IVIARKET BULLETIN GEORGIA DEPARTMENT OF AGRICULTURE TOMMY IRVIN,COMMISSIONER Vol.[ No. 29 'Ort. :&iY Ae&.t Vo Ag Benefits Students, Colleges As a former Vocational Agriculture teacher and now a college professor at Abraham Baldwin Agricultural College, I have seen the benefits that FFA students and Georgia colleges reap from Vocational Agriculture and FFA instruction. These programs provide young men and women many opportunities and experiences not generally available to students enrolled in non-agriculture curriculum courses. Vocational Agriculture students are not only exposed to the diverse world of agriculture, but also gain leadership and other skills that will benefit them for a lifetime. Our guest columnist this week is Dr. Larry Allen, Chair, Division of Agriculture & Forest Resources, Abraham Baldwin Agricultural College, ABAC 30, 2802 Moore Highway, Tifton, Ga. 31794-2601. . On an athletic team such as baseball, basketball or football, there is a limited number of individuals who can participate at a signific:ant level of involvement. The FFA provides an unlimited number of opportunities for student involvement. In my high school agriculture teaching career, I taught at a small school and had only 5060 students in my agriculture classes. Every student could be active and involved. Some events often went lacking simply due to a shortage of students. What a great character, leadership, and confidence builder Vocational Agriculture and FFA can be! I have been involved with higher education for almost 21 years, and I continually see the benefits of Vocational Agriculture training on the college student population. Generally, these students are eager to be involved in college activities, willing to take a leadership role, and conduct themselves in a professional manner when dealing with faculty and staff. They are more mature with a good educational foundation. They realize that college is a serious business and requires effort on their part. In my opinion, these students have a higher percentage success rate in the college classroom. It is unfortunate that more of the Georgia public school students do not take advantage of the training available to them in Vocational Agriculture programs. GIU!WUJ SfAJw Food Products Regulated by Co_nsumer Protection Division The Consumer Protection Division of the Georgia Department of Agriculture regulates food products throughout the state in grocery stores, large and small. This division is charged with the responsibility of enforcing the Georgia Food Act by regulating the manufacture, sale and delivery of food products in the state. Consumer Protection Division inspectors are trained to make sure grocery store products meet consumer expectations for food safety, quality and consistency. These inspectors randomly examine a variety of food products in large supermarkets, small "mom and pop" stores, along with checking and licensing "mobile" vehicles selling fresh and frozen seafood, meat, poultry and other foods. Many of the grocery "super stores" in urban areas have several processing sections which come under the jurisdiction of the Consumer Protection Division. Store sections which weigh, label and process food are examined by the inspectors. All regulated processes are inspected in each store by one division inspector on a random basis. Large grocery stores are USDA to Lower Cotton Insurance Rates Cotton insurance rates for many farmers in Georgia, Alabama, Arkansas, Florida, Louisiana, Mississippi, Missouri, North Carolina, South Carolina, and Tennessee will be reduced for the 2000 crop year, according to an announcement by U.S. Secretary.of Agriculture Dan Glickman. "Cotton farmers in the Southeast have long believed that the rates charged for their crop insurance were excessive," said Glickman. "So we looked at the problem and found several areas where those concerns were justified. We intend to lower rates indicated by this review and conduct a similar analysis of rates in Texas, Oklahoma, New Mexico, Arizona, and California." Premium rates for crop insurance are established using traditional insurance industry techniques. RMA uses the pure premium (loss cost) methodology because Farmland Edition Planned in Sept. it is considered the most appropriate. Crop insurance rates are based in large measure on at least 20 years of insurance experience in counties within a state where the program is offered. If the insurance experience for a particular crop is significantly different from the overall production history in the county, rates could be skewed. The review compared crop insurance loss data with other reliable data like National Agricultural .Statistics S_ervice production statistics and participation data to identify irregularities and make adjustments. All stores are subject to followup inspections in the event that corrective action is warranted. Stores are checked for sanitary conditions, such as the cleanliness of meat processing equipment, which is required to be cleaned on a daily basis by br~aking down all components of the equipment and sanitizing them. Meat coolers are inspected to make sure meats are from approved sources. The produce area also is inspected to ensure fruits and vegetables are handled in a sanitary manner. In addition, a store's scales are checked to make sure products are being weighed properly and priced accurately: Even the front checkout scales tied into the store's computer system are inspected. This initial forecast puts Georgia's average yield at 2,100 pounds per acre, 100 pounds below 1998 but 25 pounds above 1997. "Dry weather and disease have taken their toll on tobacco yields," said Bob Bass, state statistician. With this year's reduction in allotment acres, harvested acreage is expected to total 35,000 acres, down 15 percent or 6,000 acres from 1998. If these projections are realized, production will amount to 73.5 million pounds, 19 percent less than in 1998. The service's recent crop report also shows the state's wheat yield was down from the previous forecast. Based on a sample of growers contacted on or about the first of July, wheat averaged 44 bushels per acre, down 2 bushels from the earlier forecast. Fill each shell with a tablespoon of beef mixture. Spread 1/2 cup of Marinara sauce in the bottom of the 13x9-inch sprayed dish. Make a single layer of shells into dish. Pour on remaining sauce and spread evenly. Top with remaining shells and finish with the Marinara sauce. Cover with aluminum foil and cook for 35-45 minutes. Top shells with cheddar cheese, return to the oven and allow the cheese to melt (only until melted, do not overcook). Remove from oven and let stand 5 minutes. Shells should be bubbly and hot.
