Dairy Farmers New Risk Protection Program Announced U.S. Agriculture Secretary Dan Glickman recently announced a new price insurance program for dairy farmers designed as a pilot program to provide minimum pricing guarantees for dairy fanners through a cost-sharing agreement with the U.S. Department of Agriculture. The new Dairy Options Pilot Program offers eligible producers a financial safety net by allowing. them to purchase options on the price of their milk. Under this program, when milk prices fall, producers will be able to offset losses based on projected future earnings, in effect insuring the price of their milk. "With this innovative program, USDA will build on its efforts to help fanners both large and small ---,- to manage risk," said Glickman, "and the new program will thus help protect the financial well-being of dairy fanners." The Dairy Options Pilot Program, scheduled to begin this spring, is limited to six counties in six states that the USDA's Risk Management Agency will select on the basis of concentration of production and other factors. In order to participate in this pilot program, dairy producers must attend one of the free training sessions that USDA will host around the country. Beef Producers Approximately 325 Georgia beef producers are being asked to take part in the Georgia Beef Project, a two-part survey which will gather and analyze statistically valid data important to Georgia beef production. This project, first of its kind in Georgia, is a cooperative effort of the Georgia Cattlemen's Association; the University of Georgia's College of Veterinary Medicine, Cooperative Extension Service, and Tifton Diagnostic Laboratories; the Georgia Department of Agriculture; National Agricultural Statistics Services; and the U.S. Department of Agriculture's Veterinary Services. Department's Animal Protection Section Protects Both Consumers and Pets While most consumers may be aware of the Georgia Department of Agriculture's regulatory concerns with food, crops, and livestock, many may be surprised that the Department also regulates the companion animal industry. "Most folks consider their pets as extended members of their family," said Georgia Commissioner of Agriculture Tommy Irvin. "Because of the affection Georgians feel for their pets, I am proud that our agency can play a vital role in overseeing the well-being of animals throughout the state." The Animal Protection Act, established Contest Set for Agriculture Day '98 March 20 is Agriculture Day in Georgia. (Continued on Page 11) Referendums Win Voter Approval In recent referendums Georgia milk producers and Georgia tobacco growers voted in favor of extending their respective commodity commissions for another three years. Georgia Commissioner of Agriculture Tommy Irvin reported that 71 percent of milk producers voting were in favor of continuing the Georgia Milk Commission, and 92 percent of tobacco growers voting were in favor of continuing the Georgia Tobacco Commission. The Georgia Commodities Promotion Act stipulates that 66 2/3 percent ofthose voting is required to continue each commission's programs of research, education and promotion for another three years. in 1987, safeguards both consumers and companion animals by ensuring through licensing and inspections that only quali- ty animals enter the marketplace. This is accomplished by licensing those who contribute to the companion animal industry when they sell what they have produced, sell what they have bought for resale, when they board or groom some- one's animal for a fee, or offer compan- ion animals for adoption. People engaging in activities for which a license is required must maintain animals in a facility that is in good repair, pweerlaltluirt~ ventilated and has adequate temcontrol. Such facilities must be licensed and regularly inspected to ensure that the pet a consumer buys and takes home will live a healthy, long life. While the Animal Protection Act can- not provide a complete guarantee regarding the purchased pet, there is no guaran- tee and absolutely no recourse to the consumer without this law.
