Store them in the vegetable bin of your refrigerator until it's time to plant them in November. Now is the time to give your roses a final application of fertilizer for this season. Apply about one-fourth to onehalf cup of 5-10-5 or a similar-formulation designed specifically for roses. Also, continue regular pesticide and fungicide sprayings according to label directions. Try planting ornamental kale to add some color and interest to your garden or landscape. These cool-weather annuals have either pink or white centers surrounded by a green edge. If you have broccoli, cabbage, cauliflower or collards in your garden, chances are you have cabbage loopers and cabbageworms, too. Check your plants for these pests before they chew holes in all the leaves. Cabbage loopers are green caterpillars that crawl like an inchworm, and they have a faint white stripe down each side. Cabbageworms are green and a bit fuzzy. To control either or both of these pests, apply Bacillus thuringiensis, which is sold as Dipel or Thuricide, or use Sevin. Be sure to follow label directions. Warm season - grasses, such as Bermuda, St. Augustine and Zoysia, will benefit from a final application of fertilizer this season. Although this week's observance helps create awareness of the need for farm safety, the National Safety Council encourages farmers to take safety precautions throughout the entire year. State vehicle codes require the mounting of an SMV emblem on equipment moving at less than 25 miles per hour on highways. These emblems warn other drivers of the slow moving vehicle on the roadway. * Use tractor lights when driving on roadways. Tractors operating on public roadways should have functioning hazard warning lights. Operating headlights and hazard warning lights provide advance warning for other drivers sharing the highway with farm equipment. * Properly hitch equipment. Farm tractors may become unstable when improper hitching is attempted. Tractor drawbars are designed for towing and take into account the tractor's crucial center of gravity. Hitching or towing at points other than the drawbar may result in a rear over-tum. * Do not allow extra riders on farm tractors. Most farm tractors are designed only for one person. Allowing extra riders on the tractor poses the risk of someone falling from the tractor or falling into the path of trailing equipment. Carrying extra passengers also may divert the attention of the driver operating the equipment. * When the hazards of the job or job site dictate it, use the appropriate personal protective equipment (hard hat, safety eyewear, respirator, safety shoes, etc.) to prevent injury or illness. * Make safety checks of the house, yard, lots and outbuildings to discover any existing hazards such as broken steps or exposed flammable materials. Remove any hazardous substances or devise ways to protect against dangers that cannot be removed. * Since serious illness and injury can occur unexpectedly, be prepared to cope with the situation until help arrives. This is especially true if good medical or rescue services are located miles away. * Learn first aid, including cardio- pulmonary resuscitation (CPR) and the Heimlich maneuver (for choking victims). Keep a well-stocked first-aid kit and a good medical handbook. * Post emergency phone numbers at each telephone. Teach children what to do in case of emergency. Under a plan passed by Congress and signed by President Clinton, farmers eligible to receive AMTA payments (also called Production Flexibility Contract (PFC) payments) in Fiscal Year (FY) 1999 can choose to receive the payment all at once or in two equal payments during the fiscal year, which begins Oct. 1, 1998 and ends Sept. 30, 1999.
