The obvious answer is that in years to come those of us in the United States will continue to have access to an abundance of food and fiber for a lower percentage of our disposable income. In addition, the rest of the world will increasingly demand a higher standard of living in terms of food consumption and clothing as the various countries emerge from recent negative economic - development and growth. The State of Georgia is in a strong position to continue to provide food and fiber. The continued decentralization of food-related industries, especially food processing, will create a stronger demand for agricultural commodities in Georgia. Our guest columnist this week is Dr. Harold Loyd, President, Abraham Baldwin Agricultural College, ABAC 1, 2802 Moore Highway, Tifton, .Ga. 31794-2601. The evolution of food processing will continue as more and more processing is located closer to the production points. The development of extensive poultry processing operations in South Georgia is an example of this trend. Without a doubt, the job market and employment opportunities in production agriculture. and in value-added agriculture will continue to grow in Georgia. The (Continued on Page 11) The following bills and resolutions were proposed for the benefit of the Georgia Department ofAgriculture and the agricultural interests of the citizens of Georgia during the 1999 session of the Georgia General Assembly. Each of the following bills have passed both houses of the General Assembly and, as of .presstime, are awaiting Governor Roy Barnes' signature. House Action HB 77: Sponsored by Representative Henry Reaves of the 178th and cosponsored by Representatives Tom McCall of the 90th and Ann Purcell of the 147th. This bill amends certain provisions of the Georgia Dairy Act of 1980 relating to milk and dairy products in order to bring this law into compliance with certain federal regulations. HB 78: Sponsored by Representative Henry Reaves of the 178th and cosponsored by Representative Ann Purcell of the 147th. This bill updates certain provisions of The Georgia Food Act regarding the packaging and labeling of flour, grits, hominy and cornmeal for commercial purposes. HB 121: Sponsored by Representative Terry E. Barnard of the 154th. This bill allows for the option to extend tobacco crop insurance coverage until the tobacco is harvested instead of providing coverage to a predetermined specified date. This change provides extended protection in case the crop is planted late resulting in a later-than-usual harvest date. HB 148: Sponsored by Representative Bob Lane of the 146th and co-sponsored by Representatives Jim Martin of the 145th, Ann Purcell of the 147th, Henry Reaves of the 178th and Greg Morris of the 155th. This bill creates the Georgia Cotton Harris Named Assistant Commissioner for Markets Georgia Commissioner of Agriculture Tommy Irvin - recently named Bobby Harris as Assistant Commissioner for Markets. Harris will fully assume the position's duties when current Assistant Commissioner Don Rogers retires in April. "Bobby is known among both our legislators and our growers as dependable, honest and in touch with the needs of Georgia agriculture," said Irvin. 'Tm very confident in his ability to continue the success of our marketing programs." Harris served in the state House of Representatives from 1985 to 1995, representing McDuffie County and parts of Columbia and Lincoln counties. While in the General Assembly, Harris served on the influential House Appropriations and House Ways and Means committees as well as the House Motor Vehicles Committee. He was also tax commissioner of McDuffie County from 1969 to 1985. Since joining the Georgia Department of Agriculture as special administrative assistant in 1996, Harris has handled the bulk of the Bobby Harris d e p a r t m e n t ' s legislative affairs as well as promotion of several agricultural interests, including the development of the state's sweet carrot market and the Georgia Cotton Producers Indemnity Fund of 1999. Harris, a native of Warren County, currently resides in Covington with his wife, Carol. Producers Indemnity Fund of 1999. It provides for indemnity payments to compensate certain cotton producers for losses incurred as the result of the bankruptcy of a warehouseman in possession of cotton warehouse receipts. The Georgia Department of Agriculture will administer the fund. HB 388: Sponsored by Representatives Charlie Smith of the -175th and cosponsored by Representatives Henrietta Tumquest of the 73rd and Wmfred Dukes of the 16lst. This bill provides for a reserve fund to be established by certain tobacco product manufacturers who did not participate in the "Master Settlement Agreement" entered into by the states and major tobacco companies. HB 541: Sponsored by Representative Henry Reaves of the 178th and cosponsored by Representatives Johnny Floyd of the 138th and Ann Purcell of the 147th. Allows the Agriculture Commodity Commission for Peanuts to sell the building in which they are currently housed and buy or lease a suitable property for their needs. HB 872: Sponsored by Representative (Continued on Page 10) Protocol Established The state of California has been hesitant . to accept shipments of snap beans from Georgia due to concerns about possible infestations of the European com borer. In response to these concerns, the Georgia Department of Agriculture established protocol for the shipment of _ snap beans from Georgia to California. The requirements are designed to assure the integrity of Georgia's snap bean crop so that California's valuable produce industry is not adversely affected by shipments from Georgia. The protocol involves four phases-trapping, treatment, inspection and fees-which are described below: Trapping Traps shall be deployed at flower bud formation and remain through harvest. Traps shall be inspected weekly by Georgia Department of Agriculture Plant Protection personnel. For fields 50 acres or less, two traps (two with IA and two with NY pheromone) shall be deployed with one of each pheromone on an opposite comer of (Continued on Page 11) Gwitut .C~ Co"6erwatitm Cooeilitm Project Promotes Livestock Production Efficiency The Georgia Grazing Lands Conservation Coalition is sponsoring a cost-share project to promote livestock production efficiency and environmental stewardship. As the most comprehensive cost-share project targeting livestock producers to date, this producer-driven and created project will cost-share on a variety of animal, forage, and conservation practices. If you are interested in heavy use area protection, cross-fencing, improved forage varieties, nutrient management, hay testing, pregnancy checking or a variety of other practices, then this project will interest you. Contact your local Natural Resources Conservation Service or County Cooperative Extension Service office to obtain a cost-share project application form and additional information regarding this opportunity to improve the management of your livestock production farm. Applications to participate must be submitted by June 1, 1999. The Georgia Grazing Lands Conservation Coalition is composed of representatives from the Georgia Cattlemen's Association, Georgia Farm Bureau, milk producers, Georgia Pork Producers, the American Forage and Grassland Council, Georgia Poultry Federation, the Nature Conservancy, Georgia Chapter of the Soil and Water Conservation Society, and the Georgia Soil and Water Conservation Districts. (Continued on Page 11) 'Botteed Wote.Jt Ga.'s Regulations Listed Among Strictest in Nation A recent Natural Resources Defense Council (NRDC) report on bottled water emphasizes the importance of having a strong consumer protection program to ensure that Georgia's consumers are getting what they pay for when they purchase bottled water and are not getting unwanted bacteria or chemicals, according to Georgia Commissioner of Agriculture Tommy Irvin. In the NRDC report Georgia is listed as one of eight states with regulations more stringent than the Food and Drug Administration's.
