarming season, the appearance of more than a few flying termites and termite wings inside the home may indicate an active colony hidden within the walls of a home. *** Will having my home chemically treated for termites totally eliminate all future problems with this pest? Although treating your home will help to protect it from termite damage, you can reduce some of the risks of The Georgia Department of Agriculture's legislative agenda for the 2000 session of the General Assembly included nine bills that cover a wide range of regulatory issues, from dairy processing to organic agriculture. All nine of these bills were passed by the General Assembly and are awaiting the signature of the Governor. Senate Action SB 330: Sponsored by Sen. Ragan of the 11th and co-sponsored by Sens. Meyer von Bremen of the 12th, Blitch of the 7th and Jackson of the 50th. The Georgia Department of Agriculture works cooperatively with the U.S. Department of Agriculture in a number of regulatory matters; the control of livestock diseases is a major issue that is addressed by both federal and state inspectors. USDA currently charges a user fee to quarantine animals (to control importation of new and existing animal diseases) imported to Georgia at Hartsfield International Airport, but GDA is not authorized to collect fees for this purpose. SB 330 allows the Department to collect fees for this service on the same scale as USDA. SB 331: Sponsored by Sen. Ragan of von Bremen of the 12th, Blitch of the 7th and Jackson of the 50th. When a major food processor in South Georgia went bankrupt in 1999, many producers were left holding the bag on credit accounts the processor had established with them. The reason: because the defaulting business hel4 a food sales establishment license in Georgia, the business was exempt from holding a surety bond that is required of those purchasing raw agricultural products on credit. This legislation will close this loophole while continuing the exemption for food sales establishments that employ fewer than 10 people. ' SB 331 also requires that cotton dealers hold a surety bond much like the bonding required by produce dealers. It should be noted that during the .waning hours of the 2000 legislative session, the body of HB 1277 was attached to SB 331. This further action allows for the expansion of the Georgia Cotton Producers Indemnity Fund to include ginners as well as producers, but this will only be possible if approved by Congress. This particular piece of legislation ~rmply brings the state law up to date with the Federal Grade A Pasteurized Milk Ordinance (PMO), which was updated ~y the Interstate Milk Shippers Conference m May of 1999. The new_ Ordinan~e eliminates many redundancies found m the October 1997 version and re-organizes many of the Ordinance's administrative rules. HB 1138: Sponsored by Rep. Thanks to new technology and better disposal methods, some methods that are currently approved by law are outdated, and HB 1138 provides for the us~ ~f ne'."'er disposal means, specifically mcmeration. To extend this flexibility to the futllre, the .bill also allows for the Commissioner to approve new technolog~/disposal methods instead of approvmg them legislatively. HB 1139: Sponsored by Rep. This simple darry house-cleanmg bill clarifies the law as it pertains to ownership (or temporary possession) of dairy receptacles such as milk crates. As the law now stands, ownership of dairy receptacles by anyone besides the original processor is a violation of OCGA 26-2249. Passage of this legislation exempts members of the dairy industry, specifically distributors, who temporarily house (or possess) dairy receptacles before they are returned to their original owner. HB 1140: Sponsored by Rep. Reaves of the 178th and co-sponsored by Reps. Floyd of the 138th and Purcell of the 147th. Another dairy bill, this legislation authorizes the Commissioner to assess and collect monetary penalties for certain violations of the Georgia Dairy Act of 1980 such as sanitation violations. In the past, the Commissioner's only recourse for penalizing violators was t~ close the violating dairy or processmg plant (usually for two to three .days). Unfortunately, this results in closure after the sanitation violations have been corrected, and farms and plants are forced to dump clean and fresh milk or dairy products. Readers should 'bear in mind that Georgia commodity prices are affected by market conditions throughout the U.S. Outlook Briefs Cotton Market Entering Critical and Volatile Phase. The cotton market has made some wild swings in recent weeks - sending a caution flag to producers looking for ~arly pricin_g ;? opportunities on a portion of theu expected 2000 crop. Not fe~, the market outlook remains cautiously optimistic" that prices will regain momentum and move upward again. December 2000 cotton futures dropped almost 3 cents per pound duri~g March 15-27. At least some of this decline can be attributed to significant to heavy rainfall across most of the cottongrowing region from Texas to the Southeast. The prospect for improved planting moisture (perhaps to be accompanied by increased acres p~ant~d) was enough to send prices spualmg downward. Prices also appear to be wavering at what has been a general slowdown in the dramatic improvement of the world price or A-Index since roughly the first of the year. In its decline, however, the market has (at least for now) shown a willingness. to ignore the longer-range bulh~h conditions. Likely, the market will eventually recover its losses of late March. Long-range weather forecasts continue to call for drought during much of the growing season, wo.rld consumption is recovering, foreign stocks are declining, there is a general shortage of exportable good quality cotton and the Australian crop (now being harvested) is being hit by rainfall and subsequent quality concerns. The market (December futures) appears to have good support at the 59- to 60-cent level thus we would think that the downward slide has about run its course. A rally could eventually carry prices to the 64- to 66-cent level. . Our calculations suggest a scenario of about 63 to 65 cent combination of cash plus POP this fall. USDA's Prospective Plantings report will be issued on March 31 and could show as much as 15.5 to 16 million acres possible compared to 14.9 last year. If acreage is large, that will offset some of the weather concern. If weather cooperates, a crop of 19 million bales ~r more could be in the offing. At this juncture, it appears wise to not go into harvest completely unprotected. Corn Market Overview. New crop December 2000 com futures continue to move higher on fears of a dry spring and forecasts of continued La Nina effects lingering into the early summer. ~he contract poked to a life-of-contract h~gh of $2.64 in mid-March before settlmg back into a trading range in the high $2.50's. Chicago Board of Trade reports large speculators are holding net long positions and their purchases have fueled the rally. Added buying wi~l co~ti~ue the rally but if they change theu opmion and head for the door, look for a test of the congestion area bounded on the bottom near $2.43. Soybean Market Situation. November soybean futures continue to march higher on drought fears in the Midwest. The market seems undaunted by the South American harvest now in full swing. Georgia soybean gro_w_ers should use this rally as a forward pncmg opportunity. Fundamental projections call for much lower prices this fall IF rains come to the Midwest. Beginning a forward pricing program now is a prudent market risk management strategy. Wheat Market Conditions. July o! wheat futures contracts have turned south heading into the home stretch the winter wheat growing season. Timely rains arriving in many parts of the wheat . areas of the high plains means a9equate U.S. supplies along with large. world stocks. Prices are likely to contmue to trend lower into the harvest period. Dairy Outlook. U.S. milk production in February was up 8.2%. Most of t~e increase occurred in western states. This high production has resulted in the lowest prices seen in over 20 ye~s. Counties Eligible For Pasture Program State Executive Director Hanson Carter remindes farmers that they have until April 14 to sign up for the Pasture Recov~ry Program (PRP) at their local Farm Servi~e Agency (FSA) office. Twelve Georgia counties whose pastures were destroyed or damaged by severe drought in 1999 are eligible for financial assis~~e to help ~e establish forage crops. Eligible counties are: Banks, Barrow, Butts, Clarke, Clayton, Fayette, Henry, Jackson, Lamar, Madison, Mpnroe, Oconee, Pike, Spalding, Taylor, and Upson., The U.S. Department of Agricultllre has allocated $40 million for the program, nationally, while Georgia's share of the funds will depend on how many farmers apply for assistance..
