Wednesday October 27, 1999 Copyright 1999 Consumers May Pay Higher for Pumpkins Halloween is upon us, and therefore the season for buying pumpkins, but short crops could mean higher prices at the market, according to University of Georgia Extension Service scientists. "Our Georgia crop looks good if they got adequate rain or were irrigated," said Terry Kelley, a horticulturist with the UGA College of Agricultural and Environmental Sciences. "We always battle disease, and we had worse problems than normal this year with viruses. Because of this year's drought, nonirrigated pumpkins were smaller and Nine Georgia farms were recognized as Centennial Farms at a luncheon and awards fewer. The growing popularity of the conservation easement is due to several factors: the land remains in private hands; traditional uses such as hunting, fishing, timber management, and farming can continue; and the agreement to permanently protect the land is entirely voluntary. When certain conditions are met, tax savings may add to the incentives. Page 12 THE MARKET BULLETIN Conservation Easement Publications Available Two new publications are now available for private landowners interested in protecting .natural resources on their property, thanks to a cooperative agreement between the Georgia Land Trust Service Center and the Georgia Department of Natural Resources. These publications are designed to help landowners understand how conservation easements can benefit them and their land. These publications describe what a conservation easement is and how it can be used to protect wildlife habitat, forested land, agricultural land, greenways, historic sites, and other lands with important conservation values. The introductory brochure called "Conservation Easements: Resource Conservation Incentives for Georgia's Private Landowners" provides an overview of the options. More detailed information is provided in . a 28-page booklet called "A Landowner's Guide: Conservation Easements for Natural Resource Protection." The booklet provides legal and financial aspects and offers specific examples from Georgia. "With 92% of the land in Georgia privately held, this is an opportunity for landowners to contribute to the conservation of our natural resources," said Mike Harris, WRD Chief of the Nongame Wildlife & Natural Heritage Section, the section charged with cooperating in the promotion of these publications. "Many landowners do not even know what a conservation easement is, much less what it can do for them." A conservation easement is a legal instrument that a landowner can use in order to protect his or her property by voluntarily limiting certain activities on the land. Synopsis and Main Features: The new rule 40-13-3-.13 addresses importation, testing and treatment of equine imported from countries where Contagious Equine Metritis (CEM) is known to exist. It provides for a special permit for entry, quarantine of animals, entry application contents, holding premises requirements, and testing procedures for stallions, test mares aiid mares. This rule will permit equine owners to import equine and comply with the CEM quarantine process without shipping the animal to a facility in another state. This rule will insure that there is minimal risk of the spread of CEM to the state's equine population. Currently there is no permanent rule covering this subject.
