Wednesday March 31 1999 Copyright 1999 USDA Proposes Regulatory Ch_anges In recent testimony before the House Agriculture Committee, U.S. Agriculture Secretary Dan Glickman announced that the Department of Agriculture will propose several regulatory changes to ease the financial burden on farmers who have had debt forgiven under USDA farm loan programs. New regulatory changes and other actions would reduce borrowers' obligations under so-called Shared Appreciation Agreements (SAA). Under a SAA, a borrower who has received debt forgiveness must repay a percentage of the forgiven debt after 10 years if the property pledged as security has appreciated in value. "USDA is concerned that SAAs can prevent farmers from recovering from financial setbacks caused by natural disaster or damaging market conditions," Glickman said. "This proposal is an example of how we are working with farmers to meet their needs during these very difficult times." Borrowers with the SAA agreements ending in 1999, who cannot pay the amount owed, may have their payment due date suspended for one year. If USDA determines they cannot pay after one year, the payment may be suspended for one or two more years. During the suspension period, the obligation will accrue interest at the federal borrowing rate. USDA estimates that about 2,600 SAA agreements are ending in 1999. This change will be implemented as an emergency interim rule and will become effective upon publication. USDA is proposing to reduce the term offuture SAAs from 10 to five years. For existing and future SAAs, USDA is also proposing to revise farm loan regulations to deduct the current value of capital improvements for existing and future SAAs, if those improvements are made ag consumer line I have noticed several names for chickens in the grocery store, such as broiler, fryer, roaster, etc. I would like to know the differences in these birds so I will be a more knowledgeable shopper. The US. Department of Agriculture (USDA) has standard definitions for the names used to classify different types of pouitry. The terms broiler and fryer are used interchangeably. They refer to a young chicken less than 13 weeks of age, usually slaughtered when 'it is 7-13 weeks old. A roaster is a little older (generally 3-5 months of age) and larger than a broiler/fryer. Both of these chickens have tender meat and may be of either sex. A hen, sometimes called a baking or stewing hen or chicken, is a mature female (usually more than 10 months of age), with less tender meat than the other two classes. A capon is a rooster, usually less than eight months of age that has been surgically desexed. This bird.has tender meat and soft, smooth-textured skin. Hog Farmers Receive SHOP Program Payments U.S. Agriculture Secretary Dan Glickman has announced that almost $50 million in payments to hog farmers under the Small Hog Operation Payment (SHOP) program have been made and sent to farmers. "Most hog producers are small family farmers, and, although a relatively small amount, this money can help them survive through a time of low prices, " Glickman said. "For farmers who had to sell their hogs at the market low, this money can help ease their losses." Under SHOP, the Department of Agriculture will make $49,325,000 in direct cash payments to 45,293 operations, at an average payment of $1,100. The amount represents payments for 10,845,486 hogs and 1,623,642 feeder pigs. Hog producers were paid up to $5 per slaughter-weight hog (or the equivalent for feeder pigs and other swine) multiplied by the number of hogs. marketed during the last six months of 1998. For payment purposes, producers are limited to 500 market hogs (or an equivalent number of feeder pigs), so the maximum payment that could be paid to any operation is $2,500. Producers qualified for the direct payments if their hog operation (1) marketed fewer than 1,000 hogs during the last six months of 1998, and (2) is still in operation. Two restrictions applied: Hog operations are not eligible for payments on hogs marketed under fixed-price or costplus contracts and any producer whose gross income for 1998 was greater than $2.5 million was not eligible.
