The com market found some brief support from the wet weather that has slowed planting in the midwest during the middle of May and moved December futures contract prices to the upper bound of the down trending channel. It is interesting to note that prices were unable to pierce the resistance line marking the upper bound of the channel, pointing out the weakness of traders' convictions that the crop will be reduced significantly. The market will continue to trend lower awaiting the pollination period in July. Soybean Market Overview. November soybean futures prices show no visible means of support. Having broken to a. low of $4.80 set back in February, there are no technical support levels on the charts to look for. We are entering dangerous price territory without a good idea of how far down we will go. The wet weather plaguing com planting will likely result in some com acres being switched to soybeans further aggravating the depressing supply situation. We will likely see price pressing downward toward $4, as hard as that is to believe. Dairy Outlook. Milk production is still strong in 20 selected states but growing more slowly. April was up 3.4 percent, compared to a gain of 4.6 percent in March and 4.0 in February. So far this year U.S. production had gained 3.5 percent. Low priced feeds combined with expectations of higher livestock prices, and longer-term factors like genetics and technology have pushed animal slaughter weights to higher and higher levels. Cattle, hogs, and chickens all reported some of the highest average dressed slaughter weights on record in recent months. Higher weights translates into more meat or poultry produced per animal processed. That means it takes an even greater reduction in animal throughput to reduce the supply of meat and/or poultry. For example, in 1998 higher commercial cattle dressed weights added 865 million pounds (3%) more beef to the market than if weights had remained at 1997 levels. Wednesday June 2, 1999 Prison Farms Provide Food for Ga.'s Inmates To meet constitutionally-mandated feeding requirements for inmates in its custody, the Georgia Department of Corrections' Food and Farm Services Division manages a 10,000-acre growing, processing and food distribution system that is saving Georgia taxpayers millions of dollars by reducing food costs-despite an annual growth in inmate numbers. The Georgia food and farm operation has become a model for correctional food service systems all over the U.S., with administrators from other states and the federal government regularly touring or calling for advice. "You're seeing increases in the inmate population all over the nation, and here in Georgia it's no different," said Georgia's Food and Farm Services Director Jerry Watson, who was one of the most-feared prison farm auditors before being promoted to director two years ago. "But that doesn't mean we have to automatically have an increase in food costs. You can operate smaller with what you have despite the growth, and save taxpayer dollars at the same time, and that's what our people are doing." According to the American Correctional Food Service Association, of which Georgia is the largest member, the 1997 cost of feeding inmates in state prisons across the U.S. averaged $2.42 per day-73 cents higher per day per inmate than in Georgia. Multiplied by 365 days times an inmate population expected this year to reach 40,000, and the amount Georgia is below the national average is about $10.7 million a year. "Our commissioner and board realized several years ago that with the projected growth in the inmate populi!tiQI1, W.IO' were going to have to use our land, personnel and material resources much more wisely to keep costs in check," he said. "I'd say our savings are due really to a lot of things coming together at once. It's mostly our people, a staff dedicated to problem-solving, and the full support of the Board of Corrections." At Watson's urging, the state has installed center-pivot irrigation equipment over a wide area of the vegetable farming operation, a costly investment that he believes will pay for itself many times over by guaranteeing a good crop during any Georgia drought. So far, the irrigation systems have increased yields by 5 to 8 tons per acre over the previous year. "And, we've (Continued on Page 11) J.L.
