When a pumpkin is fully mature, the rind is hard and it resists denting when you apply thumbnail pressure. Leave about three to four inches of stem on the pumpkin when you harvest it. Wipe off any soil on the surface of the rind and place the pumpkin in a dry, well-ventilated area and store at a temperature of 55-60 degrees Fahrenheit. Before you take houseplants indoors for the winter, inspect them for insects such as mealybugs, whiteflies and aphids. If any of these pests are present, spray the plants with Malathion or other pesticides formulated to kill these insects. Whichever product you use, be sure to follow label directions. Once the plants are indoors, decrease fertilization to no more than one application of water soluble 20-20-20, or other similar formulation, each month. If your house is particularly cool or dimly lit, you can use slightly less fertilizer. Fall is a great time to start or add to a compost pile because there is such a good supply of good organic materials, such as leaves, grass clippings, and spent garden plants. Pine straw also is plentiful throughout Georgia, making it an ideal mulching material. If you have plants such as azaleas, camellias and rhododendrons, you might also add some pine straw to your compost pile. The resulting compost will be more acidic which is the type needed around these plants. Outlook Briefs Corn Market Update. Nearby com prices dropped below the psychological $2 a bushel level for the first time since May 1988. The market quickly moved higher as demand surfaced at such low levels. Over the last month, the market has tried to establish a bottom and has actually begun a modest uptrend. The latest USDA reports just confirmed the very bearish supply situation we face this year and market players took it in stride. Look for a very slow uptrend to continue into the end of the year. Soybean Market Overview. November soybean traders flirted with the $5 level back in late August and thankfully didn't like the feel of those levels. A modest rally is underway now that the September crop reports are behind us. Demand is surfacing at these price levels and that is exactly what is needed to draw down the huge supply. Low prices will also deter production in South America aiding global stocks next year. Look for prices to remain in the low to rnid-$5 level toward the end of the year. Wheat Market Situation. July 1999 wheat futures prices have moved above $3 into September but remain well below the level needed to make wheat a profitable cropping alternative for most growers. Until U.S. and global stocks are drawn down significantly, price will remain weak. Season strength is often seen during the fall, but don't expect any major rally. Dairy OutlOok. It appears that a tight milk supply and pre-holiday inventory building may be the reason for higher cheese prices. While milk production is rebounding slightly in the Midwest and Southeast, it's declining in California and the Northwest. The Southeast is still buying lots of loads of fresh milk. USDA reports that Florida alone bought 239 loads and other Southeastern state.S bought approximately 425 loads. Georgia has imported record amounts of milk since July. Continuing growth in population and declining supply means there will be growing deficits and higher retail fluid milk prices for the foreseeable future. More Hogs on The Way. The latest hog and pig inventory count shows that large pork supplies will continue on the market through the fall of 1999. USDA estimated the total U.S. hog and pig inventory at 62.9 million head on September 1, 1998. That was 3 percent above a year ago and 2 percent above June 1 of this year. The September 1 breeding herd was reported -at 6.936 million head, down slightly from a year earlier and down 1 percent from June 1. Market hog numbers also were higher, up 3 percent from last year and 2 percent above June's. The market hogs on September 1 will be corning to slaughter over the next six months. Farmers reported farrowing intentions for September through November at 2.99 million head. That would be 2 percent more sows farrowed than during the fourth quarter in 1997. Further, farrowing intentions for the December through February period were reported at 2.997 million head, 3 percent more than the first quarter ofthis year. But, with negative hog returns, this may decline. Pigs produced from September 1998 to February 1999 will be marketed through the middle and fall of 1999. Based on USDA's numbers, hog slaughter should remain above year earlier levels well into the third quarter of 1999. But, slaughter relative to the previous year should narrow in the fourth quarter of this year and may continue to come closer to a year earlier throughout next summer. Prices in the fourth quarter of 1998 could test lows not seen since 1972 and then move back up to levels around 5 to 11 percent below 1998's for the first two quarters of 1999. That means that $40 per cwt. slaughter hogs on a quarterly average basis are not likely until after 1999. Needless to say all producers are in a losing position and the last of 1999 will be the worst of the losses. While 1999 prices won't cover all cost, low feed prices will mean much lower production cost. Cattle - No Time To Fold Them. The recent decline in calf prices is not