No. 39 "Dry Conditions Continue in Georgia Another dry week continued to hurt crop and pasture conditions, according to the Sept. 20 report from the Georgia Agricultural Statistics Service. Hurricane Floyd missed much of the state the week prior to this report with only part of the southeastern portion of the state receiving any of its raills. Topsoil moisture declined, as 87 percent of the state's soils had short to very short topsoil moisture compared with 81 percent previously. Com harvest continued as 89 percent of the crop was harvested, at last year's pace. The soybean condition decreased as 60 percent of the crop was in poor to very poor condition compared with 53 percent the previous week. Sorghum harvest continued ahead of last year and the fiveyear average pace. The condition of the crop remaining to be harvested declined. Cotton harvest continued slightly ahead of the five-year average pace. Peanut harvest continued with digging and threshing ahead oflast year's pace. Rain is needed to dig dryland peanuts in some areas. Of the crop remaining to be harvested, 33 percent, compared with 29 the previous week, was in poor to very poor condition. Dry soils continued to hurt pastures and hay. Just above 2/3 of the state's pastures were in poor to very poor condition. Is this a good idea? Insecticides, such as chlorpyrifos (Dursban), diazinon, and malathion have been added to petroleum oils to increase the effectiveness of the spray. However, before your husband mixes an oil and insecticide, he should check the labels of both products for rates and possible restrictions. Labels for most oils warn against combining oil and sulfur sprays as plant damage can occur if sulfur combines with oil. Plant damage also can occur when oils are (Continued on Page 12) Wednesday September 29, 1999 Copyright 1999 Awards Ceremony to Honor Georgia Centennial Farms Fruit, Vegetable Conferenee Set The University of Georgia College of Agricultural & Environmental Sciences, in conjunction with the Institute for Vegetable and Ornamental Crops in Brandenburg, Germany, has scheduled an Integrated View of Fruit & Vegetable Quality Conference May 1-3, 2000 at the (Continued on Page 11) The 1999 Georgia Centennial Farm Award ceremony will be held at 1 p.m. on Friday, October 8, 1999, at the opening day of the Georgia National Fair in Perry, Georgia. The Centennial Farm Program honors significant farms that have been continuously operating for over 100 years and deserve recognition for their historical importance. The ceremony will begin with a luncheon followed by the awards presentation. W. Ray Luce, division director and deputy state historic preservation officer for the Georgia Department of Natural Resources' Historic Preservation Division, will be the guest speaker. Recognition is given to the farm owners through one of three distinguished awards: Centennial Heritage Farm Award, Centennial Farm Award, and Centennial Family Farm Award. The various categories are described as follows: Centennial Heritage Farm Award recognizes farms owned by members of the same family for 100 years or more which are listed in the National Register of Historic Places Centennial Farm Award - does not require continual family ownership, but the farm must be at least 100 years old and must be listed in the National Register of Historic Places Centennial Family Farm Award honors farms which have been owned by members of the same family for 100 years or more. This year, nine Centennial Family DCA Program Helps Potential Homeowners Buying a home can be one of the smartest decisions a person can make, but the process can be confusing. Fortunately, the Georgia Department of Community Affairs can alleviate some of the fears associated with buying a home. DCA assists many Georgians each year in recognizing their "American Dream" of home ownership by offering two programs that can help potential homebuyers purchase homes with lower monthly payments and smaller down payments. The DCA Home Buyer Program offers qualified buyers statewide low interest rate financing through more than 50 participating Georgia lenders. Purchase price limits for this program outside the metropolitan Atlanta area are $102,000 for new construction and $74,393 for existing homes. In the 20-county Atlanta area, the Jimits are $110,000 for new construction and $102,200 for existing homes. To qualify for the Home Buyer Program, buyers may or may not be firsttime homebuyers depending on the county in which the property is located. In addition, they must intend to live in the property for which the loan is being made and meet the income and purchase price limit guidelines. The income limitations for areas outside of metropolitan Atlanta are $39,500 for a 011e-two person household and $44,000 for three or more perscms. Wjthin the 20-county Atlanta area, the limits are $43,900 for a one-two person household and $48,000 for three or more persons. Sanitarians Busy In Aftermath of Storm As soon as the evacuation order was lifted after Hurricane Floyd passed north of coastal Georgia, state sanitarians began canvassing the area to ensure that spoiled foods were properly disposed of to prevent potential health problems to area residents. When the Market Bulletin went to press last week, the Georgia Department ofAgriculture had identified some stores that had suffered power outages, which resulted in spoilage of refrigerated, and/or frozen foods. "I would like to commend all of the stores who cooperated in properly disposing of all temperature-damaged foods that resulted from power outages;" said Georgia Commissioner of Agriculture Tommy Irvin. As of September 20, a total of 10 stores had disposed of food products. The foods were picked up by both private and county waste disposal firms where they were then taken to area landfills or incinerators.