particularly unusual for the long term uptrend in the cattle price cycle. The decline coupled with significantly lower beef supplies for next year and the low com prices (another positive for feeder cattle price increases) makes this one of the best years in the past several to hold on to calves through the winter. Of course this is dependent on having feed and pasture to put gain on the calves at reasonable cost. Heavier weight feeder cattle can likely be sold next spring for about the same price per pound as they can be purchased for this fall. Usually we would be looking at lower prices at heavier weights. Better quality 700-800 pound steers will likely be in the upper $60/cwt. range next spring on Georgia Auctions. Native Plants The Georgia Native Plant Society was formed in 1994 by a small but enthusiastic group that was dedicated to educating themselves and others about all aspects of native plants and their habitat, their propagation and cultivation, and their preservation and use in the landscape. The Society also networks. with other likeminded organizations to promote common goals. Plant rescues are a major effort and an integral part of GNPS. The purpose of this program is to save native plants that are in the direct path of immediate development. We take no position on whether or not such development should occur, but when we learn that a project is going forward, we contact the landowner and secure written permission to conduct rescues. Waste from livestock grown in enclosed buildings or paved feed lots is normally collected and stored until it can be used for fertilizer. The waste, as it is broken down by bacteria, produces methane and hydrogen sulfide. Both of these gases are flammable and should always be suspected in livestock enclosure facilities. In fact, most livestock operators do- not allow any source of ignition in or even near the entrance to manure pits or storage tanks. U.S. Agriculture Secretary Dan Glickman recently announced that the next Conservation Reserve Program (CRP) general sign-up will be held during a seven-week period from October 26, 1998, through December 11, 1998, in USDA service centers across the nation. "This is an opportunity for farmers and landowners to participate in a costeffective, voluntary program to improve 'their land, water, and wildlife resources," Glickman said. "It also is an opportunity for current participants with contracts expiring next fall to make new contract offers." USDA will continue to evaluate and rank eligible CRP offers using an Environmental Benefits Index (EBI) based on the potential environmental benefits gained from enrolling the land in the CRP. Decisions will be made on the EBI cutoff after Sign-up 18 ends. The EBI cutoff used in previous sign-ups may not be used for this one. The cutoff is decided after analyzing the EBI numbers of all the offers. Those who would have met previous EBI thresholds are not guaranteed a contract this time around. "CRP is a highly competitive program," said Glickman. "I encourage all landowners to find out about - the Environmental Benefits Index before the December 11 cutoff, and to consult with local USDA experts on steps they can take to maximize EBI points and increase the likelihood that their land will be accepted." USDA is authorized to maintain enrollment of up to 36.4 million acres. Approximately 30.5 million acres will be enrolled in CRP contracts as of October 1, 1998. The contracts awarded under Signup 18 will become effective on October 1, 1999. Just over 3.5 million acres currently subject to CRP contracts will expire on September 30, 1999. CRP maximum rental rates have been updated to reflect 1996-1998 local land rental rates, Farmers should contact their local USDA Service Center for current rental caps and other addition.al information. The CRP is designed to improve the nation's natural resource base. Participants enter into contracts with USDA to enroll erodible and other environmentally sensitive land in longterm contracts ~ for 10 to 15 years. In exchange, participants receive annual rental payments and a payment of up. to 50 percent of the cost of establishing conservation practices. NASDA Passes Bi-Partisan Disaster Relief Package The National Association of State Departments of Agriculture (NASDA) approved a $9 billion disaster package last week at its annual convention in Charleston, S.C., according to Georgia Commissioner of Agriculture Tommy Irvin. The group is presenting the package to U.S. Secretary of Agriculture Dan Glickman before presenting it to Congress. . The v.ackage calls for marketing loan rate flexibility and $5.2 billion for Agriculture Marketing transition Act payments, $2.5 billion for general disaster aid and ad hoc disaster assistance, $935 million for multi-year disaster relief, $275 million for livestock feed assistance, $50 million compensation for flooded land, and $31 million for farm operating loans. The money for general disaster relief is especially important because this section of the Farm Bill had not had any money put into it for several years, according to Commissioner Irvin. NASDA is a bi-partisan group of the executive heads of all 50 state departments of agriculture as well as those of four U.S. territories. Commissioner Irvin is a past-president of NASDA.
